O V E R V I E WGoals summarize howconservation, development,and future growth shouldoccur by identifyingphysical, economic andsocial ends that thecommunity wishes toachieve.Policies establish basiccourses of action for the<strong>Plan</strong>ning Commission and<strong>City</strong> Council to follow inworking to achievecommunity goals, bydirectly guiding theresponse of elected andappointed officials todevelopment proposalsand related communityactions.Actions need to beundertaken by the <strong>City</strong> toimplement policies.<strong>Plan</strong> FormatThe comprehensive and involved process ofcreating what is really a totally new (not justupdated) <strong>General</strong> <strong>Plan</strong> – based on a newcommunity vision and smart growth principles –resulted in a new set of goals, policies, andactions to guide future decision-making in<strong>Ventura</strong> that truly reflect the planning objectivesof the community. These policy directives areorganized by subject area in <strong>General</strong> <strong>Plan</strong>Chapters 1 through 10, which follow theorganizational framework established in the<strong>Ventura</strong> Vision (see Table 1). Each topic isintroduced with an overarching goal that carriesforward the Vision, a description of issuesneeding resolution and methods for remedyingthem, and finally measurable policies and actionsto achieve those solutions. Each of the policiescontained within the <strong>Plan</strong> are intended to beunderstood and read with the following preface:“It is the intent of the <strong>City</strong> of San Buenaventurato...”. All of the actions are summarized in tableform in Appendix A, along with the <strong>City</strong>department or division responsible forimplementing each action and timeframe forcompletion. Also included in the <strong>Plan</strong> are thelegally binding Appendices B through E.Attachment A is provided as a reference, whileAttachment B is provided to serve as guidelinesfor future development until an update to theZoning Ordinance is completed.August 8, <strong>2005</strong><strong>2005</strong> <strong>Ventura</strong> <strong>General</strong> <strong>Plan</strong>9
