C H A P T E R 3Planning Designations and Transect ZonesLand in the City’s Planning Area is divided intoeight basic Planning Designations on the GeneralPlan Diagram (page 3-22). Each acknowledges aparticular predominant development pattern thatexhibits certain desirable characteristics, such asbuilding types and functions that can bemeasured and described.The wide range of building forms in Venturaoffers great potential for compatible infill andviable mixed-use projects in existingneighborhoods, districts, corridors, andneighborhood centers. The wealth of buildingtypes includes attached and detached housing,duplexes, courtyard bungalows, second units(often over garages), lofts (some live-work),urban villas, neighborhood shopfronts,concentrated retail developments, and civicbuildings. Public buildings retain specialimportance by serving as prominent landmarksthat shape the visual character of the city.Streetscapes set the tone for quality of life inVentura by providing the shared outdoor livingspace of the community. Although the city’sdistinct neighborhoods, commercial and industrialdistricts, and agricultural areas are linked bycorridors that have evolved primarily toaccommodate motor vehicles, opportunitiesabound to make those streets more livable and tofocus activities in neighborhood centers thatemphasize walking, biking, and public gathering,and thereby ease traffic and reinforce communityvitality. Accordingly, new development needs tobe high quality, compact, and walkable, and itshould incorporate design diversity that increaseslifestyle choices and bolsters commerce andindustry.Determining which building types are mostappropriate in specific locations requires shiftingaway from conventional zoning that emphasizesuse toward a form-based approach that prioritizesfunction, appearance, and compatibility withsurrounding context. A powerful tool forunderstanding this context is the Transect, whichdepicts the continuum from rural to urbanconditions (see Figure 3-4).The transect is a tool that can be used by thecommunity to understand and describe the fullrange of unique environmental and builtcharacteristics within each of Ventura’sneighborhoods. Using the six parentheticaltransect zones to better understand the broadPlanning Designations of the General PlanDiagram, a finer-grained (site specific) set ofdevelopment standards can be created to ensurethat new development is in keeping with localpreferences for building.This new Development Code will betteraccommodate the diversity of lifestyles Venturadesires – from the rural farm to the sub-urbanhouse and yard to the urban core with apartmentsabove shops – and will contribute to the identityand character desired by the community.Common elements that the transect will helpmeasure and describe, and that the DevelopmentCode will prescribe, include the types and2005 Ventura General Plan3-14August 8, 2005

In general itwill prescribe individual neighborhoodpreferences for urban design and buildingcharacteristics, including standards.In many cases, area specific codes, applying thePlanning Designations including districts,corridors, and neighborhood centers, will bedeveloped as part of community or specific plansthat establish a detailed strategy for public andprivate investment and policies to promote theappropriate preservation and development ofcommunity desired character.The following descriptions of the PlanningDesignations include a parenthetical reference tothe transect zones they encompass that will beused as guidance in interpreting the planningdesignations while drafting detailed plans andcodes:Ventura General PlanAugust 8, 2005 3-15
