G L O S S A R Y O F T E R M SRight-of-way: Land intended to be occupied bytransportation and public use facilities such as roadways,railroads, and utility lines.Riparian: Areas adjacent to perennial and intermittentstreams delineated by the existence of plant species normallyfound near fresh water.Runoff: The portion of precipitation that does not percolateinto the ground.Seismic: Caused by or subject to earthquakes or earthvibrations.Sidewalk: the paved layer of the public frontage dedicatedexclusively to pedestrian activity.Specific <strong>Plan</strong>: A legal tool allowed by State GovernmentCode Section 65450 et seq. that prescribes detailedregulations, conditions, programs, and/or proposedlegislation for a defined area of the city.Sphere of Influence: The probable ultimate physicalboundaries and service area of the city, as determined byLAFCo.Streetscape: the urban element that establishes the majorpart of the public realm. The streetscape is composed ofthoroughfares (travel lanes for vehicles and bicycles,parking lanes for cars, and sidewalks or paths forpedestrians) as well as the visible private frontages (buildingfacades and elevations, porches, yards, fences, awnings,etc.), and the amenities of the public frontages (street treesand plantings, benches, and streetlights, etc.).Structure: Anything constructed or erected that requireslocation on the ground (excluding swimming pools, fences,and walls used as fences).August 8, <strong>2005</strong>Subdivision: The division of a land into defined lots orcondominiums that can be separately conveyed by sale orlease.Sustainable: Meeting the needs of the present withoutcompromising the ability of future generations to meet theirneeds, and successfully balancing economic, environmental,and social equity concerns.Tourism: The business of providing services for personstraveling for pleasure.Transect: a system of ordering human habitats in a rangefrom the most natural to the most urban. Based upon sixTransect Zones that describe the physical character of placeat any scale, according to the density and intensity of landuse and urbanism.Transit-Oriented Development (TOD): Relatively highdensitydevelopment located within an easy walk of a majortransit stop, generally with a mix of residential,employment, and shopping designed primarily forpedestrians.Transit, Public: A system of regularly-scheduled busesand/or trains available to the public on a fee-per-ride basis.Transportation Demand Management (TDM): Strategiesfor reducing the number of vehicle trips by increasingridesharing, transit use, walking, and biking.Trip: A one-way journey that proceeds from an origin to adestination via a single mode of transportation.Truck Route: A route required for all vehicles exceeding setweight or axle limits, which follows major arterials throughcommercial or industrial areas and avoids sensitive areas.Underutilized: Non-vacant properties that have not beenfully developed with improvements that reach the alloweddensity and/or floor area.<strong>2005</strong> <strong>Ventura</strong> <strong>General</strong> <strong>Plan</strong>F-9
