Hold pre-entry briefings prior to initiating any new site activity to appraise employees ofsafety and health plan requirements and a safety meeting prior to each shift to ensure thatrequirements are being followed.1. Describe assigned employee tasks and their potential hazards, coordinateactivities, identify methods and precautions to prevent injuries, plan foremergencies, describe any changes in the site safety plan, and get workerfeedback on conditions affecting safety and health.2. Keep records of these briefings and make them available at the jobsite.1.10 AIR-MONITORING PROGRAMA. Deleted.B. Air-monitoring program requirements:1. Identify and quantify airborne levels of hazardous substances to which employeesare exposed, based upon site analysis of contaminants which have been identifiedat the site.2. Conduct initial monitoring upon initial entry to the site to identify any IDLHcondition; conduct representative real-time monitoring; evaluate the radioactiveexposure potential; and identify explosion and/or oxygen deficient atmosphere.3. Conduct periodic monitoring during regular work cycles. Conduct additionalmonitoring when sufficient changes at the site have occurred which may affectexposure potential of personnel engaged in activities onsite.4. Monitoring: Representative of employee exposure at the site.D. If exposure monitoring results equal or exceed the action level, excursion limit, ceilinglimit, STEL or TLV/PELs, initiate a more comprehensive and continuous monitoringprogram for affected personnel until adequate documentation of exposure shows no threatof repeated or continued exposure.E. Record monitoring in an appropriate log; keep onsite during operations; and submit to theGovernment upon request.1.11 MEDICAL SURVEILLANCEA. Persons exposed to hazardous substances or health hazards determined by personalexposure sampling or who meet the provisions of 29 CFR 1910.120 must participate in amedical surveillance program.B. Provide baseline physical which meets the requirements of 29 CFR 1910.120 forpersonnel conducting tasks on a Reclamation hazardous wastesite within thecontamination reduction zone, exclusion zone, or required to wear personal protectiveequipment.1.12 SITE ASSESSMENT AND HAZARD ANALYSISA. Initially assess the site for hazards.B. Reassess site characterization as site operations or conditions change. Modify personalprotective equipment requirements and other controls accordingly.1.13 SITE CONTROLA.
