Excavated Waste: Buried solid waste, refuse, demolition waste, construction waste, andspecial waste as defined in the RCRA AND TSCA regulations. Excavated waste does notinclude demolition debris, solid waste, refuse, construction waste, or special wastecreated by Contractor incidental to the Work.C. Free Product: Free-standing petroleum or chemical liquid product present in excavationor floating on water in excavation.D. Hazardous Soil and Debris: Material which qualifies as a hazardous or toxic waste asdefined by the Resources Conservation and Recovery Act (RCRA) or the ToxicSubstances Control Act (TSCA).E. Nonhazardous Soil and Debris: Material which does not qualify as a hazardous or toxicwaste as defined by RCRA or TSCA and includes excavated waste as defined above.F. Wastewater: Water produced by Contractor’s operation, including groundwater removed,stormwater entering excavation pits despite controls, washdown water, useddecontamination water, and other water that requires handling by Contractor toaccomplish the Work. Wastewater may be hazardous or nonhazardous and shall requirespecial handling and testing.G. Class 1 hazardous waste: Solid waste which has been identified, sampled, analyzed andconfirmed to qualify as Class 1 hazardous waste, as defined by RCRA or TSCA.H. Class 2 nonhazardous waste: Solid waste which has been identified, sampled, analyzedand confirmed to qualify as Class 2 nonhazardous waste, as defined by RCRA or TSCA.I. Class 3 solid waste: Solid waste which has been identified, sampled, analyzed andconfirmed to qualify as Class 3 solid waste, as defined by RCRA or TSCA.J. Paper sludge: Solid waste excavated from the project site which has been characterizedas paper sludge.K. Solid waste: Individual pieces of waste that includes tires, concrete, metal, wood debris,and other miscellaneous items.1.04 SUBMITTALSA. Submit the following in accordance with Section 01 33 00 - Submittals.B. RSN 02 61 01-1, Approval data:1. Permits and certification for soil, debris, and waste haulers.2. Permits, certification, and acceptance requirements for proposed soil, debris, andwastewater disposal or treatment facilities.3. Qualifications:a. Contractor documentation of experience.b. Contractor’s Personnel: Documentation personnel proposed for Work withcontaminated materials have been 40 hour trained in accordance with 29CFR 1910.120.c. Licensed Site Professional’s documentation of experience and registration.d. Waste Transporter: Documentation of licensing and equipmentcapabilities.e. Offsite Disposal and Treatment Facilities: Documentation of licensing,disposal requirements, and acceptance of the waste.4. Inspection reports, including photographs, and other items requested by COR.5. Emergency Response Plan: Details how to handle an emergency during executionof the Work (for example, encountering drums with unknown contents;encountering pockets of hazardous atmospheres; response to spills caused byexcavation of materials by Contractor or Contractor’s equipment; response to fireor injured personnel).C. RSN 02 61 01-2, Waste Manifests:1. Copies of manifests or bills of lading, and waste disposal or treatment facilityreceipts, including weight tickets, for waste materials, solid or liquid, removedfrom Site and transported to disposal facilities.2. Waste manifests will be signed by COTR.D. Reporting requirements:1. During excavation and removal activities submit the following to OGR:a. Daily job progress log detailing information on the review of progresswith respect to previously established milestones and schedules, majorproblems, corrective actions, injury reports, equipment breakdown, andsampling results.b.
