Registered dairy cows may be placed in chargeof the Town Ranger, between the hours of 8 a.m. and5 p.m. daily, on payment to such Ranger of such herdingfee as is from time prescribed by resolution of theBoard.Copulation of Stock.81. Any person who, as owner or otherwise, whilein charge of an entire horse, bull, or ass shall cause,allow, permit, or suffer any such entire horse, bull, orass to try to cover ally mare or cow within any townshipwithin the district, or shall cause, permit, allow,or suffer any such entire horse, bull, or ass to be turnedloose in any yard tor in any other place with any mareor cow for the purpose of allowing such mare or cowto be tried or covered, except in some yard, building,or other premises as shall be entirely and su-fficientlyscreened from public view shall forfeit and pay, onconviction, a sum nut exceeding £10.Goats.82. (a) No person shall keep any goat within theboundaries of the Town Ward of the Kojonup RoadDistrict unless such goat shall have been registeredand the registration fee of sixpence paid to the Secretaryof the Board.(b) Every registration shall be renewed in themonth of July in each year.(c) The Board may refuse to register any goat ifin the opinion of the Board suitable accommodationhas not been provided for keeping such goat.(d) The penalty for breach of any of the precedingclauses shall be a suns not exceeding £5 for eachbreach, in addition to such sums as the justices maydirect as compensation for damages done by suchgoats.Crossing Places.$5. The Board may, in its discretion, prohibit anygames or gymnastics from being played or carried onby any person or persons upon any park lands, recreationgrounds, or reserves on a Sunday, Christmas Day,or Good Friday.105. No person shall offer for sale on any reserveany provisions, refreshments, or other goods of anykind, nor carry on any games, or boxing, or other similarshows, nor use any fire -inns, except with the expresssanction of the Board and payment of such fee as maybe demanded.106. The Board, or any person duly authorised, maymake charges for admission to any reserve or definedportion thereof, but such charges shall not exceed ls.for adults and sixpence (6d.) for children under fifteenyears of age, with free entry for children (accompanied)under five years of age, and for horses andvehicles or motor cars ls.107. Such person to whom the use of any reserveis given for picnic sports, races, or other use shall beheld responsible for the immediate removal of all rubbishbrought thereon on the occasion of such use, anda deposit not exceeding £5 shall be paid as a guaranteefor the due removal of such rubbish. On the removalof such rubbish, to the satisfaction of the Board, thedeposit shall be returned.108. No person shall damage or injure any tree,shrub, or plant in any park lands, recreation groundsor reserves. Any person offending against this By-lawshall forfeit and pay, on conviction, a penalty not exceeding£10 for every such offence.109. No horses other than those attached to vehiclesshal be allowed on any park lands, recreation grounds,or reserves under the control of the Board.110. The Board may allow to any person who paysthe rates for which he is liable, within thirty days ofsuch rates becoming due, a percentage by way of discountof five per centum on the amount of such rates.Hawking.111. No person shall be permitted to hawk fruit,fish, meat, poultry, game, or vegetables, or any articleof merchandise without first having obtained a licensefrom the Board and payment of fees as per Schedule"A" hereto annexed:Schedule "A."Fees for a Hawker's License.For a license to hawk fish, meat, poultry, game,fruit, or vegetables .. .. 5s.For a license to hawk merchandise .. .. 5s.A hawker's license shall be issued for a term oftwelve months from date of issue.Penalties.112. Every person who does, permits, or suffers anyact, matter, or thing contrary to any of these By-laws,Or commits or permits any breach or neglect thereof,shall be deemed guilty of an offence against these Bylaws,and, where not otherwise provided, shall be liableto a penalty not exceeding £20 for every such offence.114. The hours for which any hall, room, or furnitureshall be hired shall be: Dayfrom 9 o'clock a.m. to6 o'clock p.m.; Nightifrom 7 o'clock p.m. to 12o'clock midnight, after which 10s. shall be paid inaddition to ordinary payment.5. The Board may at any time demand that thehirer shall, prior to the term of engagement, depositan amount estimated to cover any damage that mightoccur during the term of such engagement.O. The Board reserves the right to refuse to letany hall, room, or furniture to any applicant for theHiring of same without assigning any reason for suchrefusal. .7. The Board may at any time cancel any agreementmade for the hiring of any hall, room, orfurniture.8. In the event of two or more applications beingmade for the hire of any hall, room, or furniture forthe same date and hour, the Board may, without consideringpriority of application, determine to whichapplicant the hire of such hall, room, or furnitureshall be granted.9. The hirer of any hall, room, or furniture shallcomply with the provisions of the Health Act, theEntertainments Tax Act, and any other Act in formicfor the time being applicable to such hiring and usingof any hall or room. If, in the opinion of Board,all the necessary actions have not been taken to comnplythe provisions of the Acts mentioned above,tine Board may at any time prior to or during the,e. rm of engagement forbid and prevent the use ofsuch hall or room.10. in the event of the use of any hall or roombeing stopped under the last Rreceding By-law, theHirer shall forfeit the full amount payable for thehire of such hall or room as if the hire had been dulyfulfilled, and the Board shall not be responsible to thehirer by reason of such stoppage.No spirituous liquors, wine, ale, beer, porter,cider, or sherry or any other intoxicating. liquor shallbe brought into or consumed in any hall or room exceptwhen expressly permitted by the Board.12. No person shall smoke any tobacco, cigar,cigarette, or objectionable substance, nor strike orotherwise ignite any light in any hall or room duringany ball or public entertainment, or at any gatheringof persons in the said hall or rooms, whether such personshave been admitted by payment of money orotherwise, except at a banquet or smoke social wherethose present countirise men only.INo person shall in any part of the building.) enter or be allowed to enter whilst intoxicated;(b) use profane or improper language;(c) be guilty of any misbehaviour whatsoever;(d) damage, mark, or deface any wall or other partof the building. Any person who does, permits,or suffers any such damage shall beliable to pay the cost of all such damage inaddition to any penalty imposed by theseBy-laws;

No external wall shall be erected on the buildingline of any street or nearer titan eight feet to sunkbuilding line, unless constructed of brick, stone, orcomtrete. 'Where any building is to be used wholly orin part as a shop or warehouse., the Surveyor mayauthorise on behalf of the Board, the external walls ofsuch building to Be constricted of -wood or iron, withwooden framing,, except the walls referred to before inthis clause, but if any such building is to be erectednearer than six feet to an existing building, the externalwall facing such existing building shall be constructedof brick, stone, or concrete.8.
