2226 GOVERNMENT GAZETTE, W.A.SEPTEMBER 23, 1927.KO.TONTIT ROAD BOARD.By-laws of the Tiojonup .Road Board.WHEREAS by " The Road Districts Act, 1919,"The Cattle Trespass, Fencing, and Impounding Act,1882," and other Statutes, the Road 'Board of Incdistrict is empowered to make By-laws for all or anypurposes in the said Acts mentioned, the KojonnpRoad Board, in pursuance of the powers vested in tinsaid Board under and by virtue of the said Acts moil.of every other authority enabling it in that behalf,(loth hereby make and publish the followingPART I.TNT.ERPRETATIONS.1. In these By-laws the interpretations set out in"The Road Districts Act, 1919," shall apply, in additionto which the following terms shall, unless thecontext otherwise indicates, bear the meaning setagainst them in the Road Districts Act, or respectively,that is to say:"The Act""The Road Districts Act, 1919,''and all amendments thereto Which may hereaftercome into force."Board"jThe Kojonup Road Board."Board Room" shall be the office, ball, or buildingin which the meeting of the Board is heldfront time to time."District"----The district under the jurisdictionof the Kojonup Road Board."Secretary"The Secretary of the Board.All other interpretations to be prescribed in theRoad Districts Act or other Acts or Regulationsthereunder.Duties of Secretary.2. The duties of the Secretary shall be:(a) To attend all Board meetings.(b) To attend all Committee meetings.(c) To take notes of minutes and prepare reportsof Committees.(d) To conduct all correspondence, and to give theother officials instructions, as directed by theminutes, and carry out the resolutions of the(e)(f)(g)Board as contained in such minutes.To answer all questions on the Board's business.To see that the accounts are audited quarterly,and the balance sheets prepared and publishedin the Govern-eat Gazette yearly, and anyother duties specified under "The RoadDistricts Act, 1919."To prepare and place before the Board themonthly financial statement at the end ofeach month id financial year.(11) To supervise the preparation of the :rate-booksand the hoard's electoral lists, to examineproof of the latter, and to arrange for theilistribution 01! copies prior to the elections;also to attend all courts of revision or appeal,to make the necessary arrangements for theelections, to issue instructions to the supervisor,in accordance with the Board's resolutions.(i) To summon the members to Board and Committeemeetings.(j) To keep all hooks up to date, in accordance withinstructions issued by the Minister and additionalinstructions of the Board.(k) To cheek all mammas sent into the 'hoard, andsee that all accounts for works have stated inthem the authority under which such workshave been done, and to check all returns madeby the Collector or other of the Board's officersand see that the counterfeits of the receiptbook accompany all returns; to supervise andattend to the due payment of all moneyscoming' through the hands of the Board's officersand payable to the credit of the Board.(1) To report to the Board at its next meeting anyofficer neglecting to make his returns as provided,with the necessary vouchers attachedthereto.(nn) To pa v into the bank, after receipt, to tliecredit of the Board, all moneys received byim on behalf of the Board when such moneysshall amount in the aggregate to the snotof £5 or over, with the exception of moneysgranted. by the GOV OVIITTI cut, which are paidinto the Treasury.(n) To see that all moneys ived, with the exceptionof Treasury credits, are lodged to theredit of the Heard in the bank not lesstly than Oyer": second day, and morentmtly if the total amount held exceeds(o) TO see that no payments to the credit!' of theBoard shall be made by any officer exceptthrough the Secretary, or such other officer(p)(q)as may be acting temporarily in that capacity.To readily and cheerfully obey all lawful commandsor orders of the Board, and to attendto all other mutters affecting the financesand welfare of the Board and not hereinspecified.To see that all bonds and other forms ofsecurity to be taken from the contractors arcprepared, and that the security required ofservants is taken within due time, and reportas to such 'natters to the Board.(r) To report to the Chairman any servant of theBoard who has been guilty of any neglect ofduty, or who is incapable of performing theduties allotted to him.(s) To exercise, subject to any directions given bythe Board or Chairman, control over all servantsof the Board.(I) To see that no receipt is on any other than theforms prescribed by the Acts and Regulationsunder which authority is given for the issueof such receipts.(n) To be responsible for the issue of receipts onthe proper prescribed forms, and that all receipts:issued are in proper sequence.Duties of Supervisor.3. (a) The Collector shall collect moneys that maybe due to the Board, issuing receipts in the Board'aprinted forms for payment and entering particulars ofall payments in the Bonk provided by the Board forthat purpose.(h) The Collector shall make his financial reportInd payments to the Secretary every three days,
