When the Chairman rises in his place duringthe progress of a debate, any member when speakingor offering to speak shall immediately resume his seat,and every member shall preserve strict silence, so thatthe Chairman may be heard without interruption, butthe member who was speaking may resume when theChairman takes his seat.Notice of MotionAbsence of Mover.20. 1.11 the absence of a member who has placed anotice of motion on the business paper for any meeting,any other member may at such meeting movethe same, or such motion may be deferred until nextordinary meeting of the Board.Withdrawal of Motions.27. Except as elsewhere provided, no motion, afterbeing placed on the business paper, shall be withdrawnwithout the consent of the Board.Motions to be Seconded.28. No motion shall be debated unless or until ithas been seconded.Motions not to be Withdrawn without consent.29. When a motion has been proposed and secondedit shall become subject to the control of the Board,and shall not be withdrawn without the consent ofthe Board.Amendment may be moved.30. When a motion has been proposed and seconded,any member shall be at liberty to move an amendmentthereon, but no such amendment shall be debatedunless or until it has been seconded.Motions and Amendments to be in Writing.31. No motion or amendment shall be debatedunless or until it has been reduced to writing, if theChairman so directs.32. A motion or amendment not seconded cannotbe discussed by any member except the mover, norput by the Chairman.33. In submitting a motion or amendment theChairman shall put the question first in the affirmativeand then in the negative.Further Amendment may be moved on amendedQuestion.34. If an amendment has been carried, the questionas amended thereby shall become itself the questionbefore the Board, whereupon any further amendmentupon such question may be moved.Mow subsequent Amendments may be moved.35. If an amendment, whether upon an originalquestion or amended as aforesaid, has been negatived,then a further amendment may be moved to the questionto which such first-mentioned amendment wasmoved, and so on until there are no further amendmentsand the question is decided by the final vote inthe affirmative or negative: Provided that not morethan one question and one proposed amendmentthereof shall be before the Board at any one time.Motions for Adjournment.30. No discussion shall be permitted upon anymotion for adjournment of the Board. If upon thequestion being put on any such motion the same isnegatived, time subject then under consideration ornext on the business paper shall he discussed, and it:shall not be competent for any member to again movea motion for adjournment until half an hour haselapsed from the time of moving the one that hasbeen negatived.Mover of Adjournment, Mien entitled to priority.37. On resuming any discussion which has beenadjourned, the mover of such adjournment shall beentitled, if he has not already spoken on the subjectunder discussion, to speak first.Notice of Question to be given.38. Sufficient notice of every question shall hegiven to the Chairman or member expected to reply,and, if necessary, reference to other persons or todocuments.Questions to be put without argument.39. Every question shall be put categorically awlwithout argument.Replies and Objections.40. No discussion shall ensue upon any reply orrefusal to reply to any questions except by permissionof the Board.Mode of addressing Board.41. Members shall, on all occasions when at a meeting,:eh:tress the Chairman and speak to each other bytheir official designation, as Chaiftnmrdm or Secretary,etc., as the case may he, and, with the exception of theChairman, shall rise in their place and stand whilespeaking (except when prevented from doing so bybodily infirmity).Speaker not to he interrupted if in Order.42. No member shall be interrupted while speaking,except for the purpose of calling him to order, ashereinafter provided for in pursuance. of By-law.Limitation as to number of Speeches.-Cl. The mover of an original motion shall have theright of general reply to all observations which havebeen made in reference to such motion, and to anyamendment thereon, as well as the right to speak uponevery such amendment. Every member. other than themover of an original motion, shall have the right tospeak urn-e upon such motion and once upon everyamendment moved thereon. No member shall, withoutthe consent of the Board, speak more than once uponany one question, or for longer than ten minutes at anyone time, unless when misrepresented or misunderstood,in which case he may be permitted to explain withoutadding- further observations than may be necessary forthe purpose of such explanation.Determination of Questions.44. (a) All questions shall, if not otherwise decidedby law, be determined thus: Upon a questionbeing put the Chairman shall call for a show of handsfor and against; the question, and shall declare whetherthe question has been affirmed by the majority of memberspresent or otherwise. The decision of the Chairmanshall be final, unless such decision be immediatelychallenged and any member rise and demand a division.(b) Where any member dissents lie may request thathis name be recorded in the minutes as opposed to themotion, and it shall lie so lecoraed.Divisions.45. Upon a division being so called for, the questionshall first lie put in the affirmative and then in thenegative, and the Chairman and all members presentshall vote by a show of hands, and time names and votesof the (lb a 111.11all and members present shall be recordedin the minutes by the Secretary.uni.1111f111 may repeat Question.40. The Chairman shall be at liberty to put anyquestion as often as may be necessary to enable hiiii.to form his opinion as to the result of the voting anddeclare same.Acts of Disorder.47. Any member who at any mneeting of the Boardor any Committee emmunits a breacim of any By-law, orwho moves or attempts to move any motion or amendmentembodying any nuitter Ifeyona the legal jurisdictionof the Board or Committee, or who in any otherway raises or attempts to raise any question, or addressesor attempts to address the Board or Committeeupon_ any subject which the Board or Committee shallhave no legal right to entertain or discuss, or uses anylanguage which, according to the common usage ofgentlemen, would be disorderly, or makes use of anyexpression inconsistent with good older and decorum,or who says or does anything calculated to bring theBoard or Couunittee into contempt, shall be guilty ofan act of disorder.

In the event of a member declining to withdrawFront the Board room, on being requested so to do bythe Chairman, the Chairman may order his retirementuntil the termination of the sitting-, and. should suchmember disobey such order lie shall be deemed guiltyof nit (aren, and shalt be liable to a penalty nut eXccedingOne pound.Disorder.51. If disorder arise at any meeting, the Chairmanmay adjourn the meeting for a pm-loci of fifteen minutesand quit the chair. The Board, on resuming shall, onquestion put from the chair, decide without debatewhether the business be proceeded with or not.Appointment of Committee.52. Any member may in a case of uery urgent necessity'authorise the expenditure of a sum not needingtwo pounds ten shillings on statutory works or undertakingswithin the Ward he represents; provided thathe must report the matter at the next ordinary orspecial meeting of the Board.Unauthorised Expenditure.57. Every item of expenditure, and every liabilityincurred by any Committee or member of the Boardotherwise than under the authority of the Act or ofthese 113y-laws, shall be deemed unliov.ful expenditureand a breach of this By-law by such person.Common Seal.58. The common seal of the Board shall be kept inthe Board's safe. The common seal shall not be affixedto any deed or other instrument except by order of theBoard.Offences, Omissions, or Neglects.S9, Anti' person guilty of the ,following ceshall, on conviction thereof, pay a penalty nolog ten pounds:--(a) Damaging or destroying any building, dam, well,tank, pump, windmill, windlass, bucket, rope,piping, troughing, fence, gate, or other propertyunder the ...ontrol of the Board.(b) Placing any parcel or other document, writing,or printing on or otherwise defacing any houseor building abutting or contiguous to a publicroad, Or any wall, fence, gate, or lamp-postwithout the consent of the occupier or ownerthereof.(c) Blasting any rock, ',tone, or timber in or nearroad without the permission of the Henrinot attending to such directions in regardreto given by such Board.((l. ) Placing, slavking. or storing within the limitsof any townsite, in the open air, any cases,paper, shavings, crates packed with strawdangerous or inflammable substances so as tobe or likely to become a source of dangerthrough fire.Preservation of Trees.GO. Any person who shall carelessly, wilfully, orwantonly injure, destroy, carry away, or remove fromits place any tree or shrub, or plant standing in any ofthe roads. enclosures, public places or reserves, or whoshall carelessly, wilfully, or wantonly injure, destroy,curry away, or remove out of its place, or ride or driveagainst any of the tree-guards, fences, or other protectionto such trees, shrubs, or plants aforesaid, shallhe liable to a penalty of not more than £10, and inaddition thereto shall also pay the Board a sum equalto the damage so clone.Prescribing removal of Verandahs.61. y verandah or balcony which obstructs thefootway or roadway, or is dangerous, and all other obstructionson the footways or roadways, or over thesaute, shall be removed, when ordered, within such Muleas shall be notified, by the Board, and all expenses incurredin removing same shall lie borne by the owneror occupier of such verandah or balcony or other obstruction,whether removed by the Board or otherwise;any any person whatsoever interfering or obstructingtiny officer or person employed by the Board in carryingout this By-law shall be liable to a penalty not exceeding£10.'Encroachment, etc.----IltemovalG2. On order of the Board the Secretary or otheruppointed officer may direct the removal within fourleendays of any building, fence, or obstruction or enma'achmentin or upon any street, lane, or public placeunder the control of the Board.lit any case where, after service of notice for suchn`111.0val, any such obstruction or encroachment has notbeen removed within the specified time, it shall belawful for the officer appointed by the Board to removesame at the cost and charges of the person !:0offending, and to proceed against the offender for thebreach. of this By-law, the penalty for which shall notexceed £20 for every day or part of a day duringwhich such offence shall be committed or continuedafter the expiry of the notice prescribed therein.Lighting.63. Any unauthorised person who shall light, putout when lighted, or in any other way interfere withany lamp belonging to the Board, or shall damage ordestroy such lamp shall pay, in addition to the valueof such damage, if any, on conviction, a sum not exceeding£5.Water Supply.04. Auy person who shall injure or destroy artywell, bore, pipe, tank, or place of storage for water',or any utarltiuery, appliances. or property used in connectiontherewith, shall be liable to a penalty not exceedingCS, and also shall pay to the :Board the sumof such damages.GS. Any person who shall waste, or allow to escape,foul, pollute, or taint any water contained in a bore,pipe, tank, or place of storage, shall lie guilty of anoffence against this By-low, and shall he liable to apenalt4y not exceeding £20.
