8 Project JustificationThis REF has been prepared to assess the potential environmental impacts of Feeder 708. Theproject is part of a commitment by Novo Rail to support the growing demands of the railnetwork. The principles of ESD would be facilitated by the application of a range ofenvironmental management tools including: this REF, identified control measures, preparationof a Construction Environmental Management Plan (CEMP), and compliance with Novo Rail’sEnvironmental Policy and promoting environmental awareness through site inductions. All of theenvironmental risks have been carefully andthoughtfully considered through the preparationof the REF and will be mitigated through theimplementation of the ConstructionEnvironmental Management Plan (CEMP).This proposal will help ensure that futuregenerations have a safer, more comfortable andmore reliable rail transport option, through anincreased reliability, comfort and more frequentservices.Due to the highly modified nature of the site, nobiodiversity of ecological significance isanticipated to be encountered at the site;however the adherence to the ConstructionEnvironmental Management Plan will ensurethat Biological Diversity and Ecological Integrityof receiving environments will be retained.The REF has examined all of the environmentalimpacts associated with the proposal and hasrecommended mitigation measures for theidentified environmental risks that will result inadditional costs to Novo Rail.
