EIA Guidance Manual – <strong>Building</strong>, Construction, Townships <strong>and</strong> Area DevelopmentThe Project management shall submit half-yearly compliance reports in respect of the stipulatedprior environmental clearance terms <strong>and</strong> conditions on 1st June <strong>and</strong> 1st December of each calendaryear. All such reports shall be public documents.1.6 Transferability of <strong>Environmental</strong> <strong>Clearance</strong>A prior environmental clearance granted for a specific project or activity to an applicant may betransferred during its validity to another legal person entitled to undertake the project or activityon application by the transferor or the transferee with a written "no objection" by the transferor,to, <strong>and</strong> by the regulatory authority concerned, on the same terms <strong>and</strong> conditions under whichthe prior environmental clearance was initially granted, <strong>and</strong> for the same validity period.1.7 Generic Structure of <strong>Environmental</strong> Impact Assessment DocumentIn terms of the EIA notification of the MoEF dated 14th September 2006, the generic structure ofthe EIA document should be as under:IntroductionProject DescriptionDescription of the EnvironmentAnticipated <strong>Environmental</strong> Impacts & Mitigation MeasuresAnalysis of Alternatives (Technology <strong>and</strong> site)<strong>Environmental</strong> Monitoring ProgrammeAdditional StudiesProject Benefits<strong>Environmental</strong> Management PlanSummary & ConclusionDisclosure of Consultants engaged1.8 Identification of Project ProponentProfile of the project proponent, contact address with e-mail, fax, phone number etc should befurnished. All correspondence with MoEF shall be made by the authorized signatory only. Theauthorized signatory should also submit a document in support of his claim of being anauthorized signatory for the specific project1.9 Brief Description of ProjectIn this section details of the project nature, size, location <strong>and</strong> its importance to the country <strong>and</strong>the region are to be included. Project site description; survey/khasra nos, village, tehsil, district,state & extent of the l<strong>and</strong>, latitude & longitude of the boundaries are to be furnished.Description of existing national <strong>and</strong> international environmental laws/regulations on theproposed activity is to be brought out clearly. If there are any notified restrictions/limitationsfrom environmental angle, issued by the district administration, State or Central government,the same should be furnished. Details of litigation(s) pending against the project/ proposed site<strong>and</strong> or any direction passed by the court of law against the project, if any, should be stated.6Administrative Staff College of India, Hyderabad
