ANNUAL REPORT 2010/11• awareness of and compliance with constitutionallymandated legislation.Service delivery objectives and indicators:In providing strategic legal support to the GautengProvincial Government the Chief Directorate providesthe following key services:• the coordination and compiling of the legislativeagenda• analysing and monitoring the quality of legislativesubmissions to the EXCO• certifying legislation (primary as well as subordinate)before tabling in the Legislature• support to the Leader of Government Business, EXCOand the Legislature to facilitate the introduction andpassage of legislation• provides qualitative and definitive legal advice andopinions to the Executive, HOD’s, departments• manages all litigation against the Premier and isresponsible for the monitoring of litigation in GPG• vetting all agreement in the Office of the Premier• promoting and ensuring the implementation of thePromotion of Access to Information Act, 2000 andthe Promotion of Administrative Justice Act, 2000.Effective LegislationIn order to enhance the legislative drafting skillsthroughout the GPG, the Office of the Premierfacilitates the hosting of an annual legislativedrafting course. As legislative drafting is a scarceand technical skill, it is anticipated that this initiativewill not only sharpen the drafting skills of the legaladvisors involved with legislation but also increasethe pool of legislative drafters in the Province. TheState Law Advisors take great care in ensuring thatall legislation conforms with the uniform draftingprinciples and that plain English is used to ensure thatthe rights and obligations stipulated in the legislationis easy to understand.
