Adding Clicks to Bricks: Increasing Access to Mainstream Higher <strong>Edu<strong>cation</strong></strong>online teaching will remain high. This means that appropriate pr<strong>of</strong>essional development opportunities inthe area <strong>of</strong> online edu<strong>cation</strong> must be provided for new faculty and that continuing faculty must havestrong technological and pedagogical support on a continuing basis. To this end, OTEL plays a criticalrole in supporting faculty.E. Cost-EffectivenessStudents certainly view online learning at UIS to be cost effective, and they comment that the UIS onlineedu<strong>cation</strong> is indeed affordable to them. They realize that the UIS e-tuition is a very fair price to pay toearn a degree with the University <strong>of</strong> Illinois brand name, and the financial costs <strong>of</strong> earning their degreesonline are good investments in their future [32]. The virtual campus must be self-sustaining based on e-tuition and fees, without new state funds. In the Fall 2004 semester, online courses generated more than$975,000 in tuition revenue and $185,000 in technology fees. The online program must be able togenerate the revenues necessary not only to be able to continue to hire new faculty but also to developadditional new programs. To this end, creative, pedagogically effective approaches must be developedwith the support <strong>of</strong> the faculty senate and employed (such as Wizards [20]) to expand enrollments inindividual courses in order to maximize tuition revenue.VI. CONCLUSIONSUIS is significantly expanding its ALN program and positioning itself as a national leader in onlineedu<strong>cation</strong>. If one considers the entire spectrum <strong>of</strong> higher edu<strong>cation</strong>, it is clear that community collegesand large research universities have embraced ALN. The one stratum <strong>of</strong> higher edu<strong>cation</strong> that has noteffectively implemented ALN is the mid-sized public university that has primarily a teaching mission.UIS is an exception. By expanding its promising online initiatives even further, UIS can successfullydeliver an online curriculum in a wide variety <strong>of</strong> fields that meet the needs <strong>of</strong> the full range <strong>of</strong> students,from those living on campus to those living far from campus. Developing the virtual campus is anambitious goal for UIS but one that is anchored in the principles by which the campus was founded: usinginnovative teaching methods and edu<strong>cation</strong>al technologies to provide new access to higher edu<strong>cation</strong>. Thevirtual campus will impact the institution by bringing online teaching into the mainstream at a significantscale and breadth, showing that an institution can excel at both on-campus and online edu<strong>cation</strong>. In sodoing, UIS can become a national, and perhaps international, leader among colleges and universities thatemphasize teaching and the scholarship <strong>of</strong> teaching.VII. REFERENCES1.
