sanctuaries would benefit from careful c<strong>on</strong>siderati<strong>on</strong> of how progress <strong>on</strong> realizing<br />

objectives (i.e., effectiveness) could and should be evaluated over time.<br />

Two additi<strong>on</strong>al sanctuaries – <strong>on</strong>e in the South Atlantic and <strong>on</strong>e in the South Pacific –<br />

have been proposed for a number of years but have failed to achieve the necessary threequarters<br />

majority to change the Schedule and become designated. Recently, the<br />

government of Australia initiated an internati<strong>on</strong>al n<strong>on</strong>-lethal research program in the<br />

Southern Ocean designed to improve understanding of the role of large whales in the<br />

ecosystem and of the ecosystem-level impacts of climate change and to provide<br />

informati<strong>on</strong> needed to promote the recovery of depleted whale populati<strong>on</strong>s. Australia<br />

has committed $32 milli<strong>on</strong> over the next five years to support this research and is<br />

seeking supportive internati<strong>on</strong>al partnerships. Many countries, including the United<br />

States, have expressed str<strong>on</strong>g support for the program.<br />

Agoa: a project for a marine mammal sanctuary in the French West Indies<br />

A special decree in 1976 accorded protecti<strong>on</strong> to all mammals in marine waters under<br />

French jurisdicti<strong>on</strong>. Also, France has c<strong>on</strong>sistently supported three major internati<strong>on</strong>al<br />

marine mammal sanctuaries: the IWC’s Indian Ocean and Southern Ocean sanctuaries<br />

and the Pelagos sanctuary in the Mediterranean Sea. <str<strong>on</strong>g>The</str<strong>on</strong>g> French MPA agency, created by<br />

new legislati<strong>on</strong> in 2006, is currently implementing a project initiated by the Eastern<br />

Caribbean Coaliti<strong>on</strong> for Envir<strong>on</strong>mental Awareness to establish a marine mammal<br />

sanctuary in the Caribbean regi<strong>on</strong> (Agoa). <str<strong>on</strong>g>The</str<strong>on</strong>g> Agoa project was recognized<br />

internati<strong>on</strong>ally at the 58th Annual Meeting of the IWC in 2006. Its goals are to promote<br />

the recovery of marine mammal populati<strong>on</strong>s in the regi<strong>on</strong> and ensure that both the<br />

species and their habitat are given the protecti<strong>on</strong> intended under French law. N<strong>on</strong>-lethal<br />

research will be supported in the sanctuary, and outreach and awareness efforts will be<br />

aimed at policy makers and mariners in the regi<strong>on</strong>. Measures to restrict human activities<br />

likely to jeopardize marine mammals will be developed and implemented through a<br />

stakeholder c<strong>on</strong>sultati<strong>on</strong> process. Any Caribbean country that shares the objectives of<br />

Agoa is welcome to become associated with the project. Dominica has already indicated<br />

its willingness to join.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> positives (and challenges) of nati<strong>on</strong>al (EEZ) whale sanctuaries in Oceania and the SPREP whale<br />

and dolphin acti<strong>on</strong> plan<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Pacific Islands regi<strong>on</strong> that is served by SPREP covers 32 milli<strong>on</strong> km 2 and is in the<br />

middle of the Pacific Ocean, the largest c<strong>on</strong>tinuous marine habitat <strong>on</strong> the planet. Over<br />

half of the world’s known species of cetaceans occur in the regi<strong>on</strong>. Cetaceans, al<strong>on</strong>g with<br />

marine turtles and dug<strong>on</strong>gs, are widely regarded as flagship species and are also<br />

recognised as fundamental elements of Pacific Islanders’ culture and heritage.<br />

C<strong>on</strong>siderable effort has been devoted in the regi<strong>on</strong> to the c<strong>on</strong>servati<strong>on</strong> and protecti<strong>on</strong> of<br />

these species. SPREP has a 5-year (2008-2012) regi<strong>on</strong>al acti<strong>on</strong> plan for cetaceans that<br />

encourages creati<strong>on</strong> of EEZ-wide sanctuaries as well as other mechanisms or tools, e.g.,<br />

ICMMPA <str<strong>on</strong>g>C<strong>on</strong>ference</str<strong>on</strong>g> Proceedings<br />
