Overview:<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> efficacy of MPAs for the c<strong>on</strong>servati<strong>on</strong> of highly mobile species (which most<br />

marine mammals are) has been the subject to much debate over the last decades.<br />

Stakeholder involvement is am<strong>on</strong>g the key factors highlighted as critical for ensuring that<br />

MPAs are effective tools for c<strong>on</strong>servati<strong>on</strong>. Scientists and resource managers often have<br />

experience and knowledge appropriate for addressing problems of study design, fishery<br />

management, and m<strong>on</strong>itoring. Unfortunately, however, they often lack the skills and<br />

experience needed to effectively engage the public and stakeholders in both short- and<br />

l<strong>on</strong>g-term projects. This makes it difficult for such individuals to ensure that<br />

c<strong>on</strong>servati<strong>on</strong> initiatives have broad community support.<br />

Some of the themes of successful c<strong>on</strong>sensus-based management are stakeholder<br />

identificati<strong>on</strong>, communicati<strong>on</strong> strategies and tools, building trust, maintaining interest<br />

and positive momentum, avoiding c<strong>on</strong>flicts, giving a sense of resp<strong>on</strong>sibility and<br />

ownership, good structures for management, c<strong>on</strong>sultati<strong>on</strong>, and coordinati<strong>on</strong>, and finding<br />

“win-win” soluti<strong>on</strong>s. C<strong>on</strong>sidering the ec<strong>on</strong>omic and logistical challenges of enforcing<br />

regulati<strong>on</strong>s in the open ocean, such themes are essential to create and implement<br />

successful MPAs.<br />

Workshop Goal:<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> goal of this workshop was to initiate a discussi<strong>on</strong> am<strong>on</strong>g people who deal with the<br />

issues of stakeholder communicati<strong>on</strong> and involvement in MMPAs. In the process of<br />

exchanging perspectives and experiences, participants were asked to focus <strong>on</strong> the<br />

questi<strong>on</strong>: How can networking be applied to stakeholder involvement to improve the<br />

process?<br />
