7.6 PERSONNEL TRAINING AND SPILL PREVENTION PROCEDURES<br />
[40 CFR 112.7(f)]<br />
<strong>Training</strong> of facility personnel training is an effective part of the spill prevention and<br />
containment procedures for MTC-Fort Pickett facility.<br />
7.6.1 Personnel <strong>Training</strong> Responsibilities [40 CFR 112.7(f)(1)]<br />
VAARNG is responsible for properly instructing MTC-Fort Pickett personnel in the operation<br />
and maintenance of equipment to prevent the discharges of oil and applicable pollution<br />
prevention control laws, rules, and regulations. MTC-Fort Pickett Environmental Coordinator is<br />
responsible for the following training:<br />
• New employees - spill prevention equipment and practices;<br />
• Operating personnel - spill prevention briefings at least once a year; and<br />
• All personnel - spill prevention briefings at least annually.<br />
7.6.2 Spill Prevention Personnel [40 CFR 112.7(f)(2)]<br />
The Environmental Coordinator is accountable for oil spill prevention at MTC-Fort Pickett.<br />
MTC-Fort Pickett Environmental Office provides yearly spill prevention briefings for operating<br />
personnel to ensure adequate understanding of the ICP. These briefings highlight any past spill<br />
events or failures and recently developed precautionary measures. <strong>Training</strong> includes oil spill<br />
prevention, containment, and retrieval methods.<br />
7.6.3 Spill Prevention Briefings [40 CFR 112.7(f)(3)]<br />
Spill prevention briefings are conducted at intervals frequent enough to assure adequate<br />
understanding of the Plan. These briefings and training activities are summarized in Table 5.<br />
