FUEL LOADING/ UNLOADING PROCEDURE – COMMERCIAL DELIVERY<br />

6. Next MTC-Fort Pickett personnel:<br />
a. sets and double checks the fuel metering devices,<br />
b. starts pump to dispense fuel, and<br />
c. continuously monitors tank filling operation.<br />
7. After unloading, the driver:<br />
a. double checks the valves to ensure they are closed,<br />
b. disconnects, drains, wipes, caps, and locks the hose,<br />
c. secures compartment hatches,<br />
d. disconnects grounding wires,<br />
e. removes wheel chocks, and<br />
g. cleans any oil that may have spilled on the ground.<br />
1. If an automatic metering device is not<br />
available, or tank does not have a levelmeasuring<br />
device, additional personnel are<br />
used to monitor fuel level and operate pump.<br />
2. Ensure that major leaks do not occur, the tank<br />
is not overfilled, and a fire does not occur.<br />

7.12.1 Tank Truck Loading/ Unloading Drainage And Containment [40 CFR 112.7(h)(1)]<br />
The fuel unloading areas at Fueling Stations 1, 2, 3 and at the MATES Compound have adequate<br />
secondary containment.<br />
7.12.2 Tank Truck Loading/ Unloading Warning System [40 CFR 112.7(h)(2)]<br />
Warning signs are posted at the loading/unloading areas at Fueling Stations 1, 2, 3 and at the<br />
MATES Compound to prevent vehicular departure before complete disconnect of transfer lines.<br />
A trained MTC-Fort Pickett employee is present to observe each loading/ unloading and<br />
refueling operation.<br />
7.12.3 Tank Truck Loading/ Unloading Checks [40 CFR 112.7(h)(3)]<br />
The lower most drain and all outlets of fuel trucks are double-checked to prevent leakage during<br />
transit.<br />
7.12.4 Heating Oil ASTs and USTs<br />
Fuel oil is supplied by local vendors and is delivered by tankers typically with less than a 2,000-<br />
gallon capacity to each of the facilities heating oil tanks. Fuel oil suppliers are required to<br />
supply their own spill response equipment, secure their vehicles (wheel chocks) and respond to<br />
their own minor spills.<br />
7.12.5 Mobility Fuel/Dispensing Stations<br />
