• Ensure that the On-Scene Commander (OSC) and appropriate agencies are notified<br />

if facility personnel cannot adequately respond to a spill.<br />

• Coordinate spill response activities with available, trained personnel.<br />

Responsibilities to maintain ICP include:<br />

• Report Plan modifications within 6 months of significant facility changes, but no<br />

later than three years.<br />

• Request Plan modification within 6 months of significant facility changes.<br />

• Ensure copies of the Plan are distributed to appropriate personnel at the facility and<br />

authorized emergency response agencies who request it.<br />

• Ensure facility personnel have been appropriately trained.<br />

• Perform inspections.<br />

• Review the Plan once every five years.<br />

Primary responsibilities include:<br />

• Initiate evacuation, if necessary. Contact response personnel, if necessary.<br />

• Assist the Discoverer and MTC-Fort Pickett Environmental Coordinator in the event<br />

of a release.<br />

• Stop spill flow when possible without undue risk of personal injury.<br />

• Contain the spill using spill response equipment or whatever means is readily<br />

available without undue risk of personal injury.<br />

• Make spill scene OFF LIMITS to unauthorized personnel.<br />

• Restrict all sources of ignition when flammable/ combustible substances are<br />

involved.<br />

• Report to the OSC upon his/her arrival to the scene.<br />

• Assist MTC-Fort Pickett Environmental Coordinator in completing spill report<br />

forms, as required.<br />

The senior fire official (Fire Chief) on the scene will be the initial OSC. The OSC<br />

assumes the primary responsibility for actions following a spill and coordinates spill<br />

response activities with available, trained personnel.<br />

Primary responsibilities include:<br />

• Coordinate spill response activities with available, trained personnel.<br />

• Request the deployment of spill response team.<br />

• Direct the spill response efforts.<br />

• Coordinate requirements from the on-scene control group for materials, personnel<br />

and equipment.<br />

Primary responsibilities include:<br />

• Act as the initial OSC until the appointed OSC is on-site.<br />

• Immediately respond to spills as necessary to protect life and property with due<br />

regard to the environment.<br />

• Provide technical assistance to the OSC concerning response to, and handling of,<br />

combustible or flammable substances.<br />

• Provide personnel as required for the Response Team.<br />

• Maintain protective clothing and equipment for response personnel within the Fire<br />

Department.<br />

• Request the preplanned response operations center to request medical assistance if<br />

injuries are reported.<br />
