MTC-Fort Pickett Environmental Coordinator will conduct a post-discharge review of the spill<br />
response procedures. It is the responsibility of MTC-Fort Pickett Environmental Coordinator and<br />
VAARNG-FM-E to correct any deficiencies in the spill cleanup procedures and/or the notification<br />
process. The purpose of the post-discharge review is to determine if the spill response was adequate<br />
and if it could be improved. Changes to the ICP should be made if the review identifies areas in the<br />
response that can be improved.<br />
The following items should be evaluated during the post-discharge review:<br />
• On-site personnel response time;<br />
• Airport Fire Department response time;<br />
• Spill response contractor response time;<br />
• Effectiveness of spill containment and cleanup procedures at MTC-Fort Pickett;<br />
• Effectiveness of the natural resources and municipal services protection; and<br />
• Cause of the discharge and required corrective actions to prevent recurrence.<br />
7.12 TANK TRUCK LOADING/ UNLOADING PROCEDURES [40 CFR 112.7(h)(1-3)]<br />
Effective spill prevention, containment structures and procedures are in place for tank truck<br />
loading and unloading at MTC-Fork Pickett facility.<br />
Drivers comply with DOT regulations in 49 CFR 177. Drivers must be authorized and certified<br />
to load and unload product. Tank truck loading/ unloading procedures meet the minimum<br />
requirements and regulation established by the Department of Transportation. MTC-Fort Pickett<br />
truck loading and unloading procedures are as follows:<br />
FUEL LOADING/ UNLOADING PROCEDURE – COMMERCIAL DELIVERY<br />
Step Description Regulatory Requirement<br />
1.<br />
MTC-Fort Pickett personnel measure the capacity of the<br />
tank and order the required amount of fuel.<br />
2. Tanker truck arrives and checks in with security.<br />
Security notifies MTC-Fort Pickett Fire Department at<br />
911.<br />
3. MTC-Fort Pickett personnel escort tanker truck to fuel<br />
loading/ unloading area and supervise unloading<br />
procedures.<br />
4. To set up, the driver:<br />
a. turns off engine,<br />
b. sets parking brake,<br />
c. places wheel chocks around the tanker, and<br />
d. attaches the grounding wires.<br />
5. Next the driver:<br />
a. visually inspects the hoses for damage before use,<br />
b. connects the delivery hoses on the tanker and the<br />
dispensing valves, and<br />
1. Access to area is restricted.<br />
1. Ground clearance warning signs are in place.<br />
2. At least one portable “B” or “C” type fire<br />
extinguisher is readily available.<br />
1. Vehicle parking brake is set.<br />
2. Wheel chocks are set in place.<br />
3. Vehicle is grounded.<br />
4. No smoking signs are posted.<br />
1. Prevent spills.<br />
2. Absorbent pads, booms, or drip pans are used<br />
to absorb or catch any fuel that might leak.<br />
