8.7.2 Pipeline Out of Service [40 CFR 112.8(d)(2)]<br />

Pipelines not in service or in standby for extended periods are capped or blank flanged and<br />

marked as to their origin. UST fill and vent pipes are capped and locked when not in use.<br />

8.7.3 Pipe Supports [40 CFR 112.8(d)(3)]<br />

Pipe supports are properly designed and constructed to minimize abrasion and corrosion and to<br />

allow for expansion and contraction. All pipe supports for the heating oil tanks are designed to<br />

minimize abrasion and corrosion and to allow for expansion and contraction. Numerous bollards<br />

that surround the concrete pad of the AST protect the pipes.<br />

8.7.4 Aboveground Valves and Pipelines [40 CFR 112.8(d)(4)]<br />

Periodic inspections are performed to ensure the integrity of the aboveground valves and piping.<br />

The Facilities Engineering Division examines all aboveground pipelines and valves and will<br />

schedule pressure testing when warranted.<br />

8.7.5 Aboveground Piping Protection from Vehicular Traffic [40 CFR 112.8(d)(5)]<br />

Aboveground piping is present from the fuel unloading headers Fuel Farm. Appropriate signs at<br />

the fuel unloading area alert drivers to the pipes’ presence and helps drivers to avoid striking the<br />

aboveground piping.<br />

8.8 PREVENTIVE MAINTENANCE [9 VAC 25-91-170 A.20]<br />

Preventive maintenance procedures at MTC-Fort Pickett include the inspection and maintenance of<br />

all oil storage and transfer equipment and vehicles to prevent oil leaks or discharges. The facility<br />

regularly inspects and tests the critical equipment to ensure the safe operation of the oil storage and<br />

handling systems. These inspections will uncover conditions such as cracks or slow leaks that could<br />

cause breakdowns or failures that result in an oil discharge. This program reduces breakdowns and<br />

failures by making proper adjustments, repair, or replacement of equipment or parts. A complete<br />

set of the manufacturer’s specifications and operating instructions are maintained on-site.<br />

Additional vehicle and equipment inspections and preventive maintenance are completed<br />

according to Army regulations based on usage (hours or mileage) or time. If inspections of<br />

equipment indicate the presence of a potential problem that may cause a release, repairs will be<br />

made irrespective of the scheduled time.<br />

The facility USTs utilized for heating oil storage are exempt from federal and state UST tank<br />

testing requirements.<br />
