Rural Proofing<br />
14 The MPs’ Scheme of Business Costs<br />
and Expenses is designed to apply fairly<br />
to all constituencies across the United<br />
Kingdom and to take account of local<br />
needs. For example:<br />
• the constituency travel budget is<br />
uncapped, so that MPs with long<br />
distances to travel are not at a<br />
disadvantage; and<br />
• IPSA allows MPs to claim for the<br />
rent of more than one constituency<br />
office if the geographical size of the<br />
constituency requires it.<br />
15 The Scheme is reviewed annually and<br />
IPSA is aware that the rural impact needs<br />
to be understood and addressed when<br />
implementing any changes to ensure that<br />
MPs are able to work effectively for their<br />
constituents.<br />
Personal data<br />
Pensions and staff-related issues<br />
17 Permanent employees of IPSA are eligible<br />
for membership of the Principal Civil<br />
Service Pension Scheme. This includes a<br />
choice between a defined benefit scheme<br />
and stakeholder pension. Liability will<br />
rest with the Scheme and not with IPSA.<br />
18 Remuneration for the Chair and Board<br />
of IPSA and for Lay Members of the<br />
Speaker’s Committee is not pensionable.<br />
The pension arrangements for Civil<br />
Service staff on secondment to IPSA are<br />
dealt with by their seconding department.<br />
19 Information about our approach to<br />
managing staff is contained in the section<br />
headed “People” in Section 1.<br />
Events after the Reporting Period<br />
20 There have been no events since the date<br />
of the Statement of Financial Position<br />
that would affect the financial statements<br />
for the year ended 31 March 2012.<br />
