Shippers’ Authority to provide<br />

warehousing facilities for the oil and<br />

gas industry.<br />

•Preparatory works are underway<br />

for construction to begin on the<br />

US$700 million Atuabo Free Port<br />

project. When completed, the 2000<br />

acre port will also have a fabrication<br />

yard, rig and ship repair facilities<br />

and a logistics supply base. It is<br />

estimated to create over 1000 jobs<br />

for the youth.<br />

• To improve transportation on<br />

the Volta Lake, three 50-seater<br />

high-speed passenger ferries have<br />

been procured and delivered to<br />

Akosombo and are undergoing<br />

assembling.<br />

In addition, the construction of a<br />

modular passenger/cargo ferry has<br />

also been completed and delivered<br />

to Akosombo. The Modular ferry has<br />

been assembled.<br />

Railways<br />

Government is committed to the<br />

redevelopment of the railway<br />

sub-sector in line with the recently<br />

completed Ghana Railway Master<br />

Plan.<br />

The plan entails the reconstruction<br />

and modernisation of the existing<br />

rail network in the southern half<br />

of the country to be followed by<br />

the extension of rail lines to the<br />

northern half. In line with this:<br />

• Work on the Sekondi-Takoradi<br />

via Kojokrom railway line has been<br />

completed. In addition, a modern<br />

train station is almost complete<br />

at Sekondi. Work is also ongoing<br />

on the Takoradi and Butuah Train<br />

Stations.<br />

Suburban rail services will start<br />

on the Takoradi to Sekondi line,<br />

via Kojokrom in 2016, to ease the<br />

ever-increasing road congestion<br />

and reduce travel time between<br />

the twin cities. The Ghana Railway<br />

Company will be deploying new<br />

air-conditioned diesel multiple train<br />

units on the line.<br />

• Front End Engineering Design<br />

(FEED) for the Western Railway<br />

Line from Takoradi to Kumasi<br />

with a branch line from Dunkwa to<br />

Awaso has been completed. FEED<br />

for the Eastern Railway Line from<br />

Tema through Accra to Kumasi has<br />

commenced in phases and the Accra<br />

to Nsawam stretch is currently<br />

underway.<br />

Road Safety<br />

In March 2015, DVLA successfully<br />

automated its services to the public.<br />

The objective is to significantly<br />

reduce the menace of illegal<br />

operatives, to promote safety and<br />

enhance revenue.<br />

By end of September 2014, DVLA<br />

had established 6 district offices,<br />

in collaboration with some district<br />

assemblies. This is aimed at<br />

extending their services closer to the<br />

people.<br />

On December 1, 2014, DVLA<br />

implemented an electronic road<br />

worthy certification of vehicles to<br />

replace the manual system.<br />

This resulted in a 35% increase<br />

in revenue in the first quarter of<br />

2015 compared to the same period<br />

in 2014. It has also significantly<br />

reduced the incidence of fraud<br />

suffered by drivers.<br />

From January 6, 2014, to March 31,<br />

2015, the DVLA re-registered and<br />

issued the “green number plates”<br />

for 22, 554 vehicles belonging<br />

to Ministries, Departments and<br />

Agencies as part of Government’s<br />

efforts to clearly identify these<br />

vehicles and prevent their abuse.<br />

Since 2012, DVLA has engaged the<br />

private sector in the establishment<br />

of equipment and IT-based vehicle<br />

inspection centers in the country.<br />

Six are fully operational in and<br />

around Accra and 11 more,<br />

regionally distributed, are at various<br />

stages of completion. These facilities<br />

effectively assess the condition of<br />

vehicles in terms of their roadworthy<br />

status with minimal human<br />

intervention.
