Decentralisation,<br />
Local Governance and<br />
Sanitation<br />
Ghana has made significant<br />
progress towards achieving full<br />
decentralisation. In 2014, internally<br />
generated funds of Metropolitan,<br />
Municipal and District Assemblies<br />
(MMDAs) increased as a result of<br />
the different programmes in place to<br />
achieve full fiscal decentralisation.<br />
In order to address our sanitation<br />
challenges, a comprehensive<br />
environmental sanitation<br />
programme, which has three<br />
components– National Sanitation<br />
Day, Composting and Recycling<br />
and Waste Separation has been<br />
launched. So far, a number of<br />
successful National Sanitation Days,<br />
aimed at mobilising citizens to<br />
clean the environment, have been<br />
marked.<br />
Legon Liquid Waste Treatment Plant<br />
Currently, the National Service<br />
Scheme is supporting the Ministry<br />
of Local Government and Rural<br />
Development with the deployment<br />
of trained national service personnel<br />
who gather data on household<br />
disposal to serve as a basis for the<br />
distribution of waste bins.<br />
Street Naming and<br />
Property Addressing<br />
System<br />
The first phase of the Street<br />
Naming and Property Address<br />
System (SNAPS) project has been<br />
completed. Many streets in our<br />
communities around the country<br />
have been clearly named to make<br />
identification and direction to<br />
and from these streets easy for<br />
the citizenry. It will also facilitate<br />
access to credit and boost business<br />
activities in the country.<br />
In order to facilitate effective waste<br />
management, Government has<br />
procured heavy duty equipment<br />
not only for the purpose of clearing<br />
huge garbage heaps but also for<br />
desilting major drains to avoid<br />
flooding and its related disasters.<br />
The equipment are also used for<br />
road repairs and maintenance in the<br />
communities. They include:<br />
• 20 pay loaders<br />
• 20 tipper trucks<br />
• 60 graders<br />
• 10 excavators<br />
• 5 bulldozers and<br />
• Service vans for maintenance of<br />
the equipment.<br />
The Accra Metropolitan Assembly<br />
has also commissioned a newlyconstructed<br />
liquid waste treatment<br />
plant at Legon in Accra to ensure<br />
environmentally friendly liquid<br />
waste management.<br />
Heavy Duty Equipment for Local<br />
Government<br />
Street Naming<br />
Land Administration<br />
The Lands Commission has opened<br />
automated customer service centres<br />
in Accra, Koforidua, Bolgatanga,<br />
Sekondi and Tamale to cut down<br />
on physical human involvement<br />
and its associated difficulties in<br />
the land registry system. Among<br />
others, this automation is intended<br />
to speed up land registration, offer<br />
relief to prospective clients as well<br />
as eliminate unapproved fees and<br />
charges.<br />
The Land Administration Project<br />
(LAP 2) is also ongoing with<br />
two ultra modern offices under<br />
construction in Accra and Kumasi.<br />

amended the Small Scale<br />
Mining Act to give the Minerals<br />
Commission power to confiscate
