d. CJCS Volume VI Emergency Action Procedures (2012)<br />

Whenever there is a national military emergency, all appropriate military and<br />

federal agencies are gathered together on a classified conference call to review the<br />

current situation and discuss the way ahead. These conferences are guided by the<br />

Emergency Action Procedures of the Chairman of the Joint Chiefs of Staff, Volume VI,<br />

“Emergency Conferences.” In the latest version, Commander USCYBERCOM is<br />

identified as being the deciding authority for assessing if a “Cyberspace Attack” has<br />

occurred, is occurring, or is imminent. 100<br />

As outlined in the unclassified, releasable version, this publication states:<br />

In support of Unified Command Plan-assigned missions,<br />

CDRUSSTRATCOM:<br />

(a) Coordinates with the [intelligence community], [Combatant<br />

Commanders], Services, agencies, and allied partners to facilitate<br />

development of improved cyberspace access to support planning and<br />

operations.<br />

(b) Provides shared [situational awareness] of [cyberspace operations or<br />

CO] and [Indications & Warning.]<br />

(c) Provides military representation to U.S. national agencies, U.S.<br />

commercial entities, and international agencies for cyberspace matters, as<br />
