An organisational model that is complicated, slow and inefficient<br />
operating as a loose federation with a weak centre.<br />
A proliferation of structures, processes and systems with unclear<br />
accountabilities.<br />
External stakeholders portraying Defence as inward looking,<br />
complicated and difficult to deal with.<br />
An organisational culture that is risk averse and resistant to<br />
change.<br />
7.6 The Review focused on looking forward and on designing an integrated<br />
organisational model to address these issues so that Defence as a whole<br />
can shape and respond quickly to changing strategic circumstances<br />
over the period to 2035. The fundamental tenet of the Review is that<br />
Defence needs to operate as One Defence, a unified and integrated<br />
organisation that is more consistently linked to its strategy and clearly<br />
led by its centre.<br />
SECTION THREE REFORM, RESOURCING & IMPLEMENTATION<br />
7.7 Through the Review’s implementation, the Government is undertaking<br />
a once in a generation redesign of the way Defence does business.<br />
A fundamental redesign must be implemented now – an incremental<br />
approach will not deliver the Defence organisation Australia needs to<br />
achieve the long-term plans in this Defence White Paper including the<br />
more capable, agile and potent ADF.<br />
7.8 The Review made 76 recommendations for reform. The Government has<br />
agreed, or agreed in-principle, to 75 of these recommendations. The<br />
Government did not agree to the integration of the Defence Science and<br />
Technology Group into the new Capability Acquisition and Sustainment<br />
Group, but will further consider this recommendation after the first year<br />
of implementation.<br />
7.9 Implementing the Government’s reforms will ensure Defence will<br />
become an integrated organisation driven by a strong strategic centre<br />
rather than a federation of separate parts.
