CHAPTER SEVEN: REFORM OF <strong>DEFENCE</strong><br />
Implementing the First Principles Review<br />
7.37 Implementation of the First Principles Review has commenced within<br />
Defence, based on an Implementation Plan, which sets out the specific<br />
initiatives and milestones to ensure the reforms are delivered.<br />
7.38 The Secretary of the Department of Defence and the Chief of the Defence<br />
Force are leading implementation of the Review. This reflects the<br />
fundamental tenet of the Review that Defence needs to operate as a more<br />
unified and integrated organisation, which is led by a strong strategic<br />
centre. Implementation of the Review commenced on 1 July 2015 and is<br />
based on a two-year plan with key milestones.<br />
7.39 Implementation is being supported by an external Oversight Board which<br />
is providing advice on implementation and regular independent reports<br />
to the Minister for Defence. The Minister will make annual reports on<br />
progress to the National Security Committee of Cabinet.<br />
SECTION THREE REFORM, RESOURCING & IMPLEMENTATION<br />
7.40 The Government recognises that implementation of this once in a<br />
generation complex and transformational reform process will take<br />
time. The Government will not initiate any additional reviews of the<br />
organisational issues covered by the First Principles Review for a period<br />
of five years. In addition, with the exception of Pathway to Change, the<br />
First Principles Review will supersede all past Defence reviews and<br />
reform initiatives. This will ensure that Defence implements a single,<br />
consolidated reform program moving forward.<br />
7.41 The Government’s reforms will establish a single, integrated Defence<br />
organisation that has the capacity and agility to manage the threats and<br />
challenges Australia will face to 2035.
