7.10 This single integrated organisation will be agile and able to manage<br />
greater complexity, while delivering its outcomes in a more effective and<br />
efficient way. It will be more capable of adapting quickly to changing<br />
circumstances, including in response to further technological or social<br />
changes of relevance for Australia’s strategic defence interests.<br />
7.11 Substantial changes across Defence will be made to ensure delivery<br />
of the future requirements outlined in this Defence White Paper. The<br />
changes involve organisation-wide structural, system and process<br />
changes, combined with clearer personal accountabilities and a<br />
requirement for a significant shift in business culture, particularly in the<br />
behaviours of leaders at every level.<br />
7.12 As Defence implements the First Principles Review, it will focus<br />
on developing leadership, accountability and behaviours to drive<br />
organisational performance. The business culture will focus on building<br />
a workforce that explores opportunities, solves problems, builds teams<br />
and at every level makes judgements that are in the best interest of<br />
Defence. The performance of Defence’s senior leaders will be measured<br />
not only in terms of outcomes delivered but the effectiveness of their<br />
leadership behaviours and alignment with Defence’s values. A unified<br />
leadership team, willing to take individual accountability for improving<br />
organisational outcomes will be fundamental to Defence’s success.<br />
7.13 The two year implementation timeframe for the First Principles<br />
Review drives a focus on tangible actions that address workplace<br />
behaviour. This is called the One Defence Behavioural Model and its<br />
focus on changing workplace behaviours is consistent with the core<br />
longer-term cultural change goals of Pathway to Change, particularly<br />
improving personal accountability. Defence will institute a performance<br />
management system that links employees’ roles and actions to<br />
Defence’s goals and deliverables. This will be supported by effective<br />
learning and development programs, and improved performance<br />
measures that support a high performing organisation.<br />
