Statutory<br />
Expenses and disbursements from the GRF that have<br />
ongoing spending authority in legislation and do not require<br />
annual legislative authority through an appropriation act.<br />
Examples of statutory expenditures are debt servicing costs<br />
and loans to Crown corporations.<br />
Subvote<br />
Subvotes represent a major program or function within a<br />
vote. The Legislative Assembly votes on the Estimates at the<br />
subvote level.<br />
Third Parties<br />
A term used to describe organizations independent of the<br />
GRF that receive provincial funding (see Transfers for Public<br />
Services). Typically, third parties use the funding to provide<br />
a public service. Examples of third parties are regional<br />
health authorities, school boards, universities and<br />
community-based organizations.<br />
Transfers<br />
Transfers are payments by the GRF to an individual,<br />
organization, authority or other government for which no<br />
goods or services are directly received by the GRF and no<br />
repayment is expected in the future.<br />
- Transfers for Public Services - Payments from<br />
the GRF to entities to fund a public service.<br />
Examples are payments to educational institutions<br />
for the provision of educational services or<br />
payments to doctors for the provision of medical<br />
services. Transfers may be in the form of grants,<br />
conditional grants, cost-shared arrangements or<br />
entitlements under legislation. Capital transfers also<br />
include transfers to third parties of government’s<br />
ownership interest in capital assets.<br />
- Transfers to Individuals - Payments from the<br />
GRF made directly or indirectly to individuals for<br />
which no public service is required in return. These<br />
transfers provide the recipient with a financial<br />
benefit and are usually in the nature of an income<br />
support, subsidy or compensation payment.<br />
Vote<br />
A block of funding provided by statute or voted by the<br />
Legislative Assembly to provide for the activities and<br />
purposes as outlined in the Estimates for a fiscal period.<br />
