At this po<strong>in</strong>t another symbol is <strong>in</strong>troduced. Says the<br />

prophet, “I beheld another beast com<strong>in</strong>g up out of the earth;<br />

and he had two horns like a lamb.” Revelation 13:11. Both<br />

the appearance of this beast and the manner of its rise <strong>in</strong>dicate<br />

that the nation which it represents is unlike those presented<br />

under the preced<strong>in</strong>g symbols. The great k<strong>in</strong>gdoms that have<br />

ruled the world were presented to the prophet Daniel as beasts<br />

of prey, ris<strong>in</strong>g when the “four w<strong>in</strong>ds of the heaven strove<br />

upon the great sea.” Daniel 7:2. In Revelation 17, an angel<br />

expla<strong>in</strong>ed that waters represent “peoples, and multitudes, and<br />

nations, and tongues.” Revelation 17:15. W<strong>in</strong>ds are a symbol<br />

of strife. The four w<strong>in</strong>ds of heaven striv<strong>in</strong>g upon the great<br />

sea, represent the terrible scenes of conquest and revolution<br />

<strong>by</strong> which k<strong>in</strong>gdoms have atta<strong>in</strong>ed to power.<br />

But the beast with lamblike horns was seen “com<strong>in</strong>g up<br />

out of the earth.” Instead of overthrow<strong>in</strong>g other powers<br />

to establish itself, the nation thus represented must arise <strong>in</strong><br />

territory previously unoccupied, and grow up gradually and<br />

peacefully. It could not, then, arise among the crowded and<br />

<br />

sea of “peoples, and multitudes, and nations, and tongues.”<br />

It must be sought <strong>in</strong> the Western Cont<strong>in</strong>ent.<br />

<strong>in</strong>to power, giv<strong>in</strong>g promise of strength and greatness, and<br />

attract<strong>in</strong>g the attention of the world? The application of<br />

aga<strong>in</strong> the thought, almost the exact words, of the sacred<br />

writer have been unconsciously employed <strong>by</strong> the orator and<br />

the historian <strong>in</strong> describ<strong>in</strong>g the rise and growth of this nation.<br />

The beast was seen “com<strong>in</strong>g up out of the earth;” and,<br />

accord<strong>in</strong>g to the translators, the word here rendered “com<strong>in</strong>g<br />

<br />

as we have seen, the nation must arise <strong>in</strong> territory previously<br />

unoccupied. A prom<strong>in</strong>ent writer, describ<strong>in</strong>g the rise of the
