FOCUS THE GREATEST GIFT Volker Stüven explains why private insurance will play an important role in better health outcomes for all Asians By Volker Stüven After an absence of 10 years, polio again hit Indonesia in 2005. It was the biggest epidemic the country had ever suffered, leaving 225 children paralyzed. When traced, the outbreak source was a village in West Java where the first infected children lived within 200 meters of a government medical clinic. Although their homes were close to the center, the children had not been vaccinated. This was not surprising, as coverage rates were low. Indeed, 125 million people – more than half the population – then lacked any type of public or private health cover. Only a rapid three-month inoculation campaign of 24 million children stopped the epidemic. Despite such incidents, health throughout Asia, regardless of income and location, is improving. Most governments now recognize access to healthcare as a right and are investing in it. Some, such as Thailand, began implementing universal health systems in the early 1970s; others, like the Philippines (2004) and Vietnam (2005), are more recent. 14 • Allianz
