down fur<strong>the</strong>r to 1.46 (last in <strong>the</strong> <strong>World</strong>) while <strong>the</strong> Democratic Republic <strong>of</strong> Congo<br />

moved up to 2.12. By 2013, Venezuela’s rating for its legal system was 1.20. Based<br />

on <strong>the</strong> chain-linked rating for Area 2, Venezuela has been in <strong>the</strong> last position in <strong>the</strong><br />

<strong>World</strong> continuously since 2009, among <strong>the</strong> three worst positions in <strong>the</strong> <strong>World</strong> continuously<br />

since 2001, and in <strong>the</strong> fourth (least free) quartile continuously since 1995.<br />

The decline <strong>of</strong> <strong>the</strong> quality <strong>of</strong> <strong>the</strong> legal institutions in Venezuela was almost uniform<br />

as reflected by specific components <strong>of</strong> Area 2. The components <strong>of</strong> greatest change<br />

since 2000 were: [1] Integrity <strong>of</strong> <strong>the</strong> legal system (2E), where <strong>the</strong> rating went from<br />

6.67 in 2000 to 1.67 in 2013; [2] Impartial courts (2B), where <strong>the</strong> rating was 3.67 in<br />

2000 and 0.64 in 2013; [3] Protection <strong>of</strong> property rights (2C), where <strong>the</strong> rating was<br />

3.40 in 2000 and 0.87 in 2013; [4] Military interference in rule <strong>of</strong> law and politics<br />

(2D), where <strong>the</strong> rating was 3.33 in 2000 and 0.83 in 2013; [5] Judicial independence<br />

(2A), where <strong>the</strong> rating was 1.67 in 2000, dropping to 0.19 in 2013. All <strong>the</strong>se ratings<br />

were initially low on <strong>the</strong> scale <strong>of</strong> 0 to 10 and became substantially lower by 2013.<br />

It is not a surprise that <strong>the</strong> deterioration <strong>of</strong> <strong>the</strong> legal system in Venezuela would<br />

permeate o<strong>the</strong>r areas <strong>of</strong> <strong>the</strong> economy and would have implications both for <strong>the</strong> current<br />

Venezuelan crisis and for <strong>the</strong> fall in o<strong>the</strong>r institutional dimensions. Virtually<br />
