HOMELESS ZERO USING SYSTEM DYNAMICS<br />

about the behavior of complex systems.<br />

How many people do you have to house to end<br />

homelessness? To answer that question, we have to<br />

answer three related questions: How many people are<br />

presently homeless? At what rate are people becoming<br />

homeless? And, importantly, how long will it take?<br />

This paper develops a method for analyzing flows into<br />

and out of homelessness that will allow users to see<br />

where investments need to be targeted and what level<br />

of resource is required to end homelessness within<br />

their community over a given time frame. Edmonton<br />

will be used as a case study to build a model for<br />

analysis. As one of the 7 Cities in Alberta, it was a<br />

leader in instituting a Housing First approach and has<br />

seen parallel reductions in homelessness. Edmonton is<br />

a pertinent example because a few – but not all – of the<br />

elements of the required data for this model sit under<br />

one organization. By looking at which components<br />

of the data are held by which actors, we can get a<br />

sense of who needs to be at the table and willing to<br />

share their knowledge in order to develop a robust<br />

strategy within a municipality.<br />

Edmonton launched a 10 Year Plan to End<br />

Homelessness in April 2009 and designated Homeward<br />

Trust Edmonton as the organization responsible for<br />

coordinating the plan. Between then and October<br />

2014, when the most recent Homeless Count occurred,<br />

Homeward Trust and the agencies it supports housed<br />

3,300 people. Yet the number of people experiencing<br />

homelessness only declined from 3,079 to 2,118<br />

between the 2008 and 2014 counts (Homeward Trust<br />

Edmonton, 2015). What factors caused this difference<br />

and what can we learn from them?<br />
