new sneakers on the feet of 2,500 children<br />

in the city of St. Louis through Kingdom<br />

House and Guardian Angel Settlement<br />

Association, and Operation Food Search.<br />

Maurice Parisien, a congregation<br />

member, came up with the idea for Sneakers<br />

with Soul in 2010.<br />

“It was my vision to create a service<br />

ministry that would raise donations of new<br />

sneakers to put on the feet of kids in need<br />

as they begin their new school year,” he<br />

said.<br />

Rev. Beth Elder, pastor of missions<br />

,said the need is tremendous. “One in four<br />

people living in the city of St. Louis are<br />

living below the national poverty line,<br />

which is nearly 10 percentage points higher<br />

than the national average [24.9 percent<br />

versus 14.7 percent], according to national<br />

census data.”<br />

In addition to the donations of new<br />

sneakers, the church is accepting financial<br />

contributions for Sneakers with Soul at<br />

www.manchesterumc.org/sneakers.<br />

New sneaker/athletic shoe donations<br />

can be dropped off between 9 a.m.-5 p.m.<br />

weekdays or at any church service before<br />

WILDWOOD<br />

City given green light to<br />

add additional officer<br />

Wildwood’s City Council, on July 10,<br />

gave final approval to legislation to amend<br />

the city’s police services agreement with<br />

St. Louis County Police Department to add<br />

a new police officer to serve the city starting<br />

on Aug. 1.<br />

City Administrator Ryan Thomas has<br />

said the officer would serve on the City<br />

Hall information desk, likely between 2-10<br />

p.m., to be available during, for example,<br />

City Council meetings and generally to be<br />

on duty to serve the public in the evenings.<br />

He said funding for the post – estimated<br />

to be $33,041.66 for the remainder of 20<strong>17</strong><br />

and then $79,300 per year afterward –<br />

would be available through Proposition P,<br />

a half-cent countywide sales tax increase<br />

approved by voters in April to fund law<br />

enforcement and public safety needs.<br />

Council tables further discussion<br />

of St. Louis City-County merger<br />

Wildwood’s City Council has put off,<br />

until July 24, further discussion on a<br />

planned resolution in opposition to any<br />

merger of St. Louis County and City. Some<br />

residents say they should have the right to<br />

vote on the issue first, but some councilmembers<br />

oppose a ballot item altogether.<br />

The Ellisville City Council, on June<br />

21, unanimously approved Mayor Adam<br />

Paul’s suggestion to put two non-binding<br />

measures on the April 2018 ballot in that<br />

community to allow residents to have a<br />

say, in advance of any state initiative, on<br />

whether they support a city-county merger<br />

and on whether the city should enter the<br />

county as a municipality.<br />

And while some on the Wildwood<br />

council have suggested the possibility of<br />

also putting a non-binding ballot issue<br />

before city voters, Councilmember Larry<br />

McGowen [Ward 1] said he “strongly”<br />

opposes such a plan.<br />

“The cost of a vote would be $10,000<br />

to $20,000 potentially; it would be a total<br />

waste of money,” he said. “And it would<br />

not take the pulse of our community in<br />

total. For instance, some of our businesses,<br />

churches and schools are operated by those<br />

who aren’t voting residents. If we put too<br />

much reliance on an election, we’d be<br />

overlooking a big part of our community.”<br />

Councilmember Ray Manton [Ward 2]<br />

added that the city “shouldn’t dismiss [a<br />

merger] out of hand without considering<br />

potential transportation, governmental,<br />

and fire and police cost savings.”<br />

“I’m hesitant to say if I’d favor [any<br />

merger] before I see a proposal,” Councilmember<br />

Don Bartoni [Ward 2] said. “I’d<br />

need a lot of answers to questions before<br />

I’d say no to it.”<br />

Councilmember Jerry Porter [Ward 6]<br />

said he would oppose a city resolution now<br />

before a merger proposal is finalized.<br />

“To do something now is ridiculous – I<br />

suggest we do nothing for now and let this<br />

go forward,” he said.<br />

During public comment at the regular<br />

meeting that night, resident Mary Beth<br />

Marff questioned any proposal that would<br />

not call for a non-binding vote of residents.<br />

“You don’t want to hear what citizens are<br />

thinking or have to say?” she asked.<br />

Suspended fire chief faces<br />

additional felony charges<br />

Suspended Monarch Fire Chief Wayne C.<br />

[Chuck] Marsonette is facing new charges<br />

in connection with alleged misdeeds while<br />

working for another employer unrelated to<br />

the fire protection district.<br />

In St. Louis Circuit Court filings, Marsonette,<br />

47, is charged with four counts of<br />

forgery, three counts of tampering with an<br />

airplane or boat, and two counts of fraudulent<br />

use of a credit card. All the charges are<br />

felonies that allegedly occurred between<br />

June 2014 and January 2015.<br />
