last August after his arrest on charges of<br />

misusing a credit card from his previous<br />

employer, Reliant Care Management Co.<br />

Marsonette accepted the position of interim<br />

chief at Monarch in June 2014. The board<br />

named Marsonette chief early in 2015.<br />

Allegations in the original complaint<br />

alleged that, while working as a pilot for<br />

a Reliant Care subsidiary, Marsonette<br />

charged a student pilot more than $10,000<br />

for instruction time on a company aircraft<br />

without reimbursing the company. However,<br />

those original charges subsequently<br />

were changed to four counts of receiving<br />

stolen property.<br />

In the wake of Marsonette’s suspension,<br />

the Monarch board hired a forensic accountant<br />

to examine various expenditures by<br />

the chief during his tenure and reimbursements<br />

to him to determine if any taxpayer<br />

dollars had been misused. The audit found<br />

no evidence of theft, abuse or fraud.<br />

Marsonette has been released from custody<br />

after posting 10 percent of a $25,000<br />

cash bond.<br />

Central County Emergency<br />

911 receives favorable audit<br />

The Central County Emergency 911 Dispatching<br />

Center [CCE] improved its net<br />

financial position in 2016 and while total<br />

revenues increased only slightly, expenses<br />

were more than $462,000 under budget.<br />

Those were among the highlights in the<br />

center’s audit report received at CCE’s<br />

June 28 Board of Directors meeting. The<br />

audit of 2016 fiscal year activities concluded<br />

the organization’s financial statements<br />

presented its position fairly.<br />

Defined as total assets minus total liabilities,<br />

CCE’s net position increased $405,408<br />

to stand at $3.66 million at year’s end.<br />

Revenues for the year were $7.29 million,<br />

most of it coming from dispatch service tax<br />

levies collected by the fire and emergency<br />

medical operations that the Ellisville-based<br />

CCE serves in St. Louis, Franklin and Jefferson<br />

counties. Emergency agencies that<br />

can’t levy taxes for dispatch services pay<br />

a flat fee negotiated as part of their respective<br />

contracts with the center.<br />

Among the major categories with less<br />

spending than last year were personnel<br />

costs – down $80,000 compared to 2015,<br />

repair and maintenance – $130,000 lower,<br />

and depreciation expense – down $120,000.<br />

CCE’s five-member board includes a<br />

representative from each of the fire protection<br />

districts with an ownership interest in<br />

the operation. Those districts are Creve<br />

Coeur, Maryland Heights, Metro <strong>West</strong>,<br />

Monarch and <strong>West</strong> County.<br />

Performers sought for Blues<br />

game National Anthem<br />

The St. Louis Blues and St. Louis Symphony<br />

Orchestra are seeking local talent to<br />

perform the National Anthem at a Blues<br />

game during the 20<strong>17</strong>-18 season.<br />

Two rounds of auditions will be held.<br />

Performers of all ages, including soloists,<br />

vocal performing groups, instrumentalists<br />

and small instrumental groups, can<br />

submit online entries at www.stlouisblues.<br />

com before midnight on Aug. 11. Finalists<br />

will be invited to an in-person audition at<br />

Powell Hall to perform live in front of a<br />

panel of judges.<br />

The game at which the winner will perform<br />

will be announced at a later date.<br />
