Statement of the Council’s <strong>and</strong> Chief Executive’s responsibilities <br />

Under section 35(2) <strong>and</strong> (3) of the National<br />

Lottery etc. Act 1993 (as amended), The English<br />

Sports Council is required to prepare a<br />

statement of <strong>accounts</strong> for the financial period in<br />

the form <strong>and</strong> on the basis directed by the<br />

Secretary of State for Culture, Media <strong>and</strong> Sport<br />

with the consent of HM Treasury.<br />

The financial statements are prepared on an<br />

accruals basis <strong>and</strong> must show a true <strong>and</strong> fair<br />

view of the state of affairs of The English Sports<br />

Council’s Lottery distribution activities at the<br />

period end <strong>and</strong> of its income <strong>and</strong> expenditure<br />

<strong>and</strong> cash flows for the financial period.<br />

In preparing the financial statements The<br />

Council is required to:<br />

Observe the <strong>accounts</strong> direction issued by <br />

the Secretary of State for Culture, Media <br />

<strong>and</strong> Sport, including the relevant <br />

accounting <strong>and</strong> disclosure requirements, <br />

<strong>and</strong> apply the suitable accounting policies <br />

on a consistent basis <br />

Make judgements <strong>and</strong> estimates on a<br />

reasonable basis <br />

State whether the applicable accounting<br />

st<strong>and</strong>ards have been followed, <strong>and</strong> disclose<br />

<strong>and</strong> explain any material departures in the<br />

financial statements <strong>and</strong><br />

<br />

Prepare the financial statements on the<br />

going concern basis, unless it is<br />

inappropriate to presume that The Council<br />

will continue in operation.<br />

The Accounting Officer for the Department for<br />

Culture, Media <strong>and</strong> Sport, has designated the<br />

Chief Executive of The English Sports Council as<br />

the Accounting Officer for The Council. Her<br />

relevant responsibilities as Accounting Officer,<br />

including her responsibility for the propriety <strong>and</strong><br />

regularity of public finances for which she is<br />

answerable, <strong>and</strong> for the keeping of proper<br />

records, are set out in “Managing Public<br />

Money”, issued by the HM treasury <strong>and</strong> in the<br />

Financial Directions issued by the Secretary of<br />

State for Culture, Media <strong>and</strong> Sport under section<br />

26(3) of the National Lottery etc. Act 1993 (as<br />

amended).<br />

The Accounting Officer has taken all the steps<br />

she ought to have taken to make herself aware<br />

of any relevant audit information <strong>and</strong> to<br />

establish that The English Sport Council’s<br />

auditors are aware of that information.<br />

The Accounting Officer confirms that the <strong>annual</strong><br />

<strong>report</strong> <strong>and</strong> <strong>accounts</strong> as a whole is fair, balanced<br />

<strong>and</strong> underst<strong>and</strong>able <strong>and</strong> takes personal<br />

responsibility for the <strong>annual</strong> <strong>report</strong> <strong>and</strong> <strong>accounts</strong><br />

<strong>and</strong> the judgments required for determining<br />

that it is fair, balanced <strong>and</strong> underst<strong>and</strong>able.<br />
