«Facilitation»
Annex 9 is a document of wide coverage, which reflects ICAO flexibility, keeping pace with the development
of international civil aviation.
In the context of civil aviation, the term
“facilitation” covers a wide range of issues
and activities, and the development of
Standards related to the release of aircraft,
people and goods through formalities at
international border points, on condition of
ensuring an appropriate level of aviation
security.
Annex 9 is aimed at speeding
up procedures related to the arrival
and departure of aircraft, people,
cargo and other items at international
airports. It also contains provisions
related to facilitation of search and
rescue, accident investigations and
evacuation, and relief flights for natural
disasters.
