Lease it Local means business<br />

Entrepreneurs looking to locate to Peabody<br />

could get a helping hand, thanks to<br />

a $30,000 grant from MassDevelopment.<br />

The Lease it Local program, a collaboration<br />

among the city, the Peabody Area<br />

Chamber of Commerce, and MassDevelopment<br />

was created to minimize the<br />

barrier of entry into the marketplace for<br />

established creative professionals, entrepreneurs<br />

and aspiring business owners.<br />

“A successful downtown has a mix of<br />

restaurants, services and retail businesses<br />

to create a destination versus a onestop<br />

transaction,” said Deanne Healey,<br />

president of the Peabody Area Chamber<br />

of Commerce. “Peabody has fabulous<br />

restaurants offering a myriad of dining<br />

experiences in addition to many well established<br />

service industries. What is currently<br />

missing is a strong retail presence<br />

and activity based businesses.”<br />

The goal of the grant program is to<br />

matched established creative professionals<br />

and aspiring business owners with<br />

landlords of buildings that currently have<br />

inactive first floor retail space. Healey<br />

said similar programs across the country<br />

have attracted operators of unique shops,<br />

art galleries, performance spaces, food<br />

establishments, artists’ groups, design<br />

firms, reused home furnishings, clothing<br />

boutiques, and other types of businesses.<br />

The grant money can be used for a<br />

number of different purposes, including<br />

general liability insurance, utilities, license<br />

or permit costs, space build-out and<br />

Shore. The mural project is being sponsored by Holden Oil and Rousselot Peabody in partnership with the Peabody Cultural Collaborative, Peabody Main<br />

Streets, and Peabody Access Telecomm with assistance from Beyond Walls Lynn.<br />

The quilt-type mural was created by Caleb Neelon, an artist and writer based in Cambridge. Neelon’s murals can be seen in city streets and exhibitions<br />

throughout the world. His recent activity includes studio artwork, curatorial work at museums, and documentary film production.<br />

The mural on the side of the building facing Summit Street was created by Cedric “Vise” Douglas, who was born in 1977 in Boston. He received a Bachelor<br />

of Fine Arts in Graphic Design from the Massachusetts College of Art and Design. He is also the Founder and Creative Director of The Up Truck, a<br />

mobile art lab designed to engage underserved Boston communities through art and creativity.<br />

of Peabody’s downtown.<br />

highlighted the need to have a<br />

to push forward with economic<br />

opportunities, he said.<br />

Earlier this summer, Jay Ash,<br />

the state’s secretary of housing<br />

and economic development took<br />

part in an event celebrating the<br />

completed Peabody Square reconfiguration<br />

project. During<br />

that event, Gravel and state<br />

Representative Tom Walsh rose<br />

the possibility of running a trolley<br />

from Peabody to the Salem<br />

commuter rail station.<br />

“We all know that transportation<br />

to the train station is a critical<br />

component of the success of<br />

the downtown, especially if we<br />

are to bring in more residents to<br />

the downtown, especially young<br />

professionals who need to get to<br />

work,” said Gravel. “Secretary<br />

Ash was intrigued by the idea of<br />

the trolley and said it would be<br />

quite a doable endeavor.”<br />

While Ash said there might<br />

be some state money available<br />

to make the trolley a reality, the<br />

city would have to fund the feasibility<br />

study.<br />

In a similar vein, Gravel said<br />

he spoke to people from the<br />

Peabody Area Chamber of Commerce<br />

who had attended a presentation<br />

on a group that does<br />

trial museums.<br />

“What they do is they rent<br />

exhibits for a period of six<br />

months,” said Gravel. “You provide<br />

the facility and they train<br />

the staff. It’s a great way to float<br />

a trial balloon for the prospect of<br />

having a museum.”<br />

Instead of spending millions<br />

of dollars to open a new museum,<br />

Gravel said the cost of a<br />

trial museum would be closer to<br />

$25,000-$50,000.<br />

Gravel said the key to getting<br />

the ball rolling on opportunities<br />

like those is the ability to act<br />

quickly.<br />

“Timing is everything in<br />

life and you have to be able to<br />

react,” said Gravel. “When Secretary<br />

Ash says if you can fund<br />

this, I can get you further to<br />

fund that, you have to have the<br />

ability to spend a little bit and<br />

move. Our process tends to be a<br />

little bit labored.”<br />

Although the City Council<br />

does not have control over appropriating<br />

funds, the council<br />

did approve Gravel’s motion<br />

asking the mayor for his recommendation<br />

on establishing an<br />

economic vitality fund.

beginning of October.<br />

As the School Committee<br />

considers a broader proposal<br />

to eliminate admissions<br />

fees for students attending<br />

school sports and arts<br />

events, it has approved a<br />

trial period until Oct. 10<br />

where all events are free for<br />

Peabody students. School<br />

Committee member Tom<br />

Rossignoll said eliminating<br />

the fees has been an ongoing<br />

discussion over the past<br />

year.<br />

“This promotes school spirit<br />

and enhances attendance<br />

at events,” said Rossignoll.<br />

He said the issue has been<br />

brought up in subcommittee<br />

before, but questions were<br />

raised about the impact it<br />

would have on the athletic department<br />

budget.<br />

While the general consensus<br />

of the School Committee<br />

is that the members<br />

would like to see free admission<br />

for students, several<br />

said they were uncomfortable<br />

making any move<br />

until seeing how it would<br />

impact the budget.<br />

“I would love to see the<br />

kids go to the games without<br />

charge, but because the<br />

money is already in the budget,<br />

I need to know what the<br />

impact is,” said committee<br />

member Beverley Ann Griffin<br />

Dunne.<br />

While the initial conversation<br />

was about sporting<br />

events, committee member<br />

Jarrod Hochman said he<br />

wants to see drama and musical<br />

performances added to the<br />

free admission mix.<br />

“For some time, I have<br />

liked to see the arts treated<br />

similarly to sports,” he said.<br />

On Oct. 10, the School Committee<br />

will consider the performing<br />

arts events along<br />

with the sports ticket prices<br />

as part of the proposal.<br />

Bettencourt said eliminating<br />

the ticket fees is a proposal<br />

he supports.<br />

“I’ve always felt uncomfortable<br />

charging our students to<br />

go to our games,” the mayor<br />

I am a 36 year electric utility dispatcher for Eversource<br />

energy. I understand the ratepayers need for keeping the<br />

electric rates low. This is in part the reason why I became a<br />

resident of Peabody 26 years ago.<br />

As a commissioner my number one priority will be to keep a<br />

balanced budget and keep the electric rates the lowest in the<br />

state. However, I am very tuned in to the possibility of<br />

bringing in other services into the city to compete with the<br />

communications giant COMCAST! Being in the utility<br />

business I know of other municipal electric systems in our<br />

state that provides Internet and Cable tv to their rate payers<br />

,cheaper,faster,and better.<br />

As a commissioner, I will work with other commissioners,<br />

“Comcast Monopoly”problem, by either building our own<br />

KIDS YOGA<br />

Why yoga in schools?<br />

I have attended numerous<br />

trainings for yoga and<br />

mindfulness, with advanced<br />

education and certification<br />

in children’s yoga. I have<br />

been incorporating these<br />

teachings into my yoga<br />

classes while keeping in<br />

mind that education is not<br />

one size fits all and that<br />

fact also applies to yoga and<br />

mindfulness.<br />

Children/students can face<br />

numerous life stressors both<br />

in family and school settings.<br />

These stressors are risk factors<br />

for other psychological<br />

disorders. There is a clear<br />

need for both social emotional<br />

learning (SEL) and stress<br />

management skills that will<br />

assist with self-regulation<br />

tools.<br />

Yoga and meditation/<br />

mindfulness in classrooms<br />

can help with their many potential<br />

benefits: mind/body<br />

awareness, self-regulation,<br />

physical fitness, improved<br />

mental and behavioral performance,<br />

increased positivity,<br />

increased neuromuscular<br />

coordination, strength, flexibility<br />

and balance, increase<br />

of respiratory function…just<br />

to name a few.<br />

And…School based mindfulness<br />

and meditation<br />

programs have been studied<br />

and are known to justify<br />

implementation into<br />

the school curriculum since<br />

studies prove that it can improve<br />

cognitive performance.<br />

It is my hope to reach as<br />

many educators and school<br />

districts as possible to share<br />

this knowledge and help<br />

spearhead programs that<br />

can fit into the already busy<br />

school day. I want teachers<br />

to feel it is easy to do…I do<br />

not want them to think about<br />

where they are going to fit it<br />

in.<br />

Why? Because I believe<br />

that incorporating even 5-10<br />

minutes of yoga and/or mindfulness<br />

training into the<br />

school day will reach at least<br />

a few kids. And that is better<br />

than none!<br />

GENDER MATTERS<br />

Women and men respond to medication differently from each other. Men<br />

appear to metabolize many drugs faster than women. For instance, in the<br />

case of “beta blockers,” prescribed to treat high blood pressure or after a<br />

heart attack, these drugs seem to have a stronger effect on women, especially<br />

those who exercise. This response seems to particularly hold true for<br />

metoprolol (Lopressor, Tropol XL, and generic). Women taking these drugs<br />

may want to talk to their prescribing physicians about adjusting their exercise<br />

regimen and the need to be monitored more closely. In addition, women are<br />

more prone to internal bleeding as a result of taking the blood thinner warfarin<br />

(Coumadin and generic). As a result, more careful monitoring is recommended.<br />

While low-dose aspirin has long been given to help reduce the risk of heart<br />

attack, this recommendation has been removed for women. This is due to the<br />

greater potential for bleeding in women. For more information, please call<br />

Monday filling up at the place with among<br />

the lowest prices on the North Shore.<br />

Cash customers paid $2.38 a gallon, while<br />

credit card users shelled out $2.41.<br />

“This is the cheapest price around,” said Susan<br />

St. John of Cambridge, who was driving a<br />

2008 Honda CRV en route to see her daughter<br />

in Newburyport.<br />

Not bad, considering the average price for<br />

regular was $2.62 per gallon last week in Massachusetts,<br />

according to AAA Northeast, and<br />

some stations are charging as much as $3.29.<br />

While the statewide average has fallen 3 cents<br />

in the past week, that’s still a nickel higher<br />

than the national average of $2.57 and 54 cents<br />

higher than the in-state price one year ago.<br />

One month after Hurricane Harvey made<br />

landfall in Texas, motorists are finally seeing<br />

declines in gas prices.<br />

“Gas prices are getting cheaper by the day,”<br />

said AAA spokeswoman Jeanette Casselano, in<br />

a statement. “Pump prices may not be dropping<br />

as fast as motorists would like, but with the<br />

switchover to winter-blend gasoline, and consumer<br />

demand beginning to slow … consumers<br />

can expect gas prices to continue to be less expensive<br />

through October.”<br />

systems get back to normal and demand drops<br />

in the fall, prices will likely continue to fall.<br />

It pays to shop around.<br />

A few miles away at the Mobil Station in<br />

Lynn, Edmond Doumgni, a nurse who lives in<br />

Lynn, was filling up at $2.79 per gallon.<br />

“This is the highest price I’ve paid in a while<br />

and I just think it’s because of the storm,”<br />

Doumgni said as he filled his 2014 Toyota Corolla.<br />

Sylvia Cercone of Lynn, who stopped at the<br />

Quick Stop Convenience Store on her way to<br />

see her husband at the North Shore Cancer<br />

Center in a 2010 Nissan Murano, said she can’t<br />

believe oil companies blamed hurricanes for<br />

the recent spike in prices.<br />

“It’s just not true,” she said. “There’s plenty<br />

of gas and most of the stations are just taking<br />

advantage to keep their prices high. It’s ridiculous.”<br />

Thomas Kloza, the global head of energy<br />

analysis at the Oil Price Information Service,<br />

acknowledged gas prices are quick to rise in the<br />

event of an interruption in oil, but slow to fall.<br />

“We’ve come down quite a bit after the hurricanes<br />

in the last week or so,” he said. “But today<br />

we’re seeing the highest crude oil prices in a<br />

few years, at nearly $60 a barrel.<br />

Still, Kloza said he is confident gas prices<br />

will continue to drop slowly despite high prices<br />

for crude. He expects prices to be in the $2.20<br />

range within a few months.<br />

At Mobil in Lynn, Joseph Driscoll, a landscaper,<br />

was filling up his 1995 Ford Ranger. He<br />

seemed unconcerned about the high price.<br />

“I don’t pay attention to gas prices,” he said.<br />

“I need it and I just fill up and nothing will<br />

change it.”<br />
