Based on the data presented, it is evident that there is a favorable climate to offer basic education (preferably Pre-Kinder, Kinder) on the specified sites (Toril, Bangkal, Mintal and Calinan). Most of the residents in the four areas studied, either owned or amortized the lot and house they occupied. This means that they have the intention to establish their homes for good. These are: (a) school facilities are conducive for learning, it should be sufficient, accessible, and friendly to the learners; (b) there should be strict supervision of teachers; (c) the number of learners per class/section should be controlled (ideal size is 35 learners per 1 teacher); (d) teachers should possessed the PRC requirements which means teacher should be licensed to teach; (e) there should be a provision of a detailed security guard to safeguard the learners while they are inside the school premises; and (f) the administration should pay attention to the total development of the learners.
