7.2 SHALE GAS AND OIL<br />

Shale Gas <strong>and</strong> Oil exploration policy was announced<br />

on 14 th October, 2013 by the Govt. of India for National<br />

Oil Companies to explore <strong>and</strong> exploit shale oil <strong>and</strong> gas<br />

resources in nomination areas. As per policy guidelines,<br />

ONGC <strong>and</strong> OIL are required to carry out exploration in 50<br />

<strong>and</strong> 6 blocks respectively.<br />

7.2.1 Oil India Ltd. (OIL): Activities during 2015-16<br />

OIL is presently carrying out shale gas <strong>and</strong> oil exploration in<br />

two onl<strong>and</strong> basins namely Assam & Arakan <strong>and</strong> Jaisalmer<br />

basin. OIL has initially identified five Blocks, viz. Dibrugarh,<br />

Chabua, Dumduma, Jaisalmer <strong>and</strong> Jairampur from its<br />

Nomination acreages <strong>and</strong> later on identified one more<br />

block (Deomali PEL) <strong>and</strong> started G&G evaluation. OIL has<br />

completed G&G evaluation of four Blocks i.e, Dibrugarh<br />

PML, Chabua PML, Dumduma PML <strong>and</strong> Jaisalmer PML.<br />

The reports have been submitted to OIL's Management<br />

for peer review before finalisation. Jairampur Extension<br />

PEL <strong>and</strong> Deomali PEL are situated in thrust best area of<br />

Upper Assam basin which have paucity of G&G data. In<br />

this regard, OIL has planned to drill three core holes up<br />

to a maximum depth of 2000 m in these two areas to<br />

acquire additional G&G information.<br />

7.2.2 Oil And Natural Gas Corporation (ONGC):<br />

Activities during 2015-16<br />

ONGC is presently carrying out shale gas <strong>and</strong> oil exploration<br />

in four onl<strong>and</strong> basins namely, Cambay, KG, Cauvery, Assam<br />

<strong>and</strong> Assam-Arakan. As on date, a total of twelve (Cambay:<br />

NGSGA, NJSGA, PJSGA, NDSGA, WRSGA, LJSGA, PLSGA;<br />

KG: MGSGA, WGSGA, MDSGA; Cauvery: KUSGA, TKDSGA)<br />

exploratory locations for shale gas <strong>and</strong> oil are available<br />

for drilling in 2016-17 <strong>and</strong> subsequent year. In addition,<br />

coring <strong>and</strong> other data collection are planned in suitable<br />

exploratory wells in identified blocks. ONGC has drilled 18<br />

wells so far <strong>and</strong> one well is under drilling. So far 69 crores<br />

have been collected in 17 wells.<br />

During the current year 2015-16, ONGC has completed<br />

coring <strong>and</strong> other data collection programme in six wells<br />

(four in Cambay <strong>and</strong> one each in KG <strong>and</strong> Cauvery basins)<br />

in different blocks. These data will help in assessment of<br />

the shale gas <strong>and</strong> oil potential of respective blocks.<br />

Three of these wells GNSGB, GNSGC <strong>and</strong> GNSGD were<br />

drilled in Cambay basin exclusively for shale gas <strong>and</strong> oil.<br />

Besides the drilling of above mentioned shale gas <strong>and</strong> oil<br />

wells, ONGC has also carried out hydro-fracturing in one<br />

well JMSGA which was drilled in 2013-14.<br />

7.2.3 Other Activities – International Shale Gas <strong>and</strong> Oil<br />

Workshop - 2016<br />

In order to accelerate shale gas <strong>and</strong> oil development<br />

in the country at the most appropriate time, a two-day<br />

“International Shale Gas <strong>and</strong> Oil Workshop” was organized<br />

by DGH on 28 th to 29 th January 2016 in New Delhi. The<br />

broad objectives of the workshop were two-fold:<br />

Devise policy framework for facilitating <strong>and</strong><br />

regulating shale development in India<br />

»»<br />

Establish favorable regulatory <strong>and</strong> fiscal<br />

environment for stakeholders to promote<br />

investment <strong>and</strong> infrastructure development<br />

It was attended by industry personnel involved in shale<br />

gas <strong>and</strong> oil operations from India <strong>and</strong> various other<br />

countries besides officials from regulatory authorities,<br />

the Ministry of Petroleum <strong>and</strong> Natural Gas (MoP&NG),<br />

consultancy companies <strong>and</strong> academicians.<br />

A total of 26 presentations, spread over 9 sessions, were<br />

made <strong>and</strong> their brief details are as below:<br />

The composition of participating speakers was<br />

60% international <strong>and</strong> 40% Indian<br />

»»<br />

Speakers included representatives from operating<br />

companies (national oil companies <strong>and</strong> private),<br />

service providers, consultancy companies,<br />

academic <strong>and</strong> research institutes.<br />

»»<br />

Topics covered encompassed technological<br />

improvements, below <strong>and</strong> above ground issues,<br />

Indian experience, International experiences/ case<br />

studies, socio-environmental aspects, policies<br />

regulations <strong>and</strong> fiscal terms.<br />

A poster competition was also held with participation of<br />

39 representatives from 11 universities. The students<br />

interacted with the Hon’ble minister <strong>and</strong> highlighted the<br />

salient points of their posters.<br />
