Business park bringing jobs and growth to Hornby<br />

An integral part of the Hornby<br />

community, Hornby High<br />

School, which opened in<br />

1975, is itself about to undergo<br />

significant developments.<br />

All the present school buildings, apart<br />

from the auditorium and music school,<br />

which will have a facelift, are to be<br />

demolished and replaced with a brandnew<br />

complex of buildings. Work on<br />

the $24-million project is due to start<br />

in March/April <strong>20</strong>17 with completion<br />

expected in late <strong>20</strong>18.<br />

The development of a new business<br />

park in the heart of Hornby is bringing<br />

a new era of employment and business<br />

activity to the area, while retaining<br />

elements of its rich and colourful history<br />

– the Waterloo Business Park is located<br />

on the site once occupied by the Islington<br />

Freezing Works and there are plans to<br />

incorporate some of its Victorian-era<br />

buildings within the new complex.<br />

Construction activity got underway<br />

in <strong>20</strong>13; however, the concept for<br />

the park was well over a decade in<br />

the planning, assistant development<br />

manager Joel Webber says. During<br />

that time, community engagement,<br />

participation and integration were key<br />

considerations in the evolution, planning<br />

and development of Waterloo Business<br />

Park, he says.<br />

The park will have a total of 104 lots of<br />

development land, and once completed<br />

will be home to around 100 individual<br />

businesses, including retail.<br />

“Sub-division of development land<br />

is due to be completed by mid-<strong>20</strong>17,<br />

while our convenience-retail focused<br />

development, Islington Square, on the<br />

site of the old Islington meat processing<br />

plant will be constructed and delivered<br />

in phases over an additional two to five<br />

years,” Mr Webber says.<br />

The typical profile of businesses that<br />

have committed to Waterloo Business<br />

Park are well-established, owneroccupier<br />

businesses, Mr Webber says,<br />

with a number having bought multiple<br />

lots and consolidated them into single<br />

lots for their specific requirements.<br />

These include Hamilton Jet, which has<br />

consolidated five lots into one lot of 7.5ha,<br />

Connetics, which has consolidated three<br />

lots into one lot of 5.5ha and Cardinal<br />

Logistics, which has consolidated four<br />

lots into one lot of 2.5ha.<br />

“We have noticed that the majority of<br />

the businesses that have committed to<br />

Waterloo Business Park are dominated<br />

by freight/logistics/distribution, light<br />

manufacturing and food production<br />

industries.<br />

“As a sub-set of those businesses,<br />

we’re seeing strong trends representing<br />

businesses that are relocating from<br />

Christchurch’s eastern industrial areas<br />

to take advantage of such factors as the<br />

superior geotechnical ground conditions<br />

in the wider Hornby area, the strong<br />

growth in Christchurch’s western corridor<br />

and the superior roading infrastructure,<br />

vehicular access and proximity to both<br />

Christchurch International Airport and<br />

Lyttelton Port.<br />

“We are also seeing strong interest from<br />

businesses that are outgrowing premises<br />

in the immediate area. They have a high<br />

degree of confidence and comfort in the<br />

broader Hornby industrial catchment and<br />

will only consider relocating within its<br />

confines.”<br />

Mr Webber acknowledges Hornby’s<br />

transition from traditional primary<br />

industries into a more services-oriented<br />

model, as is reflected in the take-up at the<br />

business park.<br />
