City council emergency operations centre controller Mary Richardson said they were criticised for poor communication during the Port Hills fire, and learned from that. She said this time around, its communication and public information practices worked Mary Richardson “exceptionally well”. There were short, regular updates with key facts throughout last month’s flooding, particularly before it started on July 21, she said. A small team managed the rostering and tasked staff well, so there was no confusion, she said. She said they started the process immediately during the floods, whereas during the fire, it began too late. “We used this to regularly communicate during the event.” Ms Richardson said if people registered on the city council website, it could then ask what help they needed. During the Port Hills fire, evacuated residents received mixed messages about cordons. At one stage, Civil Defence told media 40 homes had been destroyed before later correcting that figure to three due to “misinformation”. Mayor Lianne Dalziel said while many were concerned about the city council’s flood protection programme, a lot of residents were “overwhelmingly complimentary” about the response. Southshore Residents Association chairman Bill Simpson said communication had always been good, but the stopbank infrastructure was not there to protect the area from flooding. “The decision-making should have been done two, three or four years ago,” Mr Simpson said. “That’s why residents get so angry. They know what needs to be done and what will happen if it’s not. And that’s exactly what happened.” The city council is preparing a report on the feasibility of a proposal for estuary edge protection. City councillor Yani Johanson, whose Linwood Ward suffered a lot of the brunt of the flooding, said the registration process was a huge improvement from the fire. City councillor Raf Manji said the information processes were “much better”. “The more information you give people, the better they feel. So I think there’s been a big improvement.” Port Hills blaze a lesson during flooding • By Bridget Rutherford MAYOR LIANNE Dalziel called an early state of emergency during the recent floods because of learnings from the Port Hills fire. Ms Dalziel made the announcement on July 22 at about 11.20am after relentless rain caused widespread flooding. It was called a “precautionary approach” because of river level rises due that afternoon, Ms Dalziel said. “As it turned out this was the right call because we had all agencies and systems in place to support and evacuate residents when the flooding occurred.” When asked if the state of emergency was called early because of criticism and learnings received during the Port Hills fire, Ms Dalziel said “yes”. By the time the state of emergency was called on February 15 during the fire, it had burned for two days, causing hundreds to evacuate their homes. Many said it came too late. Two separate fires started on Marleys Hill and Lansdowne on February 13. By February 15, a wind shift caused the fires to merge.
