RUNNING IN THE JUDGING<br />
FOR THE ANNUAL AWARDS FOR<br />
EXCELLENCE.<br />
It has been a pleasure getting out to see so many members this month and to get<br />
their feedback on how the <strong>QHA</strong> is helping them in their local areas.<br />
This month started with our Accommodation members in Cairns. As the winter<br />
winds started down south, I am thoroughly convinced our northern members are<br />
in God’s own country! Whilst there have been “up and down” results for some<br />
members, the growth of the tourism offering in the far north is nothing short of<br />
spectacular.<br />
Our second Pubs, Pots and Profits seminar ran in Rockhampton last month as<br />
well, with members from both near and far attending. Again, it is pleasing to<br />
see central Queensland starting to rebound as economic conditions slowly turn<br />
around. Both coastal and inland venues were well represented and show how<br />
these job-creating businesses truly are the lifeblood of so many communities.<br />
For the 50 or so members that attended, there were plenty of “take-away” gems<br />
including tips on social media and controlling food costs, with of course, plenty of<br />
information swapped between members.<br />
Finally, as this edition goes to print, the <strong>QHA</strong> are off and running with judging for<br />
the annual Awards for Excellence. Once again thanks for all the hard work on the<br />
entries. It will be an enormous task to split the fantastic venues and properties<br />
across the state. We look forward to announcing the finalists and welcoming you<br />
all at the Awards Night on October 8th!<br />

DEDICATED HOTELIER, BOLD VISIONARY<br />
With great sadness, the <strong>QHA</strong> acknowledges the recent<br />
passing of Gary Balkin – Queensland entrepreneurial<br />
legend, hotelier and Honourary Life Member of the<br />
Association.<br />
Gary was awarded the honour in recognition of his<br />
distinguished service to the <strong>QHA</strong> as Committeeman,<br />
Secretary Treasurer, Vice-president and Chairman of<br />
the Judges Panel of the <strong>QHA</strong> Awards for Excellence<br />
since their inception.<br />
As a visionary businessman and mentor, Gary<br />
launched some bold enterprises in the 1980s<br />
that helped mark Brisbane’s coming-of-age as<br />
a metropolitan centre as dynamic as Sydney or<br />
Melbourne.<br />
Inspired by the city’s riviera setting, Gary developed<br />
a couple of hospitality driven properties along the<br />
Brisbane waterfront including a floating seafood<br />
restaurant, Bonaparte’s Afloat, and the iconic<br />
Kookaburra Queen paddle steamers that he built<br />
for Expo 88.<br />
However, the city will remember Gary Balkin most<br />
fondly as one of the four “founding fathers” of the<br />
NRL’s Brisbane Broncos in 1988.<br />
Together with business partners Barry Maranta, Steve<br />
Williams and the late Paul Morgan, Gary embarked on<br />
this venture out of a love of the game (in 1964 he’d<br />
been the top try scorer in the Brisbane Rugby League)<br />
and a determination to cement Queensland’s place as<br />
NSW’s 13-man nemesis on the back of Sate of Origin.<br />
This shared dream was instantly realised when the<br />
Broncos trounced reigning premiers Manly 44-10 in<br />
the club’s thrilling inaugural match.<br />
Speaking of his career recently, Gary said he was<br />
“… still proud of the Kookaburra Queens. I built them<br />
to last a long time. I loved it all – the hotels,<br />
the restaurants … the Broncos. I’ve absolutely no<br />
regrets.”<br />

AUSTRALIA’S BIGGEST BEER<br />
LAUNCH IN 10 YEARS<br />
REPORTED RECORD-BREAKING LAUNCH VOLUME HAS<br />
SEEN IRON JACK BECOME AUSTRALIA’S BIGGEST BEER<br />
LAUNCH OF THE LAST DECADE.<br />
Since its launch in September 2<strong>01</strong>7, Iron Jack has<br />
reportedly sold over 15 million litres, more volume<br />
over the same period than established beer brands<br />
like Crown Lager, Stella Artois and James Squire 50<br />
Lashes. It is already one of the most available beer<br />
brands in the country – distributed in over 5,000 bottle<br />
shops and 2,000 pubs across Australia.<br />
Lion’s Contemporary Portfolio Manager, Amy Darvill,<br />
says the early signs are that the beer is connecting well<br />
with consumers.<br />
“When we launched Iron Jack, we wanted to make<br />
a beer for hard working, down to earth Aussie<br />
blokes. Blokes who love their dogs and the outdoors.<br />
Their initial reaction to the beer has been really<br />
encouraging,” Amy said.<br />
A willingness amongst customers to trial Iron Jack is<br />
also a direct result of where the brand has focussed its<br />
investment.<br />
“We made an early decision to make sure we<br />
supported our customers with good trial mechanics<br />
to get the beer in people’s hands, because we know<br />
once this happens the beer stands up on its own.”<br />
Amy says Lion has doubled the media spend behind<br />
Iron Jack in order to further drive awareness of the<br />
brand.<br />
“We’ve had a really great launch but we know it’s<br />
only early days and we need to keep up the positive<br />
momentum. Our original media strategy was to start<br />
regional and work our way in towards metro areas. But<br />
given the strong start we’ve significantly increased our<br />
media spend to include all capital cities, as well as still<br />
supporting regional areas.”<br />

The Balfour Kitchen, located at Spicers Balfour<br />
Hotel in Brisbane’s New Farm, has launched its new<br />
Vietnamese-inspired menu this month, with award<br />
winning Executive Chef Dan Jarrett at the helm of the<br />
revitalised restaurant offering.<br />
Dan, who has worked with Spicers Retreats since<br />
2<strong>01</strong>0, has been integral in the growth of the Group’s<br />
culinary story, having been involved in the launch of<br />
The Long Apron at Spicers Clovelly and, currently,<br />
operating as Head Chef at multi award winning The<br />
Tamarind, at Spicers Tamarind Retreat in Maleny.<br />
“The Balfour Kitchen is set in such a beautiful location,<br />
and the style of food we are offering on our new<br />
menu has been carefully curated to align with this<br />
environment – it is so unique to the area, and we are<br />
beyond excited to welcome people in for a meal,” Dan<br />
said.<br />
Following his success with the cross-border Asian<br />
dining experience at The Tamarind, Dan said there<br />
was a natural inclination to adapt The Balfour Kitchen’s<br />
menu when the opportunity presented itself.<br />
“There have been several discussions over the years<br />
about the opportunity of having a second Asian-style<br />
restaurant under the Spicers umbrella, but we didn’t<br />
want a carbon copy of The Tamarind,” he said.<br />
“The Balfour Kitchen offers a Vietnamese twist with<br />
a hint of French, and I’m confident it will be a hit with<br />
locals and visitors.”<br />
Vietnamese flavours are found throughout the menu<br />
including Vietnamese beef tartare, fermented tofu<br />
and preserved Chinese olive, yolk, puffed rice paper.<br />
The French hint can be seen in dishes such as the<br />
Vietnamese coffee brulee, lotus tea meringue, fried<br />
cacao truffles with chilli chocolate.<br />
Working alongside Dan to create the menu was a team<br />
of talented in-house Chefs, who provided their insights<br />
into sourcing local ingredients and fresh thinking for<br />
the Queensland climate.<br />
“We’ve put so much thought into each dish on the<br />
menu and have made a conscious effort to make use<br />
of lots of fresh vegetables and herbs, with almost half<br />
of our menu including vegan and vegetarian options,”<br />
he added.<br />
Brisbane locals and in-house guests are tipped to be<br />
frequent visitors at the new and improved restaurant<br />
offering, which will open seven days a week for<br />
breakfast, brunch and high tea, with dinner open<br />
Tuesday to Friday from 5:30pm till late.<br />
“The Balfour Kitchen is ideal for people living in the<br />
area wanting a mid-week meal, and for our in-house<br />
guests that have the luxury of enjoying a drink at our<br />
rooftop bar before going downstairs for an Asianinspired<br />
dish,” Dan said.<br />
“It’s a simple formula… the food has to taste great,<br />
have a real wow factor and the service in which<br />
we pride ourselves on has to be genuine and real,”<br />
Spicers Retreats Managing Director David Assef said.<br />
“Yes the music, lighting and setting play a part but<br />
ultimately the food has to speak for itself matched with<br />
knowledgeable, suggestive and sincere service.”

KENO MEGA MILLIONS<br />

$7.5 MILLION<br />

The Keno Mega Millions Play 10 jackpot is nudging<br />
closer to the highest ever Keno cash prize in Australian<br />
history. It’s currently sitting on just over $7 million!<br />
The biggest Keno jackpot to be won was $7.5 million<br />

Hotel patrons have also won five of the six Mega<br />
Millions Play 7 jackpots to date and the only Play 5<br />
jackpot, taking home combined prize money totalling<br />
more than $90,000. So far, tavern customers have<br />
held the key to unlocking the jackpots, with customers<br />
winning at Kirwan, Smithfield, Tully Heads, Bay Central,<br />
Dog and Parrot, and North Shore Taverns.<br />
To top it off, the first ever 8 Spot jackpot in Queensland<br />
was won on 9 May. The $148,494 cash prize was won<br />
by a 55 year-old mum from Warner who works for a<br />
not for profit organisation in Brisbane.<br />
While it’s early days, hotels, pubs and taverns around<br />
the state are giving Mega Millions the thumbs up,<br />
both in terms of a unique point of difference that will<br />
enhance customers’ on-premise experience and the<br />
opportunities for increasing turnover from Keno.<br />

A NEW 50 TAP GASTRO - PUB & BREWERY<br />
OPENS ON CAIRNS WATERFRONT<br />

A state-of-the-art craft brewery, gastro-pub and<br />
versatile events space for 600 seated guests are<br />
features of Cairns’ newest world-class, waterfront<br />
destination.<br />
Located within the heritage-listed Shed 2 of Cairns<br />
Cruise Liner Terminal, the multi-million-dollar<br />
Hemingway’s Brewery Cairns Wharf integrates cuttingedge<br />
design while retaining the building’s original<br />
features that date back to the early 1900s.<br />
Occupying an expansive 1400 square metres,<br />
Hemingway’s Brewery Cairns Wharf is Queensland’s<br />
largest craft brewery north of Brisbane and one of<br />
Australia’s largest gastro pubs.<br />
While preserving the site’s historic architecture, the<br />
venue’s brewery provides a dramatic statement,<br />
defining the space with its Canadian-manufactured<br />
brewing system that incorporates a four-vessel<br />
brew house and eight, 6-metre high, stainless-steel<br />
fermentation and brite beer tanks. Informative brewery<br />
tours will be operated that invite patrons to observe<br />
and learn about the craft brewing process.<br />
Alongside the brewery Hemingway’s Cairns Wharf<br />
includes an impressive 20-metre, timber topped bar<br />
and a second outdoor bar with a total of 50 taps. For<br />
craft beer lovers, Hemingway’s Brewery Cairns is set<br />
to become a Mecca, serving 20 brands of craft beer,<br />
including a broad range of Hemingway’s signature ales<br />
brewed on-premise.<br />
Hemingway’s Brewery co founders Tony Fyfe and<br />
Craig Parsell began their foray into craft brewing and<br />
gastro pubs when they opened their first Hemingway’s<br />
Brewery at Crystalbrook Superyacht Marina in Port<br />
Douglas in <strong>July</strong> 2<strong>01</strong>6. Soon after they focussed their<br />
sights on expansion, and with the purpose of bringing<br />
their winning formula to Cairns, negotiated a lease<br />
agreement with Ports North and began work on the<br />
heritage-listed Shed 2 at Cairns waterfront, which has<br />
been 18 months in its development.<br />
“What started as an appreciation of craft beer and its<br />
fresh-is-best authenticity has become something far<br />
bigger and we look forward to sharing it with others.<br />
“Hemingway’s is as much about prioritising the local<br />
community as it is about enjoyment and the winning<br />
combination of great beer and great food in a great<br />
location,” Tony said.<br />
Coinciding with this weekend’s opening, Hemingway’s<br />
Brewery Cairns will launch its Hop Heads membership<br />
program for local residents and craft beer enthusiasts.

Open for lunch and dinner, the venue’s restaurant<br />
will serve quality gastro-pub style food made<br />
predominantly from locally sourced ingredients and<br />
a paddock-to-plate philosophy while a providore will<br />
showcase some of the region’s craft produce.<br />
“Hemingway’s Brewery aims to build and operate the<br />
best gastro brew pubs in the country with a focus<br />
on brewing great craft beer which is a growing trend<br />
based on an amazing taste – that is not only unfiltered,<br />
unpasteurised and preservative free - but made from<br />
just four key ingredients; yeast, hops, base malts and<br />
water,” he said.<br />
Hemingway’s Brewery, under the guidance of head<br />
brewer Anthony Clem is developing a number of new<br />
core and seasonal beers that will be released over<br />
the next few weeks as the new Cairns Wharf brewery<br />
ramps up production.<br />
Every one of Hemingway’s Brewery beers tells a story<br />
relating to the history of FNQ. The current awardwinning<br />
line-up that includes Doug’s Courage IPA<br />
(recently won a medal at the Australian International<br />
Beer Awards) and top selling pilsner, The Prospector<br />
– a refreshing brew inspired by the thirst for adventure<br />
and tireless efforts of James Venture Mulligan – the first<br />
to find gold in the Palmer River.<br />

SAN FRANCISCO SPIRITS AWARD WINNERS<br />
If there was any doubt as to the quality<br />
of spirits made in our great country it<br />
was certainly dispelled at this year’s San<br />
Francisco World Spirits Competition, widely<br />
regarded as one of the key annual spirits<br />
competitions. 86 medals in total were<br />
awarded to by Australian distillers confirming<br />
the quality of spirits made in Australia and<br />
how well they are viewed on the world<br />

The RFDS (Royal Flying Doctors Service) Local Hero Awards launched across Queensland back in March, calling out<br />
to those community members who have rolled their sleeves up, put their hands out, or stowed away their fears in an<br />
emergency to help the Flying Doctor carry out its lifesaving work.<br />
Now in its third year, the RFDS Local Hero Awards give the RFDS (Queensland Section) an opportunity to<br />
acknowledge and thank those incredible good Samaritians, volunteers and fundraisers who go out of their way to<br />

Nindigully. Each November, for the past 13 years, the<br />
Nindigully Pig Races result in the population of Nindigully<br />
exploding from 10 people to more than 700.<br />
Steve and Debbie Burns introduced the Pig Races to<br />
their pub and the event has been a huge drawcard for its<br />
many followers who return year after year. They promote,<br />
organise and obtain sponsorship for this hugely popular<br />
event, along with raffle prizes to add to the fundraising<br />
effort. In 2<strong>01</strong>7 the Pig Races brought in over $30,000,<br />
which was donated in its entirety to RFDS.

THE BEACHSIDE COMMUNITY OF AGNES WATER AND<br />
1770 HAS RECENTLY EMBRACED THE IDEA OF BEING<br />
A DIGITAL CURRENCY FRIENDLY TOWN.<br />
What this basically means is that someone can pay for<br />
their entire holiday and all goods and services while<br />
they are in Agnes Water using Bitcoin or any number of<br />
the digital currencies that are currently on the market.<br />
According to Agnes Water Tavern, General Manager<br />
Jack Michelmore, “The general consensus around<br />
town is that because it has been largely successful<br />
overseas in countries like Japan and the like we<br />
might be able to attract more tourist to town who<br />
like using digital currencies and also to create a<br />
point of difference for Agnes and 1770 as a holiday<br />
destination.”<br />
Reportedly the team from TravelByBit officially<br />
launched Agnes Water and 1770 as the only digital<br />
currency town in Australia. It would also appear the<br />
Agnes Water Tavern is the first Pub in Queensland to<br />
embrace and accept digital currency as payment.<br />
Visitors to Agnes Water and 1770 can use digital<br />
currency to purchase anything from accommodation<br />

THE BURKE AND WILLS HOTEL ON RUTHVEN STREET<br />
IN TOOWOOMBA WAS BUILT IN 1957 AND DESIGNED<br />
BY AN INFLUENTIAL MODERNIST AND ACCLAIMED<br />
AUSTRIAN ARCHITECT, KARL LANGER.<br />
Then known as Lennon’s Hotel, the seven-storey<br />
building was the tallest building in Toowoomba at the<br />
time and was considered quite innovative, highlighting<br />
the ambition of 1950s architecture. The rooms were<br />
considered luxurious with large windows, bathroom a<br />
telephone, as well as its own colour scheme thanks<br />
to the architect’s wife, Gertrude Langer. It offered an<br />
exclusive service to its guests where those telephones<br />
had direct connections to several shops including a<br />
hairdresser and beauty salon which were attached to<br />
the hotel on the ground floor, so guests could place<br />
their orders easily.<br />
Over the decades however, the hotel changed hands<br />
and changed names. Under the prressent ownership<br />
it is affectionately known as the Burke and Wills Hotel.<br />

AS WE STARTED TO LOOK AT WHAT NEEDED TO BE DONE, IT EXPANDED GREATLY INCLUDING THE GROUND<br />
AND FIRST FLOORS WHICH WERE PROBABLY LAST TOUCHED IN THE 1970s.<br />
Adding to their portfolio of hotels, the Hakfoort<br />
Group purchased the hotel from Mercure in 2004 as<br />
a declining business and did a small refurbishment<br />
before it reopened its doors in 2005. However the<br />
hotel was still in need of work and the Burke and Wills<br />
Hotel shut its doors for just under one year while a<br />
major refurbishment took place.<br />
This latest refurbishment was four years in the planning<br />
followed by 11 months of construction, reopening just<br />
two months ago in May.<br />
“How we came to this refurbishment, was a hangover<br />
of that original refurbishment process,” Hakfoort Group<br />
director, Albert Hakfoort said.<br />
“In 2004 when they did that refurb of the<br />
accommodation tower, not only has a lot of things<br />
changed technology wise, but we were using analogue<br />
televisions then and we use digital TVs now. There was<br />
no wifi, there was barely internet back in those days.”<br />
The ground and first floors were never included in the<br />
2004 renovation processes and Albert said both had<br />
suffered greatly as a result. Ten years on, the hotel<br />
group was looking to update their soft furnishings such<br />
as carpets, curtains, beds and linens; and suddenly<br />
the scope of work became larger than just furnishings.<br />
“As we started to look at what needed to be done, it<br />
expanded greatly including the ground and first floors<br />
which were probably last touched in the 1970s.<br />
“The scope started to get away from us, so we<br />
thought rather than doing another half job, we’d do a<br />
full job,” Albert said.<br />
The project wasn’t without its hurdles, one of which<br />
included a battle with a state heritage listing application<br />
at the same time as the company’s development<br />
application, thus adding a year to the planning and<br />
development process. With a local heritage listing,<br />
Albert said the building was protected because<br />
architect, Karl Langer was a notable person within the<br />
Queensland architectural landscape, however internally<br />
there was freedom and flexibility to renovate.<br />
And so the refurbishment began and accepting the<br />
challenge to transform the dated hotel into a modern<br />
midcentury structure was the owner and director of<br />
award-winning architects Darren S Dickfos Architects<br />
Pty Ltd.<br />
Darren’s brief seemed relatively simple as the<br />
development approval (DA) was already in place.<br />

“We were to take the DA drawings and give them<br />
hospitality feel and a five-star look about the place,”<br />
Darren said.<br />
But like most refurbishments in older buildings, Darren<br />
uncovered plenty of obstacles along the way.<br />
“It was quite a well thought of building for 1957. We<br />
had to keep the tower or the refurbishment of the<br />
external tower in a sympathetic manner to the original<br />
structure, so while we modernised it the lines and<br />
angles of the facade were maintained.<br />
“It was originally brick work and because it was such<br />
a special example of modernist architecture, we didn’t<br />
want to take away from that so that’s why those<br />
external lines have been maintained because they are<br />
an important part of it,” Darren said.<br />
“Given it was built in 1957 there were a lot of strange<br />
things we found, such as some really uneven floors,<br />
the lift tower was out of plumb, and there was a lot of<br />
asbestos.<br />
“A lot of the fire rating and fire safety systems had<br />
to be upgraded, and there were different pieces that<br />
had been added on over the years so there was<br />
problems with floor slabs collapsing and little things

like that. There were a few dramas to overcome and<br />
problems to solve but the building was 60 years old,”<br />
Darren said.<br />
During the construction process, workers uncovered<br />
the original cellar of the Exchange Hotel, the original<br />
hotel that was built on this site in 1863, prior to its<br />
demolition in 1956 which made way for what is<br />
now the Burke and Wills Hotel. Keen to preserve an<br />
historical structure, Albert wanted to salvage the cellar,<br />
however it was hidden beneath approximately 190<br />
cubic metres of rubble that had been contaminated<br />
with asbestos products from previous demolitions.<br />
“The footings, the walls, everything was there, however<br />
it was full of rubble and asbestos containing material.<br />
We were scrambling to see if we could incorporate<br />
this heritage feature into the bar, but it was too shallow<br />
from the stairs to be used reasonably we couldn‘t<br />
because of the contamination and the work involved,”<br />
Albert explained.<br />
While the cellar could not be saved, almost every other<br />
area throughout the hotel both internally and externally<br />
was refurbished and one of the main aspects to<br />
modernising the building was the addition of a<br />
curtain wall - a non-structural covering to keep the<br />
weather out.<br />
“We really needed to give it a facelift, the building really<br />
looked old, with the brick window sills and the old<br />
paint job, so we wanted to modernise the feel of it<br />
and that meant putting a curtain wall on both sides,”<br />
Albert said.<br />
“It has not only added an aesthetically pleasing finish<br />
but it is also cleaner, modernised, looks nicer and brings<br />
insulation properties that weren’t there from the 1950s<br />
to nowadays, so there were a lot of benefits from doing<br />
that and I think it has modernised that property.”<br />
Internally, Darren explained the rooms were to<br />
have a luxurious feel while taking the hotel in a new<br />
direction by appealing to the leisure traveller and<br />
accommodating families with children.<br />
In order to achieve this, the previous 92 rooms were<br />
reduced to 82 in order to create 16 luxury king suites<br />
as well as nine adjoining rooms ideal for families<br />
with children.<br />

“There are 19 five-star suites and executive suites<br />
which include features such as TV recessed into the<br />
bathroom wall so you can watch the TV while you’re in<br />
the bath,” Darren said.<br />
“The rooms had to be pretty special, because they<br />
have a good occupancy from out of towners, so the<br />
rooms had to be perfect and likewise the foyer.”<br />
Offering opulent marble columns, a gold revolving<br />
door, chandeliers and an expansive reception desk<br />
behind which sits a four-metre long, two-way tropical<br />
fish tank, the foyer makes a statement for when guests<br />
arrive. Albert said he wanted that “wow” factor not<br />
often found in a country town.<br />
A statement chandelier with a petal featured at<br />
its centre was custom made and chosen for its<br />
representation of Toowoomba’s iconic Spring Carnival.<br />
“It is a delicate balance between something classical<br />
and something that’s modernist to tie in with the<br />
tower building. The gaming room is a brand new addon<br />
building, it was done in a black-faced brickwork<br />
with white grouting so it stood out, but is still quite<br />
modernist in its appearance externally,” Darren said.<br />
Burke and Wills offer four function areas for groups of<br />
all sizes from 15 to 250 and three of those rooms pay<br />
homage to Toowoomba’s history with the Karl Langer<br />
room named after the building’s original architect,<br />
the Allan Cunningham room named after the English<br />
botanist and explorer, and Lennon’s room which is<br />
named after the hotel’s original name from 1957.<br />
The hotel now appeals to the wedding market with so<br />
many options available and this latest refurbishment<br />
has not only provided an old building with a new look,<br />
it has enabled the Burke and Wills hotel to move<br />
forward into the future with a new direction appealing<br />
to everyone.

SUPER ACCESS TO BE MORE AVAILABLE<br />

This month, I wanted to talk about the Government’s<br />
strategy to help people break into the housing market<br />
– the First Home Super Saver (FHSS) scheme. Since<br />
announcing the legislation, the Government has released<br />
further details about how the process works. I thought it<br />
would be worth having a closer look at the scheme, for<br />
any of your staff members who might be interested in<br />
using it.<br />
Since 1 <strong>July</strong> 2<strong>01</strong>7, first-home buyers have been able<br />
to make personal contributions to super to help them<br />
save for a home deposit. They are now able to apply to<br />
withdraw those contributions (since 1 <strong>July</strong> 2<strong>01</strong>8), for use<br />
when purchasing a property.<br />
HOW IT WORKS<br />
If young savers want to start using the FHSS scheme,<br />
they will need to start making personal contributions<br />
to super (if they don’t already). Fortunately, before-tax<br />
contributions organised through salary sacrificing will not<br />
need to be processed any differently by payroll. The ATO<br />
is handling all monitoring of money in the FHSS scheme.<br />
Savers can contribute up to $15,000 per year<br />
through the FHSS scheme (using before or after-tax<br />
contributions), and a maximum of $30,000. So a couple<br />
can effectively save up to $60,000, plus investment<br />
earnings, provided they are both first-home buyers. The<br />
idea is to utilise the tax benefits of super to help savers<br />
grow their deposit faster than they could outside of<br />
super.<br />
ACCESSING THE SAVINGS<br />
It is very important that staff members ensure they<br />
are eligible to use the FHSS scheme before they start<br />
making contributions. To be eligible, staff members will<br />
need to be older than 18, intend to live in the property for<br />
at least the six months after its purchase and have never<br />
owned a property in Australia. Eligibility is determined<br />
on an individual basis, so a couple can jointly purchase<br />
a property even if only one of them is eligible for the<br />
scheme.<br />
Since the announcement of the FHSS, the Government<br />
has made one exception to this last rule. Anyone<br />
who has previously owned a home and has suffered<br />
a financial hardship is still allowed to participate in the<br />
scheme (provided they haven’t bought another property<br />
since).<br />
Once someone is ready to purchase their house, or<br />
believe they have saved enough in their super account,<br />
an application can be made to the ATO to withdraw their<br />
FHSS balance. The ATO will calculate the total amount<br />
that is eligible to be withdrawn. This withdrawal will then,<br />
in general, be taxed at the individual’s marginal rate, less<br />
a 30 per cent tax offset.<br />
The first-home buyer will then need to sign a contract<br />
to purchase or construct a home within 12 months of<br />
receiving their FHSS balance, and notify the ATO when<br />
they do so. If staff members do not sign a contract<br />
within this timeframe, they can apply for an extension,<br />
recontribute the money to super, or keep the released<br />
amount (subject to a 20 per cent tax).<br />

In the conduct of business for hotels, the Approved<br />
Manager is responsible for ensuring that liquor is<br />
supplied or possessed on the premises only in<br />
accordance with the authority conferred by the licence<br />
or permit.<br />
An Approved Manager is ‘present’ at the premises<br />
if the Approved Manager is at the premises acting<br />
in the capacity of an Approved Manager and is in<br />
control of the premises. An Approved Manager is<br />
‘reasonably available’ if the Approved Manager is<br />
readily contactable by each person involved in the<br />
service and supply of liquor at the premises and the<br />
time reasonably needed for the Approved Manager to<br />
travel to the premises is not more than one hour.<br />
In order to be granted an Approved Manager<br />
Licence the applicant must complete a Responsible<br />
Management of Licensed Venues (RMLV) training<br />
course. RMLV training is mandatory for all individual<br />
licensees, nominees and applicants for an Approved<br />
Manager Licence in Queensland. RMLV training was<br />
developed to reduce the negative impact of poor<br />
management practices on the community.<br />
The course provides details of the law and liquor<br />
licensing requirements as well as a range of<br />
management strategies to assist operators in the<br />
responsible conduct of their business. RMLV courses<br />
are available through <strong>QHA</strong> training.<br />
An Approved Manager Licence is valid for five years,<br />
however the training components (RMLV) need to<br />
be completed every three years in order to meet<br />
mandatory training requirements.<br />
It is important that both licensees and Approved<br />
Managers are aware of the expiration date of their<br />
Approved Manager Licence and have ensured that<br />
their RMLV certificate is up to date and current. The<br />
obligation is on any Approved Manager to ensure the<br />
RMLV certificate and Approved Manager Licence are<br />
kept current, however, licensees need also be aware<br />
of the requirements to have an up to date and licensed<br />
Approved Manager on site or reasonably available<br />
during the hours mentioned above.<br />
To apply for an Approved Manager Licence the<br />
applicant must complete the training course (RMLV)<br />
and send a photocopy of the training certificate along<br />
with the completed application for liquor and gaming<br />
individual employees (Form 82) and application fee to<br />
the OLGR. Renewing an Approved Manager Licence<br />
can be done online through the OLGR website.<br />
At an OLGR inspection, officers may ask your<br />
Approved Manager to produce an RMLV certificate<br />
and RSA certificates for all staff. With compliance at<br />
the forefront of many hotel’s operations, it is important<br />
that your venue is ready for any unannounced<br />
inspections.<br />

the Eatons Hill Hotel has gained popularity thanks to<br />

of that achievement,” co-owner and developer Rob Comiskey said.<br />
Rob said the Eatons Hill Hotel puts a real focus on their TAB ensuring<br />

“Our staff are exceptional, we’re always trying to make that<br />
experience enjoyable and making sure our punters have everything<br />
they may need without having to walk too far or leave to watch the<br />

The Spirit Hotel Group takes gambling very seriously<br />

Australia Queensland’s Gambling Help Service by<br />
hosting Responsible Gambling Awareness Week<br />
(RGAW) which is aimed at reducing the impact and<br />
severity of problem gambling on clients and their<br />
families.<br />
In addition to that week, the Spirit Hotels Group<br />
actively supports responsible gambling through<br />
advertising in gaming areas, attending and supporting<br />
gambling assistance activities, and providing additional<br />
information on how to manage gambling if it is getting<br />

KEEN ON KENO<br />
LOCATED AT THE GATEWAY TO THE LOCKYER VALLEY<br />
REGION AND 75KM WEST OF BRISBANE IS THE<br />
FAST-GROWING LOCALITY OF PLAINLAND.<br />
Situated on the Warrego Highway, Plainland is popular<br />
with travellers passing through as well as locals from<br />
the region.<br />
The locality was once grazing country but today is<br />
an important mix of expanding business, commercial<br />
and residential properties. For those passing through,<br />
there are major supermarket chains to refuel or<br />
travellers can stay awhile and enjoy the offerings at the<br />
historic Porters Plainland Hotel.<br />
For over 70 years this hotel has been managed by<br />

an additional three screens for Keno Racing, punters<br />
will never miss out on their numbers. The screens<br />
have been strategically placed to be visible to patrons<br />
from anywhere in the venue, including the front deck<br />
where meals are served, as well as the dining room.<br />
“You can be in any area of our Hotel and play, be it our<br />
front deck, bar or TAB areas, gaming room, pool room<br />
or dining room,” said Porters Plainland Hotel marketing<br />
manager, Melissa Porter.<br />
“We have large screens and plenty of tickets in all<br />
areas. We also have a great bunch of regular punters<br />
who enjoy the game - it’s a very social game.”<br />
Melissa reiterated that Keno is a game and it is meant<br />
to be fun and enjoyable for patrons, so staffing was an<br />
important factor in their Keno service, attributing the<br />
hotel’s success to both staff and patrons.<br />
“We keep striving to offer better Keno service each<br />
year and this has paid off with ongoing growth. “We<br />
are thrilled to have won the award two years in a row<br />
- it’s a credit to our great players and wonderful team,”<br />
Melissa said.<br />

“We’ve had some great winners over the years.<br />
A couple of 7/7 winners and a few 9/10 winners,<br />

$94.6 million over five years to progress programs under<br />
the Growing Tourism Jobs initiative including:<br />
• Attracting Tourism Fund: $48.6 million to provide<br />

and cruise ships to Queensland.<br />
• Regional Tourism Infrastructure and Experience<br />
Development Program: $46 million to assist<br />
communities grow tourism by developing new and<br />
improved tourism experiences.<br />
TOURISM INFRASTRUCTURE<br />
• Reef Resort Rejuvenation Fund: $25 million over three<br />
years to establish and deliver infrastructure for the Great<br />
Barrier Reef islands. The fund will prioritise projects<br />
focused on growing, greening and cleaning.<br />
• Great Keppel Island Recovery Package: $25 million<br />
over three years to deliver major tourism infrastructure<br />
improvements such as power and water connections to<br />
the mainland.<br />
EVENTS<br />
$36 million over three years to attract more major events<br />
to Queensland. This investment will drive growth of major<br />
events throughout Queensland making it Australia’s<br />
Events Capital.<br />
GREAT BARRIER REEF<br />
The Great Barrier Reef is one of the major reasons<br />
interstate and international visitors come to Queensland.<br />
To support the reef and manage the impacts of climate<br />
change, the Government is investing $330 million over five<br />
years. A number of initiatives are outlined in the 2<strong>01</strong>8-19<br />
Budget, including:<br />
• Joint Field Management Program: increased funding of<br />
$26 million over four years and $10.4 million per annum<br />
ongoing to protect and maintain marine and island<br />
ecosystems in the Great Barrier Reef.<br />
• Water Quality: increased funding of $13.8 million over<br />
four years to extend the Queensland Reef Water Quality<br />
Program.<br />
TRAINING AND SKILLS<br />
Delivery on skill development through the following<br />
investments to increase workforce participation, training<br />
and apprenticeships:<br />
• $180 million over three years to boost the Skilling<br />
Queenslanders for Work initiative to fund more<br />
apprenticeships and increase workforce participation.<br />
• $11 million to respond to high demand and support<br />
Back to Work in South East Queensland. Further,<br />
increased funding of $20.5 million over three years<br />
to continue Back to Work in areas of South East<br />
Queensland with significant labour market challenges.<br />
• $5 million to introduce a Back to Work Mature Aged<br />
Worker Boost. Under the Boost, employers who<br />
employ an eligible unemployed mature-aged jobseeker<br />
are eligible for payments of up to $20,000.<br />
• $1 million for a trial program designed to deliver<br />
targeted skills and specialist business advice and<br />
mentoring support to Queenslanders who want to<br />
create their own future job.<br />
• The Government is extending until 30 June 2<strong>01</strong>9<br />
the 50% payroll tax rebate on the exempt wages of<br />
apprentices and trainees. This is part of the Government<br />
commitment to address youth unemployment and<br />
build Queensland’s skills base, particularly in regional<br />
Queensland.<br />
SUSTAINABLE FUTURES<br />
• $3.9 million over four years to continue delivering the<br />
ecoBiz program that helps small to medium sized<br />
businesses identify and achieve financial savings and<br />
eco-efficiency across energy, water and waste.<br />
In addition to tourism investment, the budget invests<br />
almost $45.8 billion in infrastructure projects over<br />
four years.<br />
The <strong>QHA</strong> will continue to keep members informed of<br />
opportunities regarding incentives for employment and<br />
training programs.<br />

THE RETURN OF THE WHSO?<br />
IS THE WHSO COMING BACK? NOW THAT’S SCARED YOU, HASN’T IT?<br />
Back in the day, the 1995 Workplace Health<br />
and Safety legislation created a requirement for<br />
Queensland businesses who employed more than 30<br />
workers to appoint a staff member as the Workplace<br />
Health and Safety Officer (WHSO). This was mandated<br />
under the old legislation, and involved undertaking a<br />
five day face-to-face training course for the core WHS<br />
modules, and then a further two days for the elective<br />
units (service industry).<br />
The WHSO was the designated go-to person for<br />
health and safety matters in the workplace. There were<br />
difficulties in meeting the mandatory nature of this<br />
appointment as it was often problematic identifying a<br />
staff member who wanted to take on this responsibility,<br />
and additionally undertake the seven day training<br />
course. The other issue was cost. The high employee<br />
turnover rate in the sector often led to prohibitive<br />
training costs when trying to backfill the appointment.<br />
I think that over time the scheme significantly<br />
increased industry awareness of workplace health and<br />
safety skills and knowledge but eventually outlived its<br />
usefulness.<br />
When our safety legislation was harmonised on 1<br />
January 2<strong>01</strong>2 along with other Australian states and<br />
territories, which each had their own distinct laws,<br />
the requirement was removed. None of the other<br />
jurisdictions had a WHSO equivalent.<br />
The news is that a return of the Work Health and<br />
Safety Officer is imminent; however, in an optional<br />
capacity. Legislation has recently passed the<br />
Queensland Parliament which contained provisions to<br />
allow businesses to formally appoint a WHSO, if they<br />
so wish. The law change also provides incentives to<br />
business to appoint a WHSO, the appointment being<br />
evidence that steps have been taken to manage health<br />
and safety risks.<br />
Any person (either an employee or an employer) can<br />
apply to the regulator for a certificate of authority for<br />
appointment as a WHSO. The minimum qualification to<br />
be able to gain WHSO certification is either:<br />

• A Certificate IV in Work Health and Safety, or<br />
• Completion of an approved work health and safety<br />
course (a number of which are currently being<br />
accredited).<br />
The certificate of authority is valid for a period of five<br />
years.<br />
The role of the WHSO is similar to former times in<br />
that they are to advise the business on matters of<br />
workplace health and safety including identifying<br />
hazards and risks, report any related workplace<br />
incidents or imminent risks, investigate WHS incidents<br />
and establish and deliver WHS education and training<br />
to staff.<br />
On a 12 monthly basis, the WHSO is required to<br />
undertake a risk assessment of work carried out by the<br />
business and provide a written report identifying those<br />
risks arising from the assessment. The WHSO (who is<br />
not an employer) is indemnified from legal responsibility<br />
for actions or omissions undertaken in good faith.<br />
I can’t see an industry wide take-up of this optional<br />
WHSO scheme but it’s certainly a good idea for<br />
workplaces who wish to sustain their WHS standards<br />
at a more proficient level.<br />

Parental leave is an important tool to support<br />
employees who have welcomed a child into their<br />
family (whether via birth or adoption), and it’s also a<br />
workplace right as part of the National Employment<br />
Standards (NES) in the Fair Work Act 2009.<br />
Eligible employees also have the ability to access<br />
parental leave pay funded by the Australian<br />
Government, for which the employer will need to act<br />
as ‘paymaster’. Parental leave can sometimes be a<br />
tricky area to grasp, and the Employment Relations<br />
Department receives a variety of enquiries from <strong>QHA</strong><br />
members as to how it operates in practice. This<br />
article answers some common questions in relation to<br />
parental leave.<br />
Please note, the below information is only a general<br />
summary of common parental leave questions – where<br />
in doubt, seek advice for your specific circumstances!<br />
Additionally, if after reading this article you want to<br />
learn more about parental leave, the Employment<br />
Relations Department has produced fact sheets<br />
on both the unpaid leave under the NES and the<br />
Government parental leave pay scheme – these can<br />
be downloaded from the <strong>QHA</strong> website (member log-in<br />
is required).<br />
As an employer, do I have to provide parental<br />
leave pay to an employee accessing parental<br />
leave under the Act, out of my own funds?<br />
There is no legal obligation for an employer to provide<br />
parental leave pay out of their own funds – it is optional<br />
to provide employer-funded parental leave pay.<br />
Employers still have to comply with the ‘paymaster’<br />
function for the Australian Government scheme, where<br />
funds are sent by the Department of Human Services<br />
(DHS) to the employer, who must then pay the funds<br />
to the employee.<br />
It’s important to comply with the Government<br />
scheme - A NSW company was recently ordered<br />
to pay a penalty of $98,700 and one of its directors<br />
was ordered to personally pay a separate penalty of<br />
$19,720, for breaching the Paid Parental Leave Act<br />
2<strong>01</strong>0 when they withheld Government parental leave<br />
pay from an employee. The company eventually paid<br />
the money …. five months late, after first giving the Fair<br />
Work Ombudsman a document which falsely said the<br />
payment had been made!<br />
Do casuals have an entitlement to unpaid<br />
parental leave?<br />
They will have an entitlement where, immediately<br />
before the commencement of the leave:<br />
• they are, or will be, a long term casual, having<br />
been employed by the employer on a regular and<br />
systematic basis over the last 12 months; and<br />
• they have a reasonable expectation of continuing<br />
employment with the employer on a regular and<br />
systematic basis.<br />
An employee is going to be taking a year off of<br />
unpaid parental leave. If they ask for another year<br />
off, does the employer have agree to this?<br />
The NES does allow an employee to request an<br />
extension of their originally agreed parental leave<br />
period, however there are several conditions to this.<br />
In this scenario, if the employee has already been<br />
granted 12 months of leave and asks for another<br />
year off, the employer can refuse the request only on<br />
reasonable business grounds. Please refer to the <strong>QHA</strong><br />
fact sheet titled ‘Parental Leave under the NES’ for<br />
more information about how to properly respond to<br />
parental leave extension requests from employees.<br />
Note: if the employee is part of a couple where their<br />
partner also takes unpaid parental leave in relation to<br />
the same child, the couple can only take a total of 24<br />
months of unpaid parental leave combined.<br />

Don’t forget – the Annual Wage Review (AWR)<br />
Decision released by the Fair Work Commission<br />
(FWC) means that minimum wages and some<br />
allowances in modern awards, including the<br />
Hospitality Industry (General) Award 2<strong>01</strong>0<br />
(‘HIGA’) have increased by 3.5%.The increase<br />
had effect from an employer’s first full pay<br />
period on or after 1 <strong>July</strong> 2<strong>01</strong>8.<br />
(Note: certain allowances called ‘expense<br />
related allowances’ do not change in line with<br />
the AWR and instead are varied by the FWC<br />
around the same time as the AWR Decision,<br />
based on certain Australian Bureau of Statistics<br />
figures).<br />

With breathtaking views of Table Top Mountain and<br />
the Lockyer Valley, Toowoomba is the regional capital<br />
for the Darling Downs and has been a major centre for<br />
commerce, industry and education.<br />
Thanks to its rich soils and ideal climate, Toowoomba<br />
has been popular with agriculture and pastoralists<br />
since the 19th century and is home to the famous<br />
Carnival of Flowers, held annually in September and a<br />
tradition that dates back to 1949.<br />
The flower carnival was originally concocted as a way<br />
to promote increased economic activity in the city<br />
following the hardship of war and on October 21, 1950<br />
it began with a street procession watched by a strong<br />
crowd of 50,000 people.<br />
Since then the event has gained momentum and<br />
continues to grow each year attracting tourists from far<br />
and wide. The 10-day event attracted a record crowd<br />
last year with 255,639 people attending in what has<br />
been a great drawcard for the town of Toowoomba.<br />
The town’s botanical history can be traced back<br />
to 1816 when an English botanist and explorer,<br />
Allan Cunningham arrived in Toowoomba collecting<br />
botanical specimens with fellow botanist Joseph<br />
Banks.<br />
As popularity for the region grew in the 1800s, so<br />
too did the settlements with schools and churches<br />
being built as well as three hotels by 1850 when<br />
the population reached 700. Wanting to become a

municipality in its own right, a petition of 100 names<br />
was presented to the then Governor Bowen with a<br />
request to become a city. Their wish was granted on<br />
November 24, 1860 and Toowoomba was proclaimed<br />
a municipality.<br />
Progression and development soon followed with a<br />
railway line, gaol, town hall, and hospital all built to<br />
accommodate the growing population. Many of these<br />
original buildings are still standing today with many<br />
heritage-listed buildings dotted throughout the town.<br />
In the central city and inner suburbs alone there are<br />
about 50 sites listed on the Queensland heritage<br />
register.<br />
In the town’s main thoroughfare of Ruthven Street,<br />
there are the Defiance Flour Mill and the neighbouring<br />
Foundry built circa 1911, Piggots Department Store<br />
(1910), The White Horse Hotel (c1900) and the clocktowered<br />
city hall (1900).<br />
Further walks around the town centre will uncover<br />
the railway station built in 1873 as well as St Patrick’s<br />
Cathedral constructed in 1883 and many more<br />
historical structures.<br />
Those who appreciate architecture and history will<br />
be truly captivated by the range of building styles<br />
documented throughout the town, from Victorian to<br />

Take a drive out of the city centre and you can<br />
discover architecturally-designed villas and cottages<br />
from the late 19 th to early 20 th centuries. Prior to 1931,<br />
houses were identified by names rather than numbers,<br />
so many of the heritage listed residences are known<br />
by name, such as Geeumbi, Tor and Weetwood all<br />
designed by notable architects of their time. With so<br />
much history preserved in architecture, visitors can<br />
take a guided architectural tour of Toowoomba.<br />
However, it’s not just buildings that are heritage listed,<br />
Toowoomba also has parklands that are protected<br />
including Picnic Point on Tourist Road. Its natural<br />
landscape offers expansive 180-degrees views from<br />
the north to the south along the escarpment and<br />
foothills of the Great Dividing Range and views to the<br />
world heritage-listed area of The Scenic Rim.

Toowoomba really appeals to everyone’s tastes as<br />
it is a big city offering country charm. Almost every<br />
corner has a story to tell from the houses and hotels to<br />
woolsheds and museums. The Woolshed at Jondaryan<br />
is the oldest and largest operational shearing shed in<br />
the world and offers structural recognition from the<br />
pioneer days of settlement and celebrates the rich<br />
cultural heritage and pastoral history of the Darling<br />
Downs region. Opened every day, the Jondaryan<br />
Woolshed has activities and demonstrations, museum<br />
and of course, damper.<br />
Part of the Queensland Museum Network is<br />
Toowoomba’s Cobb+Co Museum which is home to<br />
the National Carriage Collection. Visitors can interact<br />
with displays, exhibits, heritage trade workshops<br />
as well as revisiting Australia’s early transport era<br />
discovering how the 47 horse-drawn vehicles on<br />
display played an important role in the development of<br />
Queensland.<br />
For a spot of fresh air, there are plenty of half-day<br />
self-guided driving tours on the city’s regional council<br />
website (tr.qld.gov.au) where you can explore farming<br />
country, old pioneering villages, mountains and more.<br />

At end of <strong>July</strong> the Queensland Government will be<br />
supporting Responsible Gambling Awareness Week<br />
(RGAW), and we’d like you to join us.<br />
The government is committed to help Queenslanders<br />
stay within their limits, and promote how and where<br />
they can access support services if they feel gambling<br />
has become a problem.<br />
The annual event will be held from 30 <strong>July</strong> to 5 August.<br />
This year, we want your patrons to check-in with<br />
themselves and ask ‘how does your gambling stack<br />
up?’<br />
By now, your venue should have received RGAW<br />
2<strong>01</strong>8 collateral, including posters and brochures to<br />
display in the lead-up and during RGAW. Hotels with a<br />
gaming licence are at the frontline in getting these key<br />
messages out to their patrons.<br />
If you’d like more information on how to become<br />
involved in RGAW activities in your area, contact your<br />
local Gambling Help service.<br />
They assisted venue security with moving people on,<br />
identified potential hazardous situations and, referred<br />
matters to the Queensland Police Service (QPS) when<br />
required.<br />
In an evaluation, the officers have been described as<br />
an “excellent resource” to the SNP and the statistics<br />
back this up. The number of violent incidents generally<br />
trended downwards and, we also saw the number<br />
of referrals to QPS and the number of venue assists<br />
increase as the trial went on.<br />
Venue licensees, police and community<br />
representatives all commented that the presence of<br />
the security officers made a positive difference to their<br />
operations and to the safety of the community.<br />
One licensee commented, “Their contribution has<br />
absolutely assisted us in continuing to provide a safe,<br />
welcoming and controlled place.”<br />
SECURITY OFFICERS: ‘EXCELLENT<br />
RESOURCE’ FOR SUNSHINE COAST SNP<br />
A Sunshine Coast Safe Night Precinct (SNP) initiative<br />
that aimed to ensure ‘enjoyable, safe and respectful<br />
nights-out’ for patrons has been met with encouraging<br />
feedback after the completion of an eight-month trial.<br />
In October 2<strong>01</strong>6 the SNP local board were granted<br />
government funding to provide roaming security<br />
officers to patrol the Maroochydore precinct. Due<br />
to the success of this initiative further funding<br />
was granted in June 2<strong>01</strong>7 to employ additional<br />
roaming security officers to extend the service to<br />
the Mooloolaba precinct. This initiative will continue<br />
through to the end of December 2<strong>01</strong>8.<br />
The security officers are providing a visible presence<br />
and dealing with a number of issues including people<br />
drinking in public, heavily intoxicated people, violent or<br />
aggressive behaviours and public nuisance incidents.<br />

When it comes to complying with obligations relating<br />
to the sale of liquor, consider the case of two Sunshine<br />
Coast licensee companies as an example of what<br />
to avoid.<br />
The two companies were recently fined and convicted<br />
for breaches against the Liquor Act 1992, some of<br />
which related to the same Noosa nightclub.<br />
On 10 May 2<strong>01</strong>8, the Maroochydore Magistrates<br />
Court heard that the current owners of Rolling Rock<br />
Nightclub - Rolling Rock Nightclub Pty Ltd - sold nearly<br />
$40,000 worth of liquor between <strong>July</strong> and August<br />
2<strong>01</strong>7 without holding a liquor licence. This followed the<br />
company taking over the operation from Buddha on<br />
Hastings Pty Ltd, which was also unlicensed.<br />
Rolling Rock Nightclub Pty Ltd pleaded guilty to two<br />
breaches of the Act and were fined $15,000 with a<br />
conviction recorded.<br />
Then on 23 May 2<strong>01</strong>8, Buddha on Hastings Pty<br />
Ltd - pleaded guilty in the Maroochydore Magistrates<br />
Court to selling over $60,700 worth of liquor at the<br />
same venue without a licence from 20 May to 13 <strong>July</strong><br />
2<strong>01</strong>7, after they had taken over from the then licensee,<br />
Noosa Nightclub Pty Ltd.<br />
They were also fined $15,000 with a conviction<br />
recorded.<br />
Buddha on Hastings Pty Ltd faced additional charges<br />
relating to when they operated the Buddha on<br />
Hastings restaurant in Noosa.<br />
The court heard that following a number of complaints,<br />
OLGR and the Queensland Police Service executed a<br />
search warrant in May 2<strong>01</strong>7.<br />
As a result the owners were charged and pleaded<br />
guilty to six counts of supplying liquor at an<br />
unauthorised time on 23 separate days and four<br />
charges of allowing liquor to be consumed at an<br />
unauthorised time on 11 separate days.<br />
The company was fined an additional $30,000 and<br />
convictions were recorded against all charges.<br />
These convictions are a reminder to all parties looking<br />
to operate in the liquor and gaming industries they<br />
should be aware of their licensing requirements well<br />
before commencing operations. Any breach will<br />
be taken seriously and in this case the conviction<br />
matched the seriousness of the offence.<br />
In the event that a company purchases the business of<br />
another, there is still a requirement to apply to transfer<br />
the liquor licence.

ANNUAL LIQUOR LICENCE FEES<br />

Last year, more than $275,000 in fines were issued for<br />
selling liquor with a suspended or cancelled licence as<br />
a result of unpaid liquor licence fees.<br />
Annual liquor licence fee notices for 2<strong>01</strong>8 have now<br />
been mailed to licensees and are due for payment by<br />
31 <strong>July</strong> 2<strong>01</strong>8.<br />
I’d like to reiterate how important it is that you pay your<br />
annual fee by the due date. In doing this, you will avoid<br />
your licence being automatically suspended, and then<br />
being unable to sell liquor. If your fee remains unpaid<br />
for a further 28 days, your licence will automatically be<br />
cancelled.<br />

‘RESERVATIONS’<br />
Hoteliers whose venue offer gaming machines should<br />
ensure that they, and their staff are clear on how<br />
gaming machines can be reserved, when patrons wish<br />
to leave them temporarily and return to keep playing<br />
the same machine.<br />
If this process is not handled properly, there is potential<br />
for conflict to develop between patrons.<br />
The Rules Ancillary to Gaming allow for gaming<br />
machines to be reserved for a maximum of three<br />
minutes.<br />
Basically, there are three ways gaming machines can<br />
be reserved by a patron at your venue:<br />
• Using the machine’s ‘Reserve’ button is the<br />
preferred option to reserve a gaming machine as<br />
this functionality restricts the reservation to three<br />
minutes.<br />
• If your venue uses plastic, in-house ‘Reserve’<br />
signs, make sure you comply with the Rules<br />
Ancillary to Gaming. Requests by patrons to<br />
remove the signs should be agreed to when<br />
possible after three minutes, even if transferring<br />
credits/money off the gaming machine is required.<br />
If you find it difficult to comply with the Rules<br />
Ancillary to Gaming regarding these signs you<br />
should stop using them.<br />
• When membership cards are used in conjunction<br />
with site software (e.g. EZY Break or Break Away)<br />
the attendant alerts, received after three minutes<br />
of a machine being reserved, should be actioned<br />
promptly.<br />

This is the story two friends<br />
who dared to dream and set<br />
about realising that dream.<br />
Dave Johnson and Jimmy<br />
Young are a couple of mates<br />
who worked together in oil<br />
and gas. They lived on the<br />
Gold Coast and one day,<br />
while knocking back a few<br />
beers at Jimmy’s place,<br />
Jimmy said those seven<br />
words that so many have<br />
said before him: “I’ve always<br />
wanted to own a bar!” To which Dave replied, “I’ve<br />
always wanted to own a brewery!”<br />
They pulled out the butcher’s paper and started<br />
scribbling all of their ideas to open a craft beer<br />
brewpub in Brisbane. Whenever they hit a dead end,<br />
they said, “Chuck that out in the aether for now, and<br />
we’ll deal with it later.”<br />
Any other story would have ended there. Any other<br />
two guys would’ve woken up the next morning,<br />
perhaps slightly the worse for wear, and shrugged it off<br />
as a pipe dream that they could never pull off. Not this<br />
story however and not these guys.<br />
Dave, the creative, the ideas man, would never let his<br />
dream die. Jimmy, the perfectionist, the action man,<br />
would never stop before the job was done.<br />
Over months and years, the plans kept forming, the<br />
brew recipes kept evolving, the pieces kept falling<br />
into place, and the boys kept working. Obstacles fell<br />
in their path, but they pressed on in their labours with<br />
determination. And then, one fateful day at the start<br />
of 2<strong>01</strong>6, they signed a lease for a venue on Railway<br />
Terrace in Milton. Halfway through the year, their<br />
custom designed brewing system arrived on their<br />
doorstep.<br />
The following months had Jimmy and Dave working<br />
around the clock—fine-tuning equipment, ripping<br />
out all evidence of the previous tenants, building a<br />
brewpub from scratch… and of course, brewing<br />
enough ‘test batches’ of delicious craft beer to keep<br />
them hydrated during their marathon effort.<br />
Finally, at the end of 2<strong>01</strong>6,<br />
the day arrived. Six years<br />
of vision culminated in the<br />
doors swinging open, as the<br />
delights of Aether Brewing<br />
were made available to the<br />
people.<br />
It truly is a remarkable story<br />
of two mates simply having<br />
a crack and working their<br />
clackers off to realise a<br />
dream. And their dream<br />
is now expanding into an<br />
entirely new realm, their brewpub in Milton can’t keep<br />
up with demand and hence they’re looking to establish<br />
a production facility in Northgate. It would see them<br />
in a position to distribute on a sustainable level. They<br />
already have their own canning line that provides them<br />
the opportunity to put seasonals into cans and have<br />
their staples in stock.<br />
As for the venue itself, it isn’t some crowded beer hall,<br />
where the floors are sticky and you can’t hear yourself<br />
think. The place is quaint with a really friendly, relaxed<br />
vibe. It is a quality setup.<br />
You can pull up a stool at one of the custom-made bar<br />
tables, admire the shiny brewing tanks, and tap your<br />
foot to the music they’ve curated for your enjoyment.<br />
There’s 12 beers on tap—Aether’s six core range<br />
beers, three of their seasonal beers, and three guest<br />
beers. If you’re keen on a bite to eat, their menu has<br />
been designed with their beers in mind. In fact, the<br />
food produced is designed to match their beers, and<br />
their beers are designed to match their food.<br />
If you sneak out back, past the waterfall and up the<br />
stairs, there’s even a spacious function room with its<br />
own music system and a standing capacity of 90 with<br />
private catering packages available.<br />
Simply put, this is one brewpub that has already made<br />
its mark on the Brisbane hotel scene and with their<br />
sights set on an expanded production facility, Dave<br />
and Jimmy will no doubt get more of their Aether out<br />
into the aether.

In a state as rich in grapegrowing resources as Victoria<br />
— with regions such as the Yarra Valley, Heathcote,<br />
Geelong and the Grampians — Andrew Koerner, chief<br />
winemaker for Blue Pyrenees Estate, reckons that the<br />
central region of the Pyrenees is the pick of the state’s<br />
regions for cabernet sauvignon, arguably the king of<br />
red-grape varieties.<br />
“There is no doubt that the Pyrenees’ growing-season<br />
weather pattern of warm days and cool nights lends<br />
itself to long, slow and even ripening of cabernet<br />
sauvignon grapes,” he says.<br />
“This ripening season often culminates in warm, dry<br />
March weather to finish off this ripening process,<br />
producing intensity of flavour without compromising<br />
elegance and subtlety.”<br />
I can only nod in agreement, but add that several other<br />
Victorian regions would claim the same, so the proof<br />
has to be in the drinking.<br />
Last week I reviewed the superlative BPE 2<strong>01</strong>2<br />
Richardson Reserve Cabernet Sauvignon. This was<br />
certainly one of the best cabernets I have had the<br />
pleasure to taste, but at about $120 it should be<br />
outstanding.<br />
So what about something that Average Joe can afford.<br />
How does something like the standard BPE 2<strong>01</strong>5<br />
Cabernet reviewed this week stand up?<br />
Very well indeed, though I’m still a bit reticent about<br />
recognising Koerner’s claim, at least until presented<br />
by the indisputable results of a major multi-region<br />
Victorian taste-off.<br />

We were devastated to hear the news of two hotel fires<br />
in June which completely destroyed both buildings.<br />
The Victoria Park Hotel in Townsville and The Lyceum<br />
Hotel in Longreach – both iconic and historic buildings<br />
in their own right. Thankfully no one was injured in<br />
each case but obviously it was devastating for Robyn<br />
and Frack Sexton at the Victoria Park Hotel and Lethal<br />
McCracken at the Lyceum Hotel, along with all of their<br />
loyal patrons.<br />
Annual Liquor License Fees<br />
A simple courtesy reminder that annual liquor license<br />
fees are due and payable by 31 <strong>July</strong>. Please don’t be<br />
one of the venues caught with unlicensed trade on<br />
or after 1 August. The fines are significant and OLGR<br />
are unsympathetic to any excuse. If you have financial<br />
hardship there are payment options available to you.<br />

CUB got together with the <strong>QHA</strong> to hold the Pubs,<br />
