First up this month, I must congratulate all of the outstanding members that nominated<br />

for the 2023 Awards for Excellence. At our Awards Gala in June we saw over 1400<br />

members come together to celebrate the very best Queensland has to offer. This event<br />

marked the 30th year since the inception of the awards, and it is a true testament to<br />

the longevity of the industry to see so many familiar faces, many of whom were rising<br />

stars at the very first event and have now become the leading hoteliers of today.<br />

With incredibly tough competition, we recognised Tracy Hatch of the Wellshot Hotel,<br />

Ilfracombe as the Hotelier of the Year, The Langham Gold Coast as the Best Overall<br />

Accommodation Hotel, The Rix Hotel from Charters Towers as the Best Overall Hotel<br />

Regional and The Prince Consort as the Best Overall Hotel Metropolitan. We could not<br />

have asked for a more diverse group of members celebrated as leaders in our industry.<br />

This got me thinking about the upcoming Olympic and Paralympic Games in 2032.<br />

So much focus and conversation is centred upon the games. What I believe we are<br />

missing however is a greater vision beyond this event.<br />

It occurs to me that we need to change our focus. While there is incredible<br />

opportunities for members across the state as we welcome the world for a few weeks<br />

in 2032, the opportunities beyond this date are just as important. Queensland has a<br />

rare opportunity to establish a reputation for tourism and hospitality excellence that will<br />

last well beyond the few weeks of the games.<br />

Between now and 2032, many government programs will be looking to build<br />

infrastructure, support business development, attract new investment and train staff.<br />

As an industry, I would like to think that we can move beyond short-term pork-barrelling<br />

and set up our state for long term prosperity. It will take every member to achieve this.<br />

If a project is suggested, we should not automatically dismiss it or limit it to current<br />

needs. Imagine what will be needed if our tourism numbers double or triple – not for<br />

just a week, but for years. These are the kinds of big picture thinkers that our industry<br />

needs. We have them, as we saw at the Awards for Excellence. It is not a 9-year sprint<br />

but a marathon that needs to last beyond our lifetime.<br />

The 2023 <strong>QHA</strong> Awards for Excellence Gala<br />

Presentation Evening celebrated nearly 300 finalists<br />

across 45 award categories, showcasing the remarkable<br />

accomplishments of Queensland’s hotels. The evening<br />

was attended by more than 1,400 guests as we took a<br />

trip down memory lane celebrating the 30th year of the<br />

Awards for Excellence program.<br />

Tracy Hatch from the Wellshot Hotel in Ilfracombe was<br />

named Hotelier of the Year, thanks to her commitment<br />

to her local community and tireless efforts in supporting<br />

her local region. The Prince Consort Hotel in Brisbane’s<br />

Fortitude Valley took the title of Hotel of the Year –<br />

Metropolitan Division, while The Rix Hotel in Charters<br />

Towers took out the Hotel of the Year award for the<br />

Regional Division. In the Accommodation Division, The<br />

Langham Gold Coast took out the top honours as Hotel<br />

of the Year – Accommodation.<br />

REACHING OUT<br />

IN A TIME WHERE MENTAL HEALTH IS AT THE FOREFRONT OF THE AUSTRALIAN HOSPITALITY INDUSTRY, EMERGING<br />

TECHNOLOGY SUCH AS OK2PLAY? IS A SIMPLE AND EFFECTIVE OPTION FOR HELPING PEOPLE IN NEED.<br />

In acknowledgement of Gambling Harm Awareness<br />

Week, we thought it appropriate to shine a light on a<br />

product helping to create safer gambling experiences<br />

in venues across Queensland.<br />

OK2PLAY? is the leading player protection platform for<br />

the hospitality industry, and asks gamblers to confirm<br />

if they are okay to play in a discreet and seamless<br />

manner before they start gambling. Built by Australian<br />

tech company GPT, the technology was developed<br />

as a pathway for venue patrons to ask for assistance<br />

while also increasing the response speed of staff.<br />

The program prompts individuals to respond to the<br />

question ‘OK2PLAY?’ at various points in a hospitality<br />

location with gaming machines. While the patrons<br />

who respond ‘yes’ will have a relatively unchanged<br />

experience, for those feeling susceptible or uncertain,<br />

the technology triggers a private in-venue response<br />

from staff to assist, which will then allow the individuals<br />

to be linked with support services.<br />

CEO of OK2PLAY?, Bryan Te Wani, said the simple<br />

and effective technology bypasses all of the barriers<br />

society may put up for people seeking help.<br />

“The anonymity of technology means people don’t<br />

have to consider who they might ask, what they will<br />

say or what that person might think if they approach<br />

them for help.<br />

“It removes all those hurdles to capture patrons in<br />

action and prompt them to stop for a moment and<br />

consider, ‘Am I really okay to do this right now?’,” he<br />

said.<br />

Many venues throughout Queensland and New South<br />

Wales have embraced OK2PLAY?, with launches<br />

further planned in other venues and hotels over the<br />

coming months. In addition to protecting the people<br />

that need it in a respectful way, the technology also<br />

provides venues with staff protection, as the platform<br />

acts as the first level of detection for identifying at-risk<br />

individuals.<br />

Bryan said most importantly, the platform helps bring<br />

people together and allows those seeking help to have<br />

a human-to-human connection.<br />

“If a patron is no longer enjoying the experience and is<br />

struggling in that moment, venues should provide an<br />

exceptional level of care for these individuals and take<br />

their responsibility seriously, for the patron, the staff<br />

and the community.<br />

“What OK2PLAY? provides is a tool for protecting<br />

players while also protecting staff who have previously<br />

been responsible for the incredibly difficult task of<br />

recognising vulnerable patrons,” he said.

DELIVERING EXCELLENCE FOR QUEENSLAND PUBS AND HOTELS.<br />

The ink is fresh on a new Partnership Agreement<br />

between Tabcorp and the Queensland Hotels<br />

Association (<strong>QHA</strong>). The agreement cements Tabcorp’s<br />

three flagship brands, TAB, MAX and SKY, as<br />

Diamond Partners of the <strong>QHA</strong> for the next two years.<br />

This agreement also reaffirms TAB’s position as the<br />

exclusive wagering partner and sponsor to <strong>QHA</strong>. CEO<br />

of Tabcorp, Paul Carew, said it is a position which<br />

Tabcorp is very proud to maintain.<br />

“We have cultivated a strong and enduring partnership<br />

over the years, and now, we are thrilled to seize this<br />

opportunity to extend our support, opening up new<br />

avenues for innovation and mutual benefit for both<br />

Tabcorp, the <strong>QHA</strong> and its members,” he said.<br />

Chief executive of the <strong>QHA</strong>, Bernie Hogan, the<br />

<strong>QHA</strong> is always seeking to obtain the best operating<br />

environment for their members and patrons.<br />

“As the Tabcorp brands have been strong partners for<br />

many years, we were delighted to continue to work<br />

with them to improve the offering right across our state<br />

for members and patrons. We look forward to working<br />

This agreement is a continuation of a long running and<br />

rebate the cost of SKY Racing subscription fees for<br />

<strong>QHA</strong> members who are exclusive TAB venues.

BEING HELD AT ONE OF THE MOST REVERED<br />

HOTELS IN AUSTRALIA – EATONS HILL HOTEL AND<br />

The conference and expo is a highly regarded<br />

event for Australia’s leading pub operators and<br />

senior managers, and is usually held in Sydney and<br />

Melbourne. Now in its seventh year, the summit will be<br />

coming to the Sunshine State and hosted in the halls<br />

of The Comiskey Group’s award-winning venue from<br />

24 to 25 <strong>July</strong>.<br />

Established in 2016 and organised by Australian<br />

Hotelier magazine, the Pub Leaders Summit shines<br />

a light on the best practices and new trends in the<br />

industry while delivering ideas and inspiration to help<br />

publicans grow their business.<br />

This year the expo is being held over two days instead<br />

of one, with an optional half-day study tour of some<br />

of Brisbane’s most successful pubs being added<br />

to the itinerary. The tour has been put in place to<br />

inspire and provide networking opportunities for those<br />

participating in addition to giving visitors a look into<br />

how some of Australia’s industry leading publicans are<br />

running their venues.<br />

In addition to the tour, panels, presentations and<br />

conferences are also going to be centre stage and<br />

directly influenced by the topics needing the most<br />

attention in the industry, such current economic<br />

conditions, gaming regulations, food and beverage,<br />

staffing shortages and data and loyalty systems.<br />

The event will feature many of the industry’s leading<br />

speakers and influencers, from operators and<br />

regulators to publicans, suppliers and brewers.<br />

Some notable panellists and presenters include chief<br />

experience officer of Australian Venue Co., Marianne<br />

Mewett, interim managing director of ALH Hotels, Paul<br />

The Terrace opened in October last year along<br />

with fully upgraded toilet facilities and a renovated<br />

sports bar at the beloved family-owned Toowoomba<br />

establishment.<br />

Owner of the Southern Hotel, Richard Bowly, said off<br />

the back of Covid, he knew people were looking for<br />

more outdoor area options with fresh air and plenty of<br />

light.<br />

“We wanted to create a space that would be warm in<br />

winter, cool in summer and was really stylish.<br />

“Our guiding principle for The Terrace was that it<br />

would be attractive to and comfortable for our female<br />

patrons.<br />

“Our women customers are particularly discerning and<br />

appreciative of details. So I told our interior designer,<br />

Elena Harris, that I wanted it to be the kind of space<br />

she would walk into and go ‘wow’,” he said.<br />

Food is a key part of the ‘wow’ factor, and the bar is<br />

serving 1500 meals a week – almost on par with the<br />

restaurant.<br />

“We have eight different nationalities working in our<br />

kitchen, so we offer food that reflects that terrific<br />

diversity including Indian, Vietnamese and Sri Lankan.<br />

“If you can make an area work with food, then it’s<br />

sustainable. People aren’t just coming for a drink,<br />

they’re coming for a meal and to enjoy the outdoor<br />

atmosphere,” Richard said.<br />

favourite sporting events, and regular musical duos<br />

and solo acts are popular. But on a winter’s afternoon,<br />

the open fireplace is the biggest drawcard.<br />

“Everyone loves the combination of outdoor ambience<br />

and a roaring fire,” Richard said.<br />

Braille House has a long and positive history with the<br />

Queensland community, and first worked with the <strong>QHA</strong><br />

through a joint initiative during that memorable time<br />

when everyone had to scan QR codes before entering<br />

a venue.<br />

The project aimed to improve inclusivity for blind and<br />

low vision patrons in member venues throughout<br />

Queensland, and made QR codes more accessible<br />

for disadvantaged people who could scan them<br />

independently due to the simple addition of a raised,<br />

clear sticker.<br />

Richard Barker, general manager of Braille House,<br />

said approximately 900 <strong>QHA</strong> hospitality and tourism<br />

accommodation venues across Queensland had taken<br />

advantage of this initiative, however there are many<br />

ways that the association can help the hotel industry.<br />

“A significant way is by producing menus in large print<br />

and braille. People who are blind or have low vision go<br />

out for a drink and a meal the same as everyone else,<br />

so it makes sense to have a menu on hand that they<br />

can read independently. This is also a great way for<br />

hotels to demonstrate to their patrons that they value<br />

accessibility and inclusion.<br />

“We know that <strong>QHA</strong> and its members are committed<br />

to providing exceptional experiences for their patrons,<br />

and we also recognise that good intentions need the<br />

support of organisations like Braille House. We will<br />

always be here to assist <strong>QHA</strong> members,” he said.<br />

Of course, Braille House’s amazing work goes beyond<br />

the hotel industry. In Australia, less than 5% of reading<br />

material is produced in alternate format such as braille,<br />

meaning for every 100 books a sighted person has<br />

access to, a blind person has access to less than five.

Richard said Braille House recognises that, and<br />

understands through the power of literacy, braille<br />

supports blind and low vision people to live<br />

independently, attain their desired level of education,<br />

increase their opportunities for employment and<br />

interact with their communities.<br />

“In providing the tools to be literate, we are<br />

empowering blind and low vision learners, because<br />

recent research also indicates braille literacy is uniquely<br />

associated with well-being and self-esteem among<br />

legally blind adults. Participants who learned braille<br />

early in childhood reported the highest wellbeing levels.<br />

“People who are blind or have low vision deserve<br />

to have the same access as their peers to quality<br />

literature. Can you just imagine being the child that<br />

doesn’t get to read Dr Suess or Harry Potter because<br />

it isn’t available in braille? Here, we are striving to<br />

narrow the void and increase the availability of literature<br />

in alternate formats, and it’s heartening to know that<br />

our work matters and makes a difference,” he said.<br />

Braille House found its core purpose all the way back<br />

in 1897, when a group of seven ladies in Queensland<br />

met after realising there were many children in the<br />

colony of Brisbane who were blind and had no books<br />

to read.<br />

After Lady Lamington, the wife of Queensland’s<br />

eighth governor, attended the second meeting and<br />

agreed to be the group’s patron, the women made a<br />

commitment to learn braille and produce twelve books<br />

each, which were then displayed at an 1897 exhibition<br />

before being gifted to the children.<br />

Richard said the organisation’s library was established<br />

two years later, and ever since the Braille House has<br />

been providing reading material for blind and low vision<br />

children and adults.<br />

“In addition to teaching people how to read braille,<br />

the organisation has grown to include a free lending<br />

library which has thousands of braille and eBraille<br />

volumes that are available to borrow. We also produce<br />

‘Twin Vision’ books, where our team takes a children’s<br />

picture book and adds braille to it so that the same<br />

book can be read by both sighted and blind children<br />

at the same time. That way, parents who are blind or<br />

have low vision can also read to their sighted children.<br />

“Beyond books, we are also experienced in the<br />

provision of other large print and tactile resources such<br />

as menus, health information, QR code indicators,<br />

maps, models, emergency evacuation information<br />

packs and local neighbourhood watch newsletters. In<br />

programs with Brisbane and Ipswich City Councils, we<br />

also transcribe information such as business cards,<br />

documents, certificates and other important material<br />

into braille,” he said.<br />

Currently, The Braille House is actively working<br />

to secure funding to produce a package of<br />

materials designed exclusively for the Queensland<br />

accommodation, hospitality and tourism industry.<br />

These resources will help hotels and pubs learn crucial<br />

information about accessibility and inclusion to support<br />

blind or low vision patrons.<br />

The association runs a myriad of colourful events to<br />

raise funds for their cause. Richard said, with Lady<br />

Lamington being their first patron, the association<br />

proudly celebrates National Lamington Day on <strong>July</strong> 21<br />

every year and invites Australians to get together, enjoy<br />

a lamington and raise money for Braille House.<br />

“On a bigger scale, last year we held our inaugural<br />

Celebration of Friendship Golf Day and, with it being<br />

such a great success on many levels, we are actively<br />

planning our 2023 event which will be even bigger and<br />

better.<br />

“<strong>QHA</strong> members are warmly invited to join the event<br />

and raise much needed funds for Braille House.<br />

This year it will be held at Royal Pines on Friday 17<br />

November, and the format will see a midday tee off<br />

following an early lunch. There’s 18 holes of golf, drinks<br />

and dinner, plus amazing entertainment. Also included<br />

for under $500 per player is accommodation and a full<br />

breakfast the following morning.<br />

“Additionally, high on our list of priorities is to<br />

commence a fundraising initiative to build a fit<br />

for purpose facility to better accommodate our<br />

organisation and allow us to continue to serve the<br />

community through the great work we do,” he said.<br />

As the CEO of both the TAA and the new peak<br />

industry body – Accommodation Australia, Michael<br />

Johnson sure has a lot of things on his plate, but said<br />

he is quite thrilled with his new position, and that it was<br />

very humbling to get through the process.<br />

“The first opportunity to join the association came up<br />

about four years ago. I had just finished doing the<br />

redevelopment of Parkroyal out of Parramatta, so I<br />

thought it was such a great chance after so many<br />

years in the industry. I had been associated with the<br />

Australian Hotels Association (AHA) before, as an<br />

executive and on the New South Wales board, so the<br />

opportunity to actually take the CEO role for TAA was<br />

just a great transition for me.<br />

“These roles give you the opportunity to really benefit<br />

the industry as a whole. You get to have all of these<br />

connections to members and find out what is keeping<br />

them awake at night so you can make a difference.<br />

I have to say, it was a bit of an initiation by fire, that’s<br />

for sure, because I’d only been in the job for about six<br />

months when we got hit by a pandemic and started<br />

closing things up,” he said.<br />

As someone who has over 35 years of experience<br />

managing 5-star business hotels, resorts and tourist<br />

attractions across two countries, you could say<br />

Michael sports an in-depth understanding of the<br />

hospitality industry. Hailing from Sydney, his invaluable<br />

international insights, industry knowledge and skills<br />

have helped give the Australian accommodation<br />

industry the best possible representation at all levels of<br />

government.<br />

Preceeding all of that, however, Michael said his<br />

beginnings with the industry goes right back to the<br />

Southern Pacific Hotel Corporation in the 70s and 80s,<br />

where he started as a trainee washing dishes who had<br />

no idea where his life could possibly take him.<br />

“I effectively worked my way through the hotel<br />

departments, and it was after I’d been there for a few<br />

years that the general manager asked what I intended<br />

to do when I got out of there. I said I would probably<br />

have to go back to work, but then he said ‘Why don’t<br />

you call this work? I haven’t worked a day since I’ve<br />

been here, I’m just loving it.’ So he put me through<br />

an official traineeship, and I came out of it as a duty<br />

manager and then worked my way from food and<br />

beverage manager up to the general manager.<br />

“I was managing hotels in my early 30s. I did that<br />

for many years, and look, I was blessed. I managed<br />

some great hotels, from corporate venues to resorts in<br />

Brisbane City and right across Queensland. I managed<br />

Travelodge and Royal on the Park for a short period of<br />

time in addition to the Dockside Park Royal back in the<br />

early 90s. I also crossed the ditch a lot and managed<br />

hotels in Christchurch, New Zealand too,” he said.<br />

For Michael, and many others in the accommodation<br />

industry, it has been a long personal ambition<br />

to see one united voice speaking for Australia’s<br />

accommodation sector. The excitement has been<br />

palpable for the amalgamation of AAoA and TAA.<br />

A merger between the major national industry bodies<br />

has been attempted multiple times over the years,<br />

which is why, after years of organisation, finally<br />

having a peak industry body representing Australia’s<br />

economically important accommodation sector has<br />

been met with a collective sigh of relief. Michael said<br />

that the progression has been fantastic, and he still<br />

pinches himself that the amalgamation has finally been<br />

achieved.

“It’s been a long haul and I have to say it’s huge. We<br />

had a great working party in place – Steven Ferguson,<br />

CEO of the AHA, Ian Horne, CEO of AHA South<br />

Australia and Richard Munro, who was the previous<br />

CEO of AAoA.<br />

“It was great timing that we were able to come<br />

together under the direction of Scott Leech, who was<br />

our national board president, and also Simon McGrath<br />

and Julian Clarke, who were the president and vice<br />

president of the AAoA board.<br />

“They all came together and said this is the best time<br />

to do it. So the working party was formed, which<br />

allowed myself and Dean Long, who was CEO of<br />

the AAoA, to just focus on member requirements. It<br />

was full on – we were pushing into governments with<br />

JobSeeker and JobKeeper and there was a lot to do.<br />

“We made some great inroads though, and we had<br />

some great successes for the industry. We were<br />

probably working overtime for a while, but whether it<br />

was state government or federal government, we really<br />

felt like they were listening – they were very engaged<br />

with us,” he said.<br />

Along with being heavily involved in sorting out the<br />

nuances of bringing together two highly active industry<br />

bodies, Michael and the merging teams at the AA and<br />

TAA are also continuing to do what they do best –<br />

addressing issues to the government that keep hotelier<br />

members up at night.<br />

When asked about the big issues in the<br />

accommodation industry that are going to be tackled<br />

in the coming months at both federal and state<br />

levels, Michael said there is plenty happening in many<br />

different spaces.<br />

“I was in Canberra last week and we had good<br />

meetings with Senator Farrell, our tourism and trade<br />

minister. It was great to be able to talk with him about<br />

where we are at the moment because our international<br />

tourism is certainly building, but it’s not building at the<br />

speed we’d probably like it to be.<br />

“There’s been a lot of banter around saying we had<br />

all our eggs in one basket with China, but they were a<br />

huge contributor in 2019 with 1.4 million visitors.<br />

“We’ve had TAA over in China just recently, and Senator<br />

Farrell is actually going across with a delegation as well,<br />

not just for trade, but for tourism, because we really do<br />

need to see that start coming back.<br />

“There’s a few interesting things happening in the<br />

state space as well, including leave and outsource<br />

housekeeping, which we’re very dependent on in hotels.<br />

Portable long service leave is now also being legislated<br />

for the accommodation and food sector as well. So<br />

that’s a bit scary and something that we’re looking at,<br />

because that’ll start getting pushed into other states<br />

as well.<br />

“There is also affordable housing. That’s a big one<br />

happening across all of the states and everyone’s really<br />

feeling that at the moment. We’re seeing some reprieve<br />

in staffing with working holidaymakers, because we’re<br />

now slowly seeing them come back. I’m pleased to say<br />

that we’ve got over 133,000 working holiday makers<br />

back in the country, which is great. That’s only about<br />

10% down on what we had pre-pandemic. So that’s<br />

helping us in that labour force right around the country,”<br />

he said.<br />

It’s incredible, hard-working people like Michael and the<br />

day-to-day business of the AHA and TAA that ensures<br />

our industry maintains a positive line of communication<br />

with both sides of government right across the country.<br />

Which is important, because the closer the national<br />

hospitality and tourism sector is to government, the<br />

more successes the <strong>QHA</strong> will have for its members,<br />

supporters and the industry as a whole.<br />

“I often tell people to please contact me, because they<br />

always say, ‘Oh, we don’t want to bother you,’ but that’s<br />

why we’re here. We’re here to be bothered because we<br />

need to know what the issues are so that we can be<br />

fighting the good fight on behalf of our members.<br />

“I’m looking forward to getting up to Queensland again.<br />

We’ve got committees operating up there and it’s about<br />

to be more of a joint environment, which is amazing as<br />

well. There’s great representation for Queensland hotels<br />

and there’s nothing but good things happening for the<br />

future, so I’m really excited about that,” Michael said.<br />

<strong>July</strong> will mark the start of the FIFA Women’s World<br />

Cup and it’s an exciting time for so many fans who will<br />

be able to cheer on the Matilda’s at Suncorp Stadium<br />

- especially the growing number of young girls who are<br />

taking part in the game with their local football clubs.<br />

It’s great to see the Sunshine State will be hosting<br />

eight of the sixty-four matches, and we look forward to<br />

seeing many more major sporting events being held in<br />

Queensland over the coming years.<br />

I would like to acknowledge that it will be a<br />

particularly busy time for <strong>QHA</strong> members making it<br />

an opportune moment to remind licensees about<br />

their responsibilities regarding responsible service of<br />

alcohol (RSA), to ensure your patrons have a safe and<br />

enjoyable night out.<br />

All licensees must ensure they are compliant with their<br />

responsible service of alcohol (RSA) by taking the<br />

below steps:<br />

• Ensuring patrons are not supplied or able to<br />

consume liquor if they are unduly intoxicated,<br />

disorderly, or a minor<br />

• Making clean potable water available for patrons<br />

• Having policies and procedures in place that staff<br />

can refer to confirm there are no non-exempt<br />

minors on the premises<br />

• Ensuring there are sufficient ID checking processes<br />

in place<br />

Equally, we all have a role to play in making our<br />

venues a safe and inclusive environment for everyone.<br />

Unfortunately, women are still experiencing sexual<br />

harassment and other unwanted advances every day.<br />

The Palaszczuk Government is firmly committed to<br />

eliminating all forms of violence in our communities;<br />

and ensuring women are safe on a night out is part of<br />

that commitment.<br />

On a separate note, licensees should have received<br />

your licence renewal notice by email or post which are<br />

due by 31 <strong>July</strong>.<br />

It’s crucial that you do not let your licence lapse,<br />

otherwise your liquor licence will be automatically<br />

suspended and then cancelled after 28 days, should<br />

the fee remain outstanding. Wine licenses will be<br />

automatically suspended and then cancelled after 14<br />

days if the fee remains outstanding.<br />

ONE VENUE’S APPROACH TO CREATING A<br />

SAFER ENVIRONMENT FOR CUSTOMERS<br />

Recently the Office of Liquor and Gaming Regulation<br />

(OLGR) conducted a compliance inspection at the<br />

Porters Plainland Hotel and were impressed with the<br />

systems and procedures the hotel has put in place<br />

under their safer gambling strategies.<br />

As part of an OLGR initiative to showcase best<br />

practice in the industry, we spoke to the venue about<br />

how they are protecting customers from gambling<br />

harm and being alert to possible money laundering<br />

activity.<br />

Porters Plainland Hotel’s Gaming Manager, Kiana<br />

Austin, said the hotel’s approach to making the venue<br />

safer for patrons comes from the top.<br />

“Our General Manager Melissa Porter says she wants<br />

customers to come to our venue and spend their<br />

entertainment budget, not their grocery budget,” Mrs<br />

Austin said.<br />

The hotel has introduced a commercial IT solution<br />

with a real time mobile interface which is improving<br />

their capacity to record incidents, prepare reports, and<br />

better prepare them for their compliance checks.<br />

According to the venue, the mobile solution has<br />

significantly improved communication between gaming<br />

staff and management, in turn providing a safer<br />

environment for patrons.<br />

“We are now much better at supporting staff in<br />

recognising the signs of gambling harm and that is<br />

evidence in our compliance checks.<br />

“It’s all about getting to know your customers better<br />

and recognising when you may need to intervene or<br />

offer some advice or help,” Mrs Austin said.<br />

It’s important to note that many actions taken by<br />

venues towards identifying and responding to signs<br />

patrons may be at risk of gambling harm are also<br />

relevant to identifying signs of potential criminal activity<br />

including money laundering and counter-terrorism<br />

financing.<br />

Criminals are known to use machine gaming at pubs<br />

and clubs to launder the proceeds of crime.<br />

There are several things you can do to protect your<br />

business and the community from serious and<br />

organised crime.<br />

If you see behaviours of concern, it does not<br />

automatically mean your customer is breaking the<br />

law. But it is a red flag, and you should look out for it,<br />

manage it and consider reporting it.<br />

Be aware if you are seeing something that doesn’t<br />

seem right. It may involve a regular or a new customer.<br />

Be on the lookout for unusual activity, including<br />

customers who are attempting to buy winning tickets<br />

from other patrons; patrons with no known relationship<br />

sharing funds; asking for cheques or EFTs to be written<br />

in someone else’s name; or regularly gambling large<br />

amounts of cash and/or have very high turnover.<br />

Venues looking for resources and information to help<br />

their customers experiencing gambling harm can<br />

access advice on the Business Queensland website.<br />

• Venues should also familiarise themselves with<br />

the developed Australian Transaction Reports and<br />

Analysis Centre’s (AUSTRAC) materials, including:<br />

• A new video which includes examples of what<br />

behaviours to be aware of that may indicate<br />

suspicious behaviour<br />

• An updated brochure for pubs to print and share<br />

with staff to outline AML/CTF tips to help protect<br />

their business<br />

• A streamlined version of the ‘be aware, be alert’<br />

poster to help you understand the myths and facts<br />

relating to money laundering and terrorism financing<br />

• A myths and facts poster to help you and your staff<br />

understand the myths and facts relating to money<br />

laundering and terrorism financing.<br />

With technological and sociological advancements, all<br />

retailers and providers have been forced to consider<br />

a revamp of their services and the mediums through<br />

which those services are provided to the public. This<br />

is no different for hotel operators, who have had to<br />

continue to evolve their offerings in order to meet<br />

the changing demands of their patrons. With such<br />

advancements have also come various methods and<br />

offerings through which patrons may get involved in<br />

wagering.<br />

Wagering is offered by a variety of providers<br />

throughout Queensland and Australia through inperson<br />

and online services. The essence of wagering<br />

is the investing of money on an event or contingency<br />

with the hope of a return on the investment based on<br />

the result or outcome of that event or contingency.<br />

The investment may either yield some or no returns<br />

depending on the wager (including the amount of the<br />

wager) and the outcome of the event or contingency.<br />

There are many ways through which a person may<br />

utilise the services of wagering providers to make a<br />

wager, including in-person, by telephone, through an<br />

automated device or online. All of these methods may<br />

be susceptible to some form of error, whether it be of<br />

a technical or clerical nature, which could result in a<br />

person engaging in wagering to seek a return that is<br />

more than the expected return for which they betted.<br />

For example, a person may wager on a sporting<br />

event and choose to place their wager online. The<br />

intended wager is for $10.00 with an expected<br />

return of $100.00, however, due to a system fault<br />

the wager is recorded as $100.00 with only $10.00<br />

being deposited. In the event the player has a winning<br />

bet, they may claim for a larger return than they are<br />

entitled to.<br />

The wagering provider may have their own terms and<br />

conditions which address such issues, however for<br />

the hotel operator, the problem is then whether they<br />

are required to pay the higher return to the player. This<br />

can be a difficult issue to navigate, as on the face of it,<br />

it would appear the player can claim and receive the<br />

higher return.<br />

However, this is not correct. The return on the player’s<br />

investment is calculated from the amount of the<br />

investment. Where this has been recorded incorrectly<br />

due to a technical failure or other error, it will generally<br />

render the bet void with a refund of the amount the<br />

player actually wagered. This is regardless of whether<br />

the player offers to pay the difference for their actual<br />

investment and the investment recorded on their<br />

wager.<br />

Betting providers will have extensive terms and<br />

conditions that will determine how such an issue may<br />

be resolved. It can also depend on whether the error<br />

is discovered before or after the event upon which<br />

the bet is placed has commenced. If you experience<br />

this issue, it is important to refer to the terms and<br />

conditions of the relevant betting provider and then to<br />

make a determination as to whether the bet is void.

Of course, what else would you expect from The<br />

Caxton Hotel – one of Brisbane’s most beloved<br />

pubs situated just a short walk away from Suncorp<br />

Stadium and so closely tied to Queensland’s fierce<br />

love of sport.<br />

The family owned and operated hotel has firmly<br />

established itself as state icon, and has been a<br />

landmark watering hole for many sports teams<br />

and their fans for over a century. Drawing upon the<br />

original, exposed brick features of the building, the<br />

hotel is a warm and inviting place, with plenty of<br />

iconic Queensland sporting memorabilia lining the<br />

walls and adding to its charm.<br />

Hotel Administrator at The Caxton, Kath Potter,<br />

said they would like to think it’s their family<br />

hospitality that makes them stand out from the<br />

rest, but in reality, it’s also their passionate sporting<br />

association with Suncorp Stadium.<br />

“Our emphasis on sport is obvious with the number<br />

of big screens and televisions we have right across<br />

the entire hotel.

“Our very loyal locals, fondly known as ‘the bar flies’,<br />

are a regular mainstay of the hotel’s business. They<br />

really present the venue more as a social sporting club<br />

than a public house.<br />

“Food is a very important component to The Caxton,<br />

as we serve staple pub classics from our Café kitchen<br />

and our Char Grill Steak Restaurant. Both have been<br />

award winners multiple times at the <strong>QHA</strong> Awards for<br />

Excellence, which we are really proud of,” she said.<br />

Of course, the hotel has a rich history with rugby<br />

league in Queensland, dating all the way back to<br />

150 years ago, when its owner, Steve Farquhar, won<br />

several first-grade premierships with Eastern Suburbs<br />

Rugby League Club and played several games for<br />

Queensland prior to it becoming the State of Origin<br />

series.<br />

The Caxton was previously built in 1876 on the other<br />

side of the iconic Caxton Street, which was then called<br />

Government Road. After a fire consumed the hotel<br />

beyond repair, the building was rebuilt in 1884 on its<br />

current site and has been a local favourite ever since.<br />

Kathy said the original building has been refurbished<br />

several times with major upgrades to the iconic<br />

Cauldron Bar and Restaurant areas, all of which were<br />

undertaken by the Farquhar family in 2007 and 2010.<br />

“The Caxton means an awful lot to the Farquhar family,<br />

as they have been operating the hotel for 26 years. As<br />

Ross often says, ‘you think we’d know how to operate<br />

it by now’.<br />

“These days, the hotel is deeply connected to State<br />

of Origin, with all of Queensland’s games being played<br />

at Suncorp Stadium. We also have a wonderful<br />

relationship with the Brisbane Broncos, as many past<br />

players are among our regulars,” she said.<br />

Along with its lasting tradition of staying family owned<br />

and operated, The Caxton has also maintained its<br />

reputation as a true ‘sportspersons’ hotel. Even from<br />

its early days of operation, the venue has brought<br />

a multitude of sporting activities to visitors – from<br />

rowing clubs, to boxing matches, to its most infamous<br />

relationship with Rugby League.<br />

The Caxton has indeed found particular notoriety in<br />

recent history with State of Origin matches, providing<br />

fans of the sport with a party atmosphere in the true<br />

Queenslander spirit. The venue is as famous as ever for<br />

being recognised as the place to be on Origin night.<br />

Kath said their hotel is unashamedly very connected to<br />

the local community with sponsorships of local rugby<br />

league, rugby union and touch rugby league teams.<br />

“We are also very proud of our support for the local<br />

music industry, as we feature many multicultural events<br />

such as Seafood Festival, Brazilian Carnival and our<br />

Craft Park Parties.<br />

“The hotel is upgraded regularly in terms of furnishings<br />

and paintings, however to accommodate more<br />

community events we are currently undergoing major<br />

renovations to our number one function area – The<br />

Haunt.<br />

“The carpark is also undergoing extensive refurbishment<br />

as we use this area as a temporary beer Garden on<br />

Suncorp Stadium event days. This area is extremely<br />

popular with all of the football supporters,” she said.<br />

With such a rich history steeped in sporting passion<br />

and grand final celebrations, the hotel will surely be<br />

there for every kick-off in the years to come. Kathy<br />

said the owners are very proud of the legacy that is<br />

The Caxton Hotel, and over the years they have done<br />

nothing but improve its reputation as Queensland’s<br />

leading sports hotel.<br />

“This is all the more incredible when you consider that<br />

the two brothers are always 100% correct, yet never<br />

agree on anything. The Farquhars very much appreciate<br />

the wonderful contribution made by their incredible<br />

staff,” she said.

Hiring and training new staff can be a stressful process<br />

as employers juggle a gap in their business, but it is a<br />

process no employer can avoid.<br />

Recruitment is an opportunity for both the employer<br />

and candidate to determine if they could be a good<br />

match for the vacancy. The onboarding stage is an<br />

opportunity to train and set expectations with the<br />

new employee, setting them (and subsequently, the<br />

employer) up for the best chance of success.<br />

This article provides an overview of key considerations<br />

when undergoing the recruitment and onboarding<br />

process. The <strong>QHA</strong>’s Employment Relations (‘ER’)<br />

team can provide specific advice to <strong>QHA</strong> members<br />

regarding the below considerations.<br />

Reference checks<br />

The recruitment process generally involves an<br />

application, interview, reference check and offer of<br />

employment. Employers are encouraged to complete<br />

reference checks for all roles before making an offer of<br />

employment.<br />

Reference checks should ideally be completed with<br />

the candidate’s previous supervisor or manager. It<br />

is important that any questions are focused on the<br />

candidate’s skills, performance, conduct, employment<br />

type and length of employment.<br />

Unpaid trials<br />

It may be common practice in your business to use<br />

unpaid work trials to evaluate if a candidate can<br />

demonstrate the required skills for the vacancy.<br />

Employers should think of this unpaid trial as a skills<br />

demonstration instead, where the candidate is given<br />

the opportunity to demonstrate their skills where<br />

relevant to the position.<br />

Employers are recommended to ensure that the<br />

candidate is under direct supervision for the length of<br />

the skills demonstration and the it is only for as long as<br />

needed to demonstrate the skills required for the job.<br />

Qualifications<br />

If the position requires a mandatory qualification,<br />

employers are encouraged to get, or site, a copy<br />

of this before making an offer of employment. If<br />

employees have a set period to obtain the qualification,<br />

employers are encouraged to set reminders to ensure<br />

that it is provided in time.<br />

Applicable industrial instrument and<br />

classification<br />

Determining the industrial instrument, such as the<br />

modern award or enterprise agreement, that applies<br />

to a vacancy is an essential step in the recruitment<br />

process to determine what conditions and entitlements<br />

must be offered. If a position does not fall within<br />

a modern award, such as the Hospitality Industry<br />

(General) Award 2020 (‘HIGA’), it may fall under a<br />

different modern award or be award-free. Once you<br />

have determined the correct industrial instrument, you<br />

will need to determine the applicable classification<br />

level that applies based on the duty and qualification<br />

requirements of the position. The <strong>QHA</strong>’s ER team can<br />

assist employers to determine the correct industrial<br />

instrument and classification which applies.<br />

Employment type<br />

Employers are recommended to assess which<br />

employment type is the best fit for their needs and<br />

the vacancy they are recruiting for. Under the HIGA,<br />

the available options are casual, part-time and fulltime.<br />

Each employment type has unique conditions,<br />

particularly with regards to how the hours of work may<br />

be performed, so it is important that employers are<br />

across the specific conditions which apply.<br />

Wage and salary<br />

Once employers have determined the applicable<br />

industrial instrument and classification, this will<br />

provide the minimum remuneration amount that can<br />

be compensated to an employee. Employees can<br />

be remunerated through an hourly rate or a salary.<br />

Employers should be wary that there are specific<br />

provisions under the HIGA which apply to salary<br />

arrangements. The <strong>QHA</strong>’s ER team can provide advice<br />

on which arrangement will work best for the employer.<br />

Employment contracts<br />

Employment contracts set out the agreed conditions of<br />

employment. Issuing a contract is an integral step as<br />

it ensures both parties are on the same page of what<br />

the employer is offering, and assists the employer to<br />

meet record keeping requirements provided by the Fair<br />

Work Regulations 2009. The <strong>QHA</strong> has employment<br />

contract templates available for purchase on its<br />

website. Employers are required to issue contracts for<br />

all employees, including casuals.

Fair Work Information Statement<br />

Before, or as soon as practicable after an employee<br />

starts employment, the Fair Work Act 2009 (‘Act’)<br />

provides that they must be provided with a copy of<br />

the Fair Work Information Statement. If casual, they<br />

must also receive a copy of the Casual Employment<br />

Information Statement. Employers are not required<br />

to provide these statements more than once in 12<br />

months, which is relevant if an employee ends and<br />

re-commences employment within 12 months.<br />

Effective from 6 December 2023, employers will also<br />

be required to issue the new Fixed Term Contract<br />

Information Statement to new employees on fixed and<br />

maximum term contracts.<br />

Position descriptions<br />

Position descriptions are a great tool for assisting<br />

candidates and helping new and existing employees<br />

understand the expectations of the position. The <strong>QHA</strong><br />

has position descriptions available for purchase on its<br />

website and as part of its HR Manual.<br />

New starter training - policies<br />

Policies and procedures are an essential tool to<br />

assist employers managing compliance risk and<br />

communicate expectations to employees. Employers<br />

should ensure they have clear policies in place and<br />

that these policies are communicated to new staff. The<br />

<strong>QHA</strong>’s HR Manual includes multiple template policies<br />

such as:<br />

• code of conduct<br />

• sexual harassment, bullying and discrimination<br />

• workplace health and safety<br />

• fitness for duty<br />

The <strong>QHA</strong>’s template policies also include an<br />

acknowledgement section for the employee to confirm<br />

that they have read and understood the policy.<br />

Health and safety<br />

Employers have a duty of care to employees under<br />

the Work Health and Safety Act 2011 to provide a<br />

safe work environment and provide workers with<br />

information, training, instruction and supervision<br />

needed to reduce their risk of harm at work. For new<br />

employees this may include:<br />

• training in safety procedures and responsibilities<br />

• training in reporting incidents, hazards, injuries or<br />

near misses<br />

• evacuation procedure, emergency exits and first aid<br />

Minimum Employment Period (MEP)<br />

MEP is the period in which an employee cannot<br />

lodge an unfair dismissal application to the Fair Work<br />

Commission if their employment ends.<br />

The MEP is often referred to as ‘probation’, however<br />

MEP is the legal term. The Act prescribes that for<br />

employers with fewer than 15 employees, the MEP is 6<br />

months, for employers with more than 15 employees,<br />

the MEP is 12 months.<br />

Employers are recommended to keep track of an<br />

employee’s MEP, provide proactive feedback, and<br />

keep notes of performance or conduct discussions.<br />

Setting reminders half way through their MEP and<br />

one month out from its end is a good method for<br />

reviewing whether the employee is on-track to pass<br />

their upcoming MEP. The <strong>QHA</strong>’s ER team can provide<br />

advice to members who are considering dismissing<br />

an employee within their MEP, as there are other<br />

external claims an employee may make regarding the<br />

dismissal.<br />

Uniform<br />

Under the HIGA, if an employee is required to wear<br />

special clothing the employer must provide it to the<br />

employee or reimburse them for the cost. Special<br />

clothing is defined in clause 26.6(a) of the HIGA and<br />

common examples include uniforms (e.g. shirts with a<br />

company logo) and items worn for health and safety<br />

reasons (e.g. protective aprons or footwear).<br />

Upon commencement of employment, the employer<br />

may require the employee to sign a receipt for any<br />

special clothing supplied or paid for by the employer.<br />

Upon ceasing employment, the employer can use this<br />

receipt and deduct from wages owed to the employee<br />

the value (as stated on the receipt but allowing for<br />

fair wear and tear) of any item of special clothing not<br />

returned to the employer, unless it was damaged, lost<br />

or stolen.<br />

School-based apprenticeships and traineeships allow<br />

students to study at school while getting on-the-job<br />

experience through training and gaining a nationally<br />

recognised qualification in a trade or occupation.<br />

A school-based apprenticeship or traineeship will<br />

generally commence in Years 10, 11 or 12 while<br />

studying for their Queensland Certificate of Education<br />

(QCE). Some of the most popular courses are<br />

business, hospitality, fitness and sport, construction<br />

and recreation. An average of 5000 Queensland<br />

students finishing Year 12 have participated in a<br />

school-based apprenticeship or traineeship.<br />

Why do an apprenticeship/traineeship at school?<br />

Students who study a apprenticeship/traineeship can:<br />

• study at school and get paid on-the-job experience<br />

while being trained and working towards a<br />

qualification in a trade (apprenticeship) or<br />

occupation (traineeship)<br />

• be trained in trades like electrical, plumbing,<br />

and automotive and industries like business<br />

administration, information technology and tourism<br />

• access learning opportunities that suit young<br />

people with more practical learning styles<br />

• gain skills towards a nationally recognised<br />

qualification (Certificate II, III, or higher)<br />

• have the chance to build a relationship with a<br />

potential employer for when they leave school<br />

• gain skills and experience to help them go on to<br />

university down the track<br />

How many credits does an apprenticeship or<br />

traineeship earn towards the QCE?<br />

Different VET courses and school subjects can earn<br />

different points towards a student’s QCE. For a schoolbased<br />

apprenticeship, the maximum credit available is<br />

6, and for a school-based traineeship, the maximum<br />

credit available is 8. The number of credits a student<br />

can earn a will depend on the skills they learn and the<br />

hours they complete before they finish Year 12.<br />

When does a student complete their schoolbased<br />

apprenticeship or traineeship?<br />

Usually, it takes longer to complete an apprenticeship<br />

or traineeship at school, because school-based<br />

apprentices and trainees work fewer hours.<br />

Students can generally complete their traineeship while<br />

at school depending on the length of the traineeship,<br />

the point the student started the traineeship and the<br />

level of the qualification. If you don’t complete your<br />

traineeship before graduating, you can continue by<br />

converting it to part-time or full-time and continuing to<br />

work with your employer until you complete it.<br />

You can’t complete your apprenticeship during high<br />

school because apprenticeships take longer. But you<br />

can start one at school, convert to part-time or fulltime<br />

once you graduate and continue to work with<br />

your employer until you’ve completed it.<br />

Your role as the parent or carer<br />

If your teen wants to do a school-based<br />

apprenticeship or traineeship, they will need your<br />

support along the way:<br />

• they may need your help in finding out how to enrol,<br />

and in working with the school to set things up<br />

• you’ll need to give your consent if they are under 18<br />

years of age unless they are living independently<br />

• while your teen is doing a school-based<br />

apprenticeship or traineeship, you’ll need to stay in<br />

touch with the school and your teen’s employer to<br />

let them know if your teen cannot attend work or<br />

training (due to illness, for example)<br />

• if your teen changes schools, you’ll need to talk to<br />

the new school to find out if your teen can continue<br />

their apprenticeship or traineeship there.<br />

School-based apprenticeships and traineeships<br />

are not for everyone, so it’s important the student<br />

considers all of their options before making a decision<br />

about their learning pathway.

ENERGY MATTERS<br />

Energy continues to be a growing cost to all<br />

Queenslanders and particularly to the hospitality<br />

and hotel sector. For this article I have engaged the<br />

expertise of long term <strong>QHA</strong> Partners, Trans Tasman<br />

Energy Group (TTEG), who can assist members to<br />

manage costs and identify new profit opportunities by<br />

providing insights on how to:<br />

• minimise energy charges through smart<br />

practices including market timing, group<br />

procurement, contract length selection, diligent<br />

assessment of offers and never leaving your<br />

contract renewal to the last minute<br />

• minimise energy consumption through<br />

onsite practices, monitoring equipment, voltage<br />

optimisation and power factor correction<br />

• effectively consider new energy initiatives<br />

including solar, electric vehicles and batteries<br />

• assess network (supply) charges from Ergon<br />

and Energex — as demand patterns change, up to<br />

1 in 15 sites are simply paying too much<br />

• benefit from profit opportunities including<br />

electricity on-selling to tenants and potentially<br />

demand response if you have an on-site generator<br />

or can shut down load<br />

• prevent procurement disasters — TTEG can<br />

provide insights to help you spot opportunistic<br />

behaviour and to identify any rogues<br />

• regard the electricity market’s operation, updates<br />

on market conditions and pricing plus information<br />

regarding any market wide regulated pricing<br />

An example of regulated change is the recent<br />

Queensland Competition Authority notification. From<br />

1 <strong>July</strong>, small business customers will be charged an<br />

extra 21.9% more in south-east Queensland (Energex<br />

region) and a potentially an extra 26.1% more in<br />

regional Queensland (Ergon region). Energy continues<br />

to be a growing cost to all.<br />

The increases will apply to customers billed via a single<br />

bundled c/kWh rate. This includes bottle shops and<br />

smaller hotels typically spending less than $25,000<br />

p.a. The dollar amounts shown above appear to be for<br />

low users of around 5 MWh p.a. As a bottle shop may<br />

use 60 MWh p.a. the increases are potentially in the<br />

range of $9,000 p.a. in south-east Queensland and<br />

$6,000 p.a. in regional Queensland.<br />

1 <strong>July</strong> price increase - large electricity customers<br />

Larger hotels don’t escape a price review, but it will be<br />

applied differently. Larger sites are typically billed via<br />

an unbundled price with the energy, network (poles<br />

and wires) and environmental charges billed by their<br />

individual components to provide the total bill.<br />

The Ergon and Energex network charge component as<br />

approved by the Australian Energy Regulator (AER) will<br />

also change from 1 <strong>July</strong>.<br />

Ergon and Energex have multiple network tariffs, but<br />

as a rough guide we predict a 6 to 8% increase on the<br />

network charge component in south-east Queensland<br />

and a 3% increase in regional Queensland.<br />

Energy component<br />

For larger sites, a major component of your bill is the<br />

energy component. The Australian electricity market is<br />

the most volatile in the world as the spot traded price<br />

can move from $100/MWh (ie 10c/kWh) to $15,000/<br />

MWh (ie 1500 c/kWh) in 30 minutes! This partly<br />

explains why you have a short validity period when<br />

looking at new contracts.<br />

The chart below shows prices are currently being<br />

traded to 2026. This means we can lock prices today<br />

for any period to 2026. To take advantage of any future<br />

lower prices, we suggest a procurement strategy in<br />

place so you can lock in prices when they are low.<br />

What can I do now?<br />

• review your energy contracts, establish your end<br />

date and have a procurement strategy in place<br />

• for any electricity agreements expiring within<br />

the next three years, be prepared to enter into<br />

contracts from today<br />

• take steps now that will help secure favourable<br />

pricing and contract terms and ensure the financial<br />

stability and smooth operations of your business<br />

ONE STRONG VOICE FOR THE<br />

ACCOMMODATION INDUSTRY<br />

The amalgamation of AHA TAA (Tourism Association<br />

Australia) and AAoA (Accommodation Association of<br />

Australia) became effective from 1 <strong>July</strong> 2023.<br />

The new entity is named Accommodation Australia<br />

(AA) presenting one peak industry association<br />

representing the accommodation industry throughout<br />

Australia with a strong, united and effective voice to all<br />

levels of Government.<br />

The Fair Work Commission first considered and<br />

approved an application for a “community of interest”<br />

between the AAoA and AHA and agreed that the<br />

proposed new rules provide for fair representation<br />

of all accommodation members. Getting to this<br />

point has required the AHA to change its National<br />

Registered Organisation rules to create a National<br />

Accommodation Division (Accommodation Australia)<br />

to which any accommodation member of any State<br />

branch of the AHA (including <strong>QHA</strong>) will automatically<br />

become a member.<br />

The amalgamation will establish one powerful<br />

and unified national voice for the thousands of<br />

accommodation businesses within the tourism and<br />

accommodation industries throughout Australia by:<br />

• maximising their influence and lobbying strength<br />

with all levels of government;<br />

• placing the accommodation industry into a strong<br />

leadership position in relation to the tourism<br />

industry, which is a major contributor to the<br />

Australian economy;<br />

• it will eliminate any potential division and<br />

competition between two organisations in the<br />

accommodation industry;<br />

• bringing together senior and experienced personnel<br />

from each organisation to jointly serve the one<br />

cause in the interests of the combined membership;<br />

• giving members throughout the accommodation<br />

industry support on matters of common interest,<br />

through access to the resources of the AHA’s<br />

national and Branch offices (<strong>QHA</strong>);<br />

• combining the resources and capacity of both<br />

organisations to drive membership growth and<br />

organisational influence.<br />

SUPERANNUATION<br />

SUPER CHANGES FOR THE NEW FINANCIAL YEAR<br />

<strong>QHA</strong> REVIEW | 42<br />

It’s been a busy few months for superannuation<br />

news, particularly following the Federal Budget<br />

announcement in May. As the end of the financial<br />

year approaches, we’re working to ensure Hostplus<br />

employers are aware of important super changes that<br />

are coming up.<br />

Increase to the Superannuation Guarantee rate<br />

The most time-critical change to be aware of is the<br />

increase to the Superannuation Guarantee (SG). The<br />

SG rate will increase from 10.5% to 11% from 1 <strong>July</strong><br />

2023. The rate is legislated to increase by 0.5% each<br />

financial year until it reaches 12% on 1 <strong>July</strong> 2025.<br />

Payday super legislation<br />

The government also announced its intention to<br />

change the way employers pay super. From 1 <strong>July</strong><br />

2026, pending legislative approval, employers will<br />

need to pay super to their employees at the same time<br />

as their salary and wages. Employers are currently<br />

required to make SG payments at least quarterly, so<br />

this could be a significant administrative change.<br />

Increased tax on high super balances<br />

A taxation change to super announced earlier this<br />

year was also included in the May Federal Budget.<br />

From 1 <strong>July</strong> 2025, any investment earnings on the<br />

portion of a person’s balance over $3 million will be<br />

taxed at 30%. Investment earnings on the portion of<br />

a balance under $3 million will continue to be taxed<br />

at 15%. Investment earnings in account-based<br />

pension accounts will continue to be tax free.<br />

Because Hostplus manages super taxation for our<br />

members, this change won’t have an impact on<br />

employer administration.<br />

Exceptional. One of the<br />

most enjoyable lagers I<br />

have tasted in the last<br />

4 to 5 years. Indeed, it<br />

conjured up memories of<br />

sharing a longneck lager<br />

with my pop some 30<br />

years ago, albeit with a<br />

little less bitterness. Over<br />

the last week I have tried<br />

a few of the Scarborough<br />

Harbour Brewing beers<br />

and predict they are sure<br />

to become a powerhouse<br />

in the independent<br />

brewing scene.<br />

You will often hear me<br />

raving about a double IPA<br />

but perhaps seem less<br />

enthusiastic about other<br />

tipples. That couldn’t be<br />

further from the truth,<br />

particulary when it comes<br />

to this all-Queensland<br />

alcoholic ginger beer. It’s<br />

nothing short of incredible.<br />

If you’ve had your fill of<br />

beer, there’s nothing more<br />

refreshing then a super<br />

spicey (that’s what I love<br />

about it over and above<br />

any others), fresh ginger<br />

hit with notes of lime and<br />

chilli. It’s the best alcoholic<br />

ginger beer I have ever<br />

tried by a country mile. As<br />

I previously mentioned, it’s<br />

also 100% Queensland<br />

made.<br />

What on earth is this and<br />

where did it come from?<br />

I knew nothing of this<br />

rum before tasting it, but<br />

it sure got my attention.<br />

One minute I’m enjoying<br />

an incredible Maroons<br />

State of Origin victory and<br />

decide to enjoy a victory<br />

rum and the next minute<br />

my mind is blown. What<br />

an incredible rum enjoyed<br />

straight with ice. Blended<br />

from fine Barbados rum<br />

and hand-selected spices,<br />

it simply has to be tried<br />

and savoured. Made with<br />

pure Barbadian limestone<br />

water or aged for up to<br />

15 years in Grade A oak<br />

bourbon barrels, the<br />

complexity and depth of<br />

flavour is stunning.<br />

Felons have been<br />

partnering with local artists<br />

from the get go and this<br />

brew celebrated the recent<br />

Brisbane Street Art Festival<br />

via the works of Rosie<br />

Woods. It’s a stunning<br />

can design with the brew<br />

inside taking the art of<br />

lager to a whole new level.<br />

There is a beautifully sweet<br />

and delicate spicy aroma<br />

and taste along with a<br />

smooth malt breadiness.<br />

It is complex, incredibly<br />

enjoyable and very<br />

drinkable.

Coast style IPA. Moderate<br />

bitterness and a soft<br />

mouthfeel only add to the<br />

appeal. My go-to-beerof-choice<br />

at the moment<br />

for my Friday afternoon<br />

knockoff.<br />

Made in Denmark, it’s<br />

simply incredible it’s<br />

travelled so far and kept<br />

its freshness. Dry-hopped<br />

with Strata, Azacca<br />

and Simcoe, this IPA is<br />

bursting with grapefruit<br />

and blood orange notes.<br />

It is nice and sour but<br />

for my palate could have<br />

been aided with a bit<br />

more pithy bitterness.<br />

The craft brewery is known for taking local ingredients<br />

(honey, rosella and carrots to name a few) and using<br />

them to put unique, modern spins on traditional brews.<br />

So, it was no surprise to hear that 4 Hearts have<br />

begun focusing on more adventurous and difficult<br />

styles of beer since we caught up with them last year.<br />

In fact, the brewery has been working on several<br />

exciting things in the past couple of months, namely a<br />

red XPA called Solar Eclipse, which has seen a wave<br />

of positive feedback from customers and venues.<br />

Hugo Hirst, assistant brewer and sales representative<br />

at 4 Hearts, said regardless of the ups and downs<br />

of the industry, the brewery has been doing great<br />

with their new focus on tasty, unique and high-quality<br />

seasonal brews.<br />

“Being contained in a beautiful heritage listed building<br />

means that, to the causal eye, nothing has changed<br />

here, but once you look a little deeper you’ll start<br />

to notice subtle changes and improvements to our<br />

process.


A CRAFTY BUNCH<br />

“For example, our Sunshine Lager, an unassuming<br />

pilsner with a rice addition for crispness, now lagers<br />

for six weeks, meaning we constantly get a white<br />

frothy head and a bright gold body – just like the beer’s<br />

namesake,” he said.<br />

4 Hearts has always been spurred on by a love of<br />

the architectural and cultural heritage of Ipswich and<br />

their eagerness to share it with others. The brewery<br />

itself is founded in the city’s first source of water – a<br />

redeveloped heritage building called 88 Limestone or<br />

‘Pumpyard’ as it was known in the 1800’s.<br />

In 1901, the site became the centre for technical<br />

education in Queensland with the opening of the<br />

Technical College. After it was abandoned in 2000, it<br />

was purchased by Ipswich locals James and Tracey<br />

Long in 2013, who restored the building to its former<br />

glory while giving it a new, modern use as a brewery.<br />

As an architect, George Brockwell Gill’s rich legacy<br />

is evident throughout the city, so the brewery pays<br />

homage to Ipswich’s history through their natural<br />

brewed ginger beer, Gilly’s Ginger Beer, and through<br />

their venue, Pumpyard Brewery Bar.<br />

Hugo said the last keg of Solar Eclipse was recently<br />

put on tap at the Pumpyard, but they will be continuing<br />

work on several more exciting things in the next couple<br />

of months.<br />

“As a seasonal beer, Solar Eclipse was the perfect<br />

Australian ale for bright autumn and winter days.<br />

“It was an exclusive keg-only, so it was only shared<br />

with our closest venues. We are planning to do a lot<br />

more releases like it, so people are welcome to check<br />

our Instagram @4heartsbrewing for brew-to-brew<br />

updates on stockists.<br />

“Right now, we are in the process of brewing an<br />

exciting Wet Hop Black IPA, which uses fresh hops<br />

picked on the day, so we are expecting that to be<br />

another cracker!” he said.<br />

The brewery’s Pumpyard Brewery Bar is nestled in a<br />

complex of heritage-listed red brick buildings and is<br />

one of the most relaxed and atmospheric places in<br />

Ipswich. The bar is open Wednesday to Sunday and<br />

provides live music on the weekends, a smoker stall on<br />

Sundays and, of course, great food and handcrafted<br />

beer – because the best beer is consumed in the<br />

shadow of the brewery where it was made.<br />

Hugo said, for now, it’s business as usual at 4 Hearts,<br />

so they will be continuing to focus on producing great<br />

brews for everyone to enjoy from their great city.<br />

“Incidentally, right now the back of my shirt says<br />

‘Working for the Love of Beer’ and more relevant<br />

words couldn’t be found for our brewery.<br />

“The past year we’ve worked hard to have those<br />

words reflected in 4 Hearts, and I couldn’t be prouder<br />

of the team here for nailing the kinds of beers we have<br />

been producing,” he said.

The night of nights for our industry was again another<br />

spectacular event – congratulations to all award<br />

winners at the 2023 <strong>QHA</strong> Awards For Excellence<br />

Gala held in June at the Brisbane Convention and<br />

Exhibition Centre. Over 1400 guests were on hand to<br />

celebrate the successes of their industry counterparts<br />

throughout the night. All category winners now<br />

progress to the AHA National Awards. We wish them<br />

every success as they vie to be crowned best in the<br />

Railway Hotel Bundaberg<br />

On Tuesday 13 June the <strong>QHA</strong> held the Wide Bay –<br />

Burnett Hoteliers Lunch for publicans from around<br />

the region at the Railway Hotel Bundaberg. The event<br />

featured presentations from a range of <strong>QHA</strong> corporate<br />

partners and <strong>QHA</strong> representatives. Thank you to the<br />

hoteliers and their key staff who were able to take time<br />

out of their businesses to attend the lunch. A huge<br />

thank you to PFD Food Services for again generously<br />

providing the delicious lunch for all attendees –<br />

showcasing their recently launched ARLO beef and<br />

their renowned Humpty Doo barramundi. And thankyou<br />

to Pato and the team at the Railway Hotel for<br />

hosting the lunch meeting.<br />

Tuesday 11 <strong>July</strong><br />

CUB together with the <strong>QHA</strong> will again be hosting the<br />

Pubs, Pots & Profits forum for hoteliers and key staff<br />

from around the Emerald region. The forum will feature<br />

presentations from leading experts in the industry,<br />

focusing on business development initiatives for your<br />

hotel. The event will be held at Emerald Maraboon<br />

Tavern on Tuesday 11 <strong>July</strong> from 2pm to 5pm. Canapes<br />

<strong>QHA</strong> Regional Board Meeting – Hervey Bay<br />

Save the Date<br />

The tradition of the <strong>QHA</strong> Regional Board Meeting<br />

continues and this year Hervey Bay is the chosen<br />

destination. The meeting will be held on Monday 31<br />

<strong>July</strong>. Detailed invitations will be sent via post and email<br />

to hoteliers in the region.<br />

Apply to remove a licence condition<br />

Hoteliers are reminded that they have the ability to<br />

apply to OLGR to remove a current licence condition<br />

which may be outdated and disproportionately<br />

unfavourable to your venue compared to similar<br />

venues in your region.<br />

The application is Form 19 and does attract an<br />

application fee, however the benefits of removing<br />

restrictive conditions which may be inhibiting trade or<br />

incurring unnecessary expenses would likely outweigh<br />

the application fee. If you would like to review your<br />

conditions and need assistance with the application<br />

process please contact the <strong>QHA</strong>.<br />

Annual Liquor License Fees<br />

A simple courtesy reminder that annual liquor license<br />

fees are due and payable by 31 <strong>July</strong>. Don’t be one of<br />

the venues caught with unlicensed trade on or after<br />

1 August. The fines are significant and OLGR are<br />

unsympathetic to any excuse. If you have financial<br />

hardship there are payment options available to you.<br />

From the creators of Sunshine & Sons comes Nil<br />

Desperandum – reportedly the country’s first and only<br />

Australian Certified Organic rum, inspired by the cane<br />

fields of the Sunshine Coast and the fervent belief that it’s<br />

about time Australia had a rum equal to the world’s best.<br />

Matt Hobson is the founder and chief imaginer of CAVU<br />

Distilling, which encompasses both Sunshine & Sons<br />

spirits and liqueurs and Nil Desperandum, and said since<br />

2020 they’ve been producing what is estimated to be the<br />

third largest production of rum in the country.<br />

“We are really committed to producing Australia’s finest<br />

rum, and we describe it like that with good reason – it’s<br />

delicious, with an amazing taste that comes from organic<br />

ingredients. It’s a wonderful experience for drinkers<br />

and has an elevated, enjoyable quality that people will<br />

certainly recognise from imported rums, but possibly<br />

never from an Australian rum.<br />

“It’s Australian Certified Organic, meaning there’s no<br />

chemicals used in the agricultural origins of the molasses<br />

that we’re using, nor in production and packaging. The<br />

rum is 100% pure and unadulterated.<br />

“Unlike rum that’s been produced in Australia for a very<br />

long time, we’re not adding any caramel for colouring,<br />

and there’s also no sweeteners or things such as<br />

glycerine, which are used to enhance the qualities of a<br />

rum that isn’t potentially as premium as ours,” he said.<br />

In 1871 James Costar, chose to name one of the<br />

Sunshine Coast’s very first watering holes ‘Nil<br />

Desperandum’, the Latin translation of ‘nothing to<br />

despair for’ and the first iteration of Australia’s iconic<br />

expression of easy-going optimism – ‘no worries’.<br />

Ever since then, Sunshine & Sons has been bottling<br />

the warmth of Queensland’s carefree subtropical<br />

coast while being inspired by close collaborations with<br />

the local producers, great causes and communities<br />

that make Australia the paradise that it is.<br />

The distillery creates and shares their range of spirits<br />

in the Sunshine Coast hinterland rainforest,<br />

neighbouring Queensland’s iconic Big<br />

Pineapple. Matt said they have had<br />

phenomenal success with Sunshine<br />

& Sons, which has a cult following in<br />

the community.<br />

“We have always had a strong<br />

and historical connection with<br />

the locals. In our township of<br />

Woombye, the Nil Desperandum<br />

pub took in thirsty travellers on<br />

their way to the Gympie gold fields<br />

and handed them a fermented ale<br />

or spiritous liquor.<br />

“We really like that story – it links<br />

us locally and connects us to<br />

the Aussie tradition of people<br />

stopping in to have a drink<br />

on their travels. Our beautiful<br />

Tasmanian artisan copper spirit<br />

stills are named after James<br />

Costars wife, Sarah, and his<br />

mother, Maria,” he said.<br />

something truly exceptional.<br />

comfortably compared to the<br />

most remarkable Caribbean rums.<br />

Matt said as their main products<br />

are further distributed into the<br />

market, they are hoping to add<br />

more awards to the shelf.<br />

“Nil Desperandum is made with production techniques<br />

and ingredients that directly reference some of the<br />

greatest rums from Jamaica, for example, the use of<br />

dunder and muck. They are components that we use<br />

in fermentation to create elevated flavour profiles in<br />

both taste and aroma.<br />

“The rum is premium quality at an affordable price,<br />

which we know is very significant. We are getting a<br />

lot of interest because it’s a rum that hospitality venue<br />

owners and publicans can easily embrace. We’ve<br />

been very aggressive on pricing to make sure there’s<br />

not necessarily a barrier there, so publicans won’t have<br />

something sitting on the back bar that’s priced outside<br />

the range of a typical drinker.<br />

“We really focus on our rum’s quality regardless of if<br />

they’re being mixed or not. Obviously, most rum in<br />

Australia is consumed with a mixer such as coke or<br />

ginger beer, but you’ll see this rum is absolutely good<br />

enough to drink neat over ice,” he said.<br />

Matt said one of the most wonderful things about<br />

the rum and their business is that they are the only<br />

distillery that can, hand on heart, tell people that<br />

there’s no chemicals, additives or waste in their<br />

production process.<br />

“Other companies just simply can’t do that, so we<br />

are very proud. We know that’s of interest to many<br />

consumers and people wanting great quality rum in<br />

their venues and pubs but not necessarily wanting to<br />

go and order a Caribbean rum.<br />

“We’re also zero-waste. After producing our rum, we<br />

are leftover with a component called dunder, which<br />

is directed to organic cattle farms. We’ve got this<br />

beautiful holistic story about the liquids running off the<br />

back end of production as a waste product and used<br />

as a livestock food supplement in the dairy and beef<br />

industry,” he said.<br />

Nil Desperandum also founded the 1871 Club. In<br />

addition to many other benefits, for $999-a-year<br />

the club provides rum fanatics with five single barrel<br />

releases. Matt said the club also allows members to<br />

get a bit of an insight into their large variety of rums.<br />

“We’ve got some very special barrels among the<br />

several thousand we have on site currently. Obviously,<br />

single barrel rums are often at a higher ABV than what<br />

you’d find in a retail or bar setting, but they’re really<br />

capturing the imagination of rum fans that, up until<br />

now, haven’t had the same ability to support local<br />

distillers<br />

“Lovers of rum in Australia tend to spend their<br />

money on exotic rums from overseas, including the<br />

Caribbean. Of course, that’s traditionally been where<br />

the best rums in the world have come from, but we<br />

know that as consumers are finding out about our<br />

brand, we are getting real interest in Australian rums,”<br />

he said.<br />

For anyone interested in sampling Nil Desperandum<br />

fine spirits and witnessing the ageing of Australia’s first<br />

Certified Organic rum, their distillery is open from 10am<br />

daily to the public. Matt said they love showing visitors<br />

around, and see first-hand everyday how locally made<br />

spirits are being embraced in the industry.<br />

“It’s probably not that long ago when publicans were<br />

reluctant to devote taps to craft or local craft beer.<br />

That reluctance certainly belongs in the past, but we’re<br />

very excited that a Queensland publican can have an<br />

independently owned artisan rum at an affordable price<br />

and embrace what we already know is a movement in<br />

other states,” he said.<br />
