It also made the decrees of the councils and the bulls of the popes equal to the books of the Bible. In other words, with the Roman Catholic Church, the Scriptures are still in the making. The papacy exalts the church above the Bible. Cardinal Gibbons says, “The Scriptures alone do not contain all the truths which a Christian is bound to believe.”[46] 4.
