The Ocean City Sentinel-Ledger PAGE S—SECTION TWO FRIDAY, AUGUST 26.1977 Federal Aviation Administration officials have, once again put the proverbial* gun to the head of City officials regarding a grant from that governmental division for improvements to the Municipal Airport •here. The grant of approximately $90,000 will enable the City to rebuild badly deteriorated taxiways leading to the asphalt runway as well as make improvements to the airplane parking area and the runway lighting system. The problem is that the City must meet a series of deadlines going into the early Fall that could result in less than a satisfactory finished product: If by any chance the City is unable to get the necessary bids for the improvements by the specified deadline, -there is no assurance the FAA will not hold back the funding for the project. In addition to the deadline, the City must comply with a long list of federal Ceftfcelacts It appears that the County Prosecutor's probe into the operation of the municipal government here may be coming to some sort of a conclusion. The investigation was started last March when Prosecutor Donald Charles-requested and got most of the City's records, both legislative and financial for the past four years. Bits and pieces of information concerning the investigation have either filtered out or been hinted at by friendly sources, so now the news media/and thus the general public, has a fairly good idea of the direction the investigation is taking. And it should come as no surprise that it has led to the doorstep of the City's, Public Works Department, which is headed by Mayor B. Thomas Waldman. Hyland said .he has spent weeks working up specifications for the job and trying to comply with the various deadlines and guidelines. He has pointed but- that there is virtually no room for error in the preparatory work. It would be unfortunate if through some oversight or misinterpretation of the rules, the City were penalized and' either all or part of the grant lost. The improvements to the airport are needed badly. Another plane crashed last weekend and the facility has been •the scene of several near tragic accidents over the years. It is a busy airport, especially during summer, weekends, and though improvements .have been made in the past they have not kept pace with the phenomenal rate of growth. This fact should be. considered by the FAA. The Association for Community Affairs, a self-proclaimed non-political watchdog group headed by Waldman arch-foe Jack Bittner, initiated the investigation and Prosecutor Charles picked up the ball and ran with it. That was five months ago and only now are we starting to hear about alleged" misconduct in the Public Works Department, Some have called the investigation a fishing expedition and point out that if there was evidence of serious wrongs doing it wouldhave been brought out in the first few weeks of the probe. Others say the investigation is long overdue and in the end it is the taxpayers who will benefit from a City government operated in a businesslike manner without political favoritism. While the County Prosecutor has every right and indeed an obligation to investigate'all allegations of wrongdoing brought before him, that investigation should be carried out promptly and without the slightest hint of political involvement. -year-old-concrete'and^steel underpinnings be rebuilt before funds are allocated for the new beams and decking: Though much attention has been given to the need for refurbishing of the boardwalk itself, little has been said about the condition of the access ramps, many of which are nearly as old as the boardwalk and in much worse condition because they are of all wood construction. In the past couple of years portions of access ramps have collapsed and others have shown signs of serious deterioration. These ramps should be studied for safety and soundness and entirely replaced where necessary. We don't know if he's been made wealthy by his work, but the man who replaces the skins on Buddy's drums has to be busier than a waterboy in ; Rich himself does not come off with a lot of charisma. He scowls like an ill-tempered landlord. His smile Is Infrequent, and when he does smite he is an ideal model for an artist trying tp create a a talent with the drums, but with those teeth he'd come into hard times if he had to make a living playing a harmonica. Unlike most musical instrument, drums do not make the sound of music. It is hard to determine whether a drummer's talent is pure reflex or studied arrangements. He does his Job with a passion. He can bang as loud as ay high hl d r , and stool, but whatever he hits with hto stick it comes out as perfect syncopation. And he works hard.
