have cut back to a phase-one<br />
construction plan In order .to<br />
claim the ft million federal<br />
Public Works Act grant.<br />

receiving the grant, which was<br />
pushed back up to ft million by<br />

Development Administration<br />

has to begin construction by<br />
mid-November and has to<br />
