I was accompanied by an executive from SPT for my<br />

visit to Outlook. My subject was “Highs and Lows of a<br />

Councillor” and my colleague spoke about MyBus and<br />

bus services in the village. The last no1 from Johnstone<br />

Station is 4.23pm and we were asked if this could leave<br />

an hour later? Unfortunately there was no scope to add a later<br />

service. Most enjoyable couple of hours.<br />

The clock on the Old Kirk Tower has been misbehaving but the<br />

council is in the process of fixing it. The clock and the flag pole<br />

are considered to be of public significance and although owned<br />

by the Parish are maintained by the council. The main village<br />

Remembrance Service on 10th November will be at 10.45am in<br />

the Old Kirk followed by a short service at the War Memorial at<br />

12.30pm.<br />

Elphinstone Court residents approached me with several<br />

complaints. I have written to the Renfrewshire Valuation Board on<br />

their behalf because their community charge is more than much<br />

older and larger houses. Parking on the dropped kerbs nearby also<br />

came up and this should not happen. We do have a shortage of<br />

parking places and the council has made three suggestions. I am<br />

very much against a multi storey car park behind the outstanding<br />

Cargill community centre which is now in a conservation area. The<br />

Cargill has proved to be a resounding success with the community<br />

centre, library, surgery and piazza (beautifully decorated by<br />

Colourful Kilmacolm).<br />

Bollards have been installed at the junction of <strong>Gryffe</strong> and Houston<br />

roads to protect a manhole cover, various white lining will be done<br />

including the junction of Pacemuir and Broomknowe, Cloak Road<br />

has been damaged by the extra traffic due to Scottish Water,<br />

trees need cut back at the Barrs Brae Car Park. The second weed<br />

killing treatment has been completed on the Pacemuir Estate. Due<br />

to subsidence above the drains the pitches at Birkmyre will now<br />

not be ready for use until the summer. The contractor will fix. The<br />

Scottish Water sewage works have been a trial in the village for<br />

residents, transport and visitors. They were polite enough but took<br />

too long.<br />

Council officers are in the process of producing plans to alleviate<br />

flooding around the School House in Quarriers. The various main<br />

road drainage problems have been improved by CCTV and pipe<br />

jetting.<br />

The green belt in the Village is under attack by developers. In my<br />

13 years as chair of planning we have never known such a number<br />

of major planning applications. Officers will robustly defend our<br />

Local Development Plan, but this Plan has been challenged by<br />

Mactaggart and Mickel and others on the basis of housing land<br />

release.<br />

The Port Glasgow Community Fire Station was 50 years old on<br />

the 1st October. This Station and its appliances are vital to both<br />

our villages. They laid on an impressive demonstration and a fine<br />

purvey. Long may they thrive.<br />
