Utouh is a professional accountant, registered inTanzania as a Fellow Certified Public Accountant with the NationalBoard of Accountants and Auditors, the national accountancyregulatory body. He was registrar to the NBAA from 1987, where hewas appointed executive director in 1995. Mr Utouh previously taughtfinancial accounting, management accounting, auditing and taxationas senior lecturer at the Institute of Development Management inMzumbe, now Mzumbe University. He was appointed Controller andAuditor General in charge of the National Audit Office in August 2006.Is Westminster a good model for Tanzania?You have to look at this question from the historical perspective of thecountry. Whichever model you use, it has got pros and cons. Under theWestminster model, the Controller and Auditor General (CAG) comesup with observations and recommendations, which are subject toscrutiny by parliamentary committees. The parliamentary committeesthen make recommendations to the executive.Here, the National Audit Office (NAO) sits between parliament and theexecutive. We have brought in a new concept whereby the governmentis required formally to respond to the observations and recommendationsof the CAG. It is not easy to change a model too radically, because youwill have to change the whole system. I believe the local systems workwell, and you need to build on what you already have.77
