No Heritage Days
New rates and new rules;
no annual passes in 2020
By Josephine Birdsell
Staff Writer
As of press time on June 3, the West Jefferson village
pool was set to open on June 6.
The village is opening the pool because “kids need
something to do,” said Mayor Ray Martin at the June
1 village council meeting.
The pool’s operations will differ from past years to
limit the risk of the spread of the coronavirus
(COVID-19).
The number of people permitted at the pool will be
lowered based on county health guidelines. That occupancy
limit had not been set as of press time. To prioritize
use of the facility, only West Jefferson
residents will be admitted to the pool this season.
Additionally, annual passes are not being sold this
year because entrance is not guaranteed due to the capacity
limit. However, two residents bought annual
passes in December, and their passes are being honored.
While pool rules may change as the pool opens and
organizers see how things go, social distancing will be
enforced no matter what.
As of now, pool users are permitted to gather only
with the people they arrive at the pool with. Users
must stay socially distanced both in and out of the
The village of West Jefferson started the process of filling the municipal pool on June 2. Village leaders set
June 6 as the pool’s opening date, with new admission rates and rules in place.
pool. The grass outside the pool is marked at six-foot
intervals to allow for distancing.
Concessions workers are required to wear masks.
Residents must wear masks while in bathrooms and
other enclosed spaces.
To further reduce the chance of gathering, the pool
staff will not put out chairs or picnic tables, however,
residents may bring their own chairs from home.
The pool is not available for rental at this time. If
county health guidelines change, rentals may be possible
later in the summer.
Daily admission rates to the pool are cheaper this
year than in previous years. The cost for anyone 6
years of age and older is $4 which is $2 less than last
year. Admission after 4 p.m. is $2 which is $1 less
than last year.
Admission is free for children 5 and younger when
accompanied by a paying adult. In previous years,
only children 2 and younger received free admission.
Village leaders cut admission rates to account for
residents who may be out of work and unable to afford
higher prices.
“There are a lot of questions out there, but you
have to go forward and make decisions,” Martin said,
“and I think we’re making good decisions.”
West Jefferson’s municipal pool is located at 45 Inwood
Rd.
In other news, the village’s tax and water departments
are set to open on June 8. To encourage social
distancing, only one individual will be allowed in the
office at a time.
The South Charleston Heritage Commission recently announced
the cancellation of this year’s Heritage Days, originally set for Sept.
25-26.
The festival features live music, a parade, children’s activities,
vendors, food trucks and more. Organizers cited uncertainty about
the future related to the coronavirus (COVID-19) pandemic as their
reason for the event’s cancellation.
“There are many, many unknown factors,” said Sue Mattinson,
Heritage Commission president.
Will social distancing rules
still be in place at that time?
Will people be comfortable with
coming to the festival? With the
pandemic’s impact on the economy, will families have money to
spend at a festival? Will businesses have money to serve as sponsors?
These are all questions for which the commission does not
have answers.
What they do know is that social distancing would be difficult, if
not impossible, with the festival’s set-up, Mattinson said. Heritage
Days takes place outdoors, in and around the historic train depot
and log house on West Mound Street. The nature of the event involves
people mingling.
The commission also doesn’t have the manpower to keep up with
some safety requirements related to COVID-19, such as cleaning
food tent tables after every use.
“Planning a 2020 Heritage Days festival caused the trustees to
face a high degree of heartache and economic risk as we weighed
the health of visitors, vendors and volunteers,” Mattinson said.
“With a sense of loss and sadness, the trustees made the decision
to cancel the event this year.”
Mattinson said what she personally will miss is watching young
visitors enjoy the historical games the festival offers.
“Last year, kids could pan for gold. We had hay bales they could
jump on and play around on. That’s the part I will miss the most—
not seeing kids enjoy some good, old-fashioned fun,” she said.
That being said, the commission already has its sights set on
next year’s event.
“"We look forward to what 2021 will bring,” Mattinson said.
The first Heritage Days festival was held in 2014, picking up
where the long-running Gingerbread Festival left off.
Still providing county’s senior citizens with food
By Kristy Zurbrick
Madison Editor
Change-and-adapt has been the name of the game during the
coronavirus (COVID-19) pandemic. That’s just what the Jeffersonian
Senior Center in West Jefferson has done when it comes to distributing
food to the county’s low-income senior citizens.
Since 2011, the center has served as Madison County’s representative
agency for the federal government’s food commodity program
benefitting people 60 and older who are food-compromised. Prior to
the onset of the pandemic, the center distributed food boxes on the
fourth Friday of each month. Customers received 30 pounds of shelfstable
food and a block of cheese.
With the pandemic, the center has made changes to limit exposures
for customers and volunteers alike. Instead of a monthly distribution,
organizers switched to giving out two months’ worth of
food at a time. The first such distribution took place on March 27.
The second took place on May 22.
In both cases, the center remained closed to the public. Normally,
customers enter the building to pick up their food. Instead, organizers
operated a drive-through distribution. Customers drove up to
the building, and volunteers placed food in the trunks or back seats
of their cars.
The volunteer set-up has been different, too. Normally, approx-
More campsites at fairgrounds
By Kristy Zurbrick
Madison Editor
With grant funding, camping accommodations
at the Madison County fairgrounds
in London are set to increase by 50 percent.
Late last month, the Madison County
Agricultural Society (senior fair board) applied for $50,000 in funding
from the Ohio Department of Agriculture (ODA) to install 47
new campsites with electricity behind the FFA Barn. The fairgrounds
currently has 100 campsites total.
The ODA grant program is open to agricultural societies around
the state. Funding is earmarked for capital improvements; it cannot
be used for operational expenses, such as putting on a junior or
senior fair. Madison County has received funding twice in recent
years. In 2017, the funds covered the cost of paving, drainage, and
horse stall improvements at the fairgrounds.
In the past, the ODA required grant winners to provide local
matching dollars. No match is required this year.
Darrell Champer, president of the Madison County Ag Society,
said he has received verbal approval of this year’s grant application.
He is waiting on final paperwork to make it official. As soon as that
comes through, he said work will begin.
The area behind the FFA Barn is already home to 20 campsites.
Each of the additional 47 sites will measure 20x40 feet, the size
needed for the Ag Society to license the fairgrounds as a state campground.
Besides the week of the fair and the weeks before and after it,
other shows and events at the fairgrounds draw campers 10 to 15
weeks out of the year.
“That creates quite a bit of revenue,” he said—the more campsites,
the more revenue potential. “It will be a good thing to have.
There’s nothing close by.”
The ODA grant will cover permits, engineering, and installation
of electricity for the campsites. The Madison County Engineer’s Office
will donate labor and equipment to make necessary road and
drainage improvements related to the project. The Ag Society also
plans to use part of the ODA funds to purchase a mower for use
throughout the grounds.
Clothes Closet closed for now
United Church, 30 E. Columbus St., Mount Sterling, operates
the Clothes Closet, a clothing giveaway, the second Saturday of
each month. However, due to COVID-19, the Clothes Closet is
closed until further notice. For more information, call Kathy Endres
Local non-profits eligible for aid from United Way
Parents in the community are facing a
conundrum during the COVID-19 pandemic:
how can they manage their children’s
emotional and social needs while
maintaining responsible social distancing
practices? Mental Health Recovery Board of
Clark, Greene & Madison Counties (MHRB)
recommends that parents focus on building
resiliency in their children.
“Our children’s mental health is also
being impacted because our daily lives have
changed drastically during the pandemic,
but for their physical safety we must continue
to observe social distancing measures.
For parents, that can feel like an impossible
situation, especially with warmer weather
and young people wanting to spend time
with friends or playing sports,” said Greta
Mayer, CEO of MHRB.
“We know that children feel stress and
take their emotional cues from adults. Without
a way to talk about it and manage it in
healthy ways, childhood stress can negatively
impact a person’s health and mental
wellbeing well into adulthood. Learning
how to be resilient from an early age can do
the opposite: promote both physical and
mental health now and in the future.”
Mayer shared these ways parents and
guardians can help their children become
more resilient while staying at home:
1. Build strong emotional connections.
Having a strong social network can help support
your children through their inevitable
disappointments and hurts. It’s important to
promote both the development of new relationships
(like making friends) and strengthening
of existing ones (as with parents and
relatives). Encourage kids to reach out to a
classmate they don’t know very well, maybe
to play a video game or chat. While it is
stressful to manage work and family from
home, putting down the smart devices occasionally
and interacting one-on-one releases
feel-good chemicals in the brain.
2. Be a helper. Just like adults, children
can feel empowered by helping others. Ask
them for assistance with a task they can
master or have them brainstorm ways they
can help a friend or neighbor while observing
social distancing—like delivering cookies
on a rainy day or mailing a happy note.
3. Stick to a regular routine. Maintaining
a daily routine can be comforting for young
people and families which creates consistency
and feels reassuring. But too rigid of
a schedule can be stressful, too, so it’s OK to
teach children to step away when things get
overwhelming, like taking a break from a
challenging task to go outside, do something
creative or physical.
4. Demonstrate self-care. Remembering
to eat, drink water, exercise and sleep is
tough enough for adults, but it’s no secret
that children learn by example. Parents can
improve their own mental health while helping
their children learn the importance of
self-care by making time to eat together,
play outside and relax. Practicing and teaching
mindfulness, such as deep breathing and
grounding exercises, can also help children
cope with bouts of anxiety or stress.
5. Encourage healthy risk-taking and
self-discovery. A healthy risk pushes a
child to go outside of their comfort zone but
results in very little harm if they are unsuccessful.
Taking a healthy risk at home—like
trying a new hobby—can help children to discover
new interests and embrace their
strengths. Embrace the moments that don’t
go well, too. Learning to see their mistakes
as a learning experience helps children to
develop a growth mindset.
6. Teach problem-solving skills. Children
should know it’s OK to ask for help and
that they have help when they need it. Parents
can help their child gain self-confidence
during stressful times by engaging in the
process of solving problems, such as brainstorming
possibilities and exploring the pros
and cons of different solutions.
7. Always maintain hope. It’s OK to acknowledge
the negative feelings your child
might be experiencing. Noticing when your
child seems distressed, being a careful listener
to find out what has led to these feelings,
and by talking about it, helps children
begin to recognize their own feelings and
learn how to express negative emotions in a
healthy way. Parents can nurture optimism
in their child by helping them view the situation
in a broader context and keep a longterm
perspective.
“Change can be scary, even for grownups,
and it’s important for children to know
that,” Mayer said. “But it’s also important
for children to see that change is a normal
part of life and that there are healthy ways
to cope, such as setting new goals when old
ones become unattainable.”
Keeping beverages cool for the sake of hot meals
When COVID-19 hit, Casey’s Carry-Out &
Drive Thru in London was able to remain
open. We have stayed busy and have been
doing things to give back to the community
during these tough times. It began with the
business buying more than 100 coloring books
and crayon sets for kids who needed more
things to do with more time spent at home.
As time passed, I saw the community
stepping up to help local non-profits. Webster
Photographics LLC raised $2,000 for
HELP House through their front porch family
portrait project. Emily Mittelkamp sold
t-shirts to raise money for the food pantry
on Maple Street.
I asked around to find out what other
non-profits needed help and discovered that
the Welcome Table, based out of St. Paul
AME Church on Center Street, needed a few
dollars. The Welcome Table provides hot
meals for anyone in the community that
needs one. This is a great group and cause.
I bought 250 koozies printed with the
Casey’s Carry-Out & Drive Thru logo and a
funny saying marking the times. The idea
was to sell them for $3 each and donate
$750 to the Welcome Table. I spread the
word on social media. The response was
letter to the editor
great, and we sold out in about four days.
When the sale began, a friend of mine, J.D.
Reed, said he loved the idea and wanted to
do more. He and his sister donated $100
extra each. When I posted this information
on social media, the donations poured in.
In four days, we collected $2,000 for the
Welcome Table. I had been nervous that I’d
ne stuck with a bunch of leftover koozies. I
never imagined I would sell out in four days
and almost triple the initial donation goal.
When people bought the koozies, many
would say, “Keep the change.” And many
others stepped up with larger donations.
This is why I love this community so
much. When something needs to be done or
someone needs help, we all come together.
Those who donated larger amounts include:
Casey’s Carry-Out & Drive Thru,
$750; Chip Minnick from Tri County Termite
& Pest Control, $300; Adam Smith
from Re/Max Leading Edge, $100; Phat
Daddy’s Pizza, $100; Helping Hands Happy
Hearts 4-H Club, $100; J.D. Reed, $100;
Sarah Burmeister,: $100; Cynthia Stidham,
These can koozies were a hit, ultimately raising $2,000 for the Welcome Table.
$100; Molly Peters, $50; Kathy Slabaugh,
$50; Erik from Konnichiwa Japanese Steak
House & Sushi, $50; extra donations from
Casey’s customers, $50.
Mother Nature never ceases to amaze and surprise
There’s a small wooded area in my
neighborhood that I’ve visited countless
times. While I’ve walked the path that encircles
it many times in the 40 years I’ve
lived here, I’m always awed at the new displays
Mother Nature showcases for us
there. A few of my previous columns briefly
touched on the hidden and exposed treasures
the setting supports. A recent walk provided
yet another memorable experience,
one that left me convinced that the little
tree stand is worthy of its own written piece.
As our area steadily explodes into what
some call progress, undeveloped land is
dwindling. Yet, that small wooded area, sitting
in the middle of the progress, has managed
to survive and support a diversified
habitat. It’s two acres, give or take. It’s no
Jurassic Park, but if you apply the basic
principles of nature watching—avoiding sudden
movements, being observant, and exhibiting
a whole lot of patience (note: being
a Browns fan probably qualifies you— you’ll
see a thriving community at work and play
behind the scenes and often in plain sight.
The tree stand has aged with me, both of
us now well into the mature stage. (I presume
the fact that the increase in turkey
vultures sightings is not a sign that I’m
going to the next stage). The tree stand is
populated by older oaks and some walnuts
that provide abundant acorns and nuts for
numerous animal species. Over the years,
some of the tall dead trees have toppled during
storms. Unfortunately, the new succes-
guest column
by Dave Burton
sion of growth is the
invasive honeysuckle
bushes. Left
as is, I fear its days
may be numbered.
One of my most
vivid memories of
the small forest is
one from many
years ago. One day,
while walking our
dog, we watched a
red-bellied woodpecker peck a hole for its
nest atop a tall dead oak. On another day, we
watched as starlings battled the woodpecker
for the nest. The long fight fully captivated
our attention. The woodpecker eventually
gave up; the starlings took over residence.
We felt bad for the woodpecker but reasoned
it was nature at work. I’ve read that woodpeckers
sometimes nest later in the season,
after the starlings, to increase their chances
of success. Hopefully, this one learned that
hard lesson. That dead tree has since come
down, but many others have taken its place,
making the woodpeckers happy.
A red-tailed hawk family has lived in
those trees for many years. They make
sloppy nests with big twigs and branches,
high up in the trees. Every year, we watch
their offspring take flight and learn to hunt.
You can often see a hawk sitting at the top of
the lights on the adjoining football or track
field, surveying the ground for prey. Often
the noise is deafening as blue jays, crows and
even the small birds chase them relentlessly.
On another walk, I came across a resident
who was busy freeing a muskrat from
the chain fence surrounding the nearby
track. Over the years, the fence line has
been sprayed routinely with herbicides, resulting
in severe leaching and erosion. The
exposed barbed bottoms of the metal fencing
pierced the muskrat. Using heavy duty
gloves, the resident freed and released the
critter.
As would be expected with the abundance
of nuts, squirrels run rampantly
through the tree stand. I’ve seen hawks corner
them in trees and chase them across the
field. A couple of rare white squirrels have
lived there. Sadly, they quickly disappeared,
likely because they were at a disadvantage
in avoiding hawks. During the breeding season,
chipmunks, rabbits, snakes, ducks and
geese are commonly seen there. A few years
ago, a deer family took up residence. They
became very trusting, providing visitors
with close-up views as they and their fawns
grazed along the small adjoining field. They
have since disappeared, perhaps coincidentally
as sightings of coyotes increased.
Now, the new attraction is a red fox family.
My first sighting was while walking
along the path. The fox was maybe 100 feet
ahead of me. At first, I thought it was a very
thin stray dog. I stopped and watched, then
realized it was a fox—with a rabbit in its
mouth. It scurried into the tree stand, and I
didn’t see it again for some time. When I
did, I was on the same part of the path as I
had been the first time. It was sitting there
like a dog, maybe 50 feet away. We both
froze and locked eyes. Then, it started moving
toward me. I decided it was time to exit,
but then it broke off and went into the tree
stand. I resumed my normal breathing.
I’ve logged many more sightings of the fox
since then. I’ve seen it sunning itself on the
fields and sitting in the parking lot of a nearby
office building. I spotted it crossing the bridge
by the concession stand at one of the nearby
sports fields, then disappearing into the
bushes. A few weeks ago, I watched as it
jumped onto the top of a fence where it calmly
watched us then jumped down and ran off.
I went nearly a month without seeing the
fox. A resident told me it was limping the
last time he saw it. I feared the worst, but
nature proved its resiliency. During recent
heavy rains, with the path flooded yet
again, we found a new route. As we got to
the tree stand, we saw a red fox pair sitting
on the path, unphased by our proximity.
Could nature have red fox pups in store for
us to watch and enjoy in the future?
South Charleston
www.madisonmessengernews.com
Senior portraits line the fence in the parking lot at Southeastern High School. The school board will decide by mid-June what form this year’s graduation will take. The ceremony
date was moved from March 30 to July 11.
Southeastern graduation postponed to July 11
By Kristy Zurbrick
Madison Editor
While many area school districts have
held drive-through graduations, Southeastern
Local Schools is holding out for the
chance to hold a traditional ceremony.
“We really hope to have a traditional,
family-invited group graduation,” said P.J.
Bertemes, high school and junior high principal.
“We really want to do this for the
kids.”
Current restrictions on mass gatherings,
due to the coronavirus (COVID-19), resulted
in many schools going with alternative
plans for graduation. Southeastern leaders
moved their ceremony date from May 30 to
July 11 in hopes that those restrictions will
be lifted.
The district has been looking at a number
of options, from a full traditional commencement
outside on the football field with
families present to what many districts
have already done—a drive-through ceremony
in which students walk across the
stage one at a time with no crowd on hand.
Direction from state and local officials will
ultimately decide which way they go.
“We are in constant contact with our
county health commissioner for changing
guidelines,” Bertemes said.
The school board plans to make a decision
by their June 16 meeting on how they
will proceed.
In the meantime, the district has been
preparing for the possibility that they will
have to go with something like a drivethrough
format and/or virtual format.
Over the course of two days in early May,
the seniors came into the school for photo
and video sessions in their caps and gowns,
walking across the stage, and switching
their cap tassels from one side to the other.
If the board decides against the traditional
ceremony, those photos and videos
will be combined with recorded speeches by
Bertemes and this year’s valedictorian and
salutatorian, along with footage from the individual
diploma distribution to create a
virtual graduation keepsake.
The district already went virtual with its
year-end “Strive for Excellence” awards ceremony.
Usually, Bertemes includes announcement
of senior scholarship recipients
at that event but chose to save that information
for graduation, whatever form it
takes.
Of the 50 students in Southeastern’s
Class of 2020, 10 are graduating with honors
diploma, nine are graduating with distinction,
and 15 are members of National
Honor Society.
The valedictorian is Lane Highmiller,
who plans to major in aerospace engineering
at The Ohio State University. The salu-
The Clark County Agricultural Society
has decided to present a Junior Fair only
this year.
The board met on May 31 via Zoom. All
members and several guests participated.
The group discussed the coronavirus
(COVID-19) pandemic and its impact on fair
planning, including Governor Mike
DeWine’s latest orders regarding mass gatherings
and rules for conducting junior fairs.
“It was decided, due to the strong desire
to have a fair and to give the youth with
projects as much opportunity as possible,
that the board will move forward with planning
and executing a 2020 Junior Fair
only,” the board stated in a message posted
to their Facebook page late in the evening
Lane Highmiller
Valedictorian
Kole Vollrath
Salutatorian
tatorian is Kole Vollrath, who plans to attend
The Ohio State University to major in
agricultural engineering.
The senior citizenship award is going to
Highmiller and to Kyla Tuttle who plans to
attend Wittenberg University. Highmiller
also is receiving the senior cup award.
The class officers are: Kyla Tuttle, president;
Laney Mill, vice president; Highmiller,
secretary; and Alyssa Lambert,
treasurer.
The class flower is the blood red osiris
rose. The class colors are red and gray. The
class song is “I Go Back” by Kenny Chesney.
The class motto is: “We’ll keep one foot in
the past as we take our next step into the
future.”
Junior Fair only for Clark County
on May 31. “There is much work to be done
and many details to be worked out , but the
board is confident it can be done.”
The message went on to state: “We request
the understanding and open minds
that will be required as we plan for success
and, most importantly, attempt to set the
proper examples of cooperation and leadership
to the youth of our community. This
year’s fair will be different, however, through
energy and positivity perhaps some wonderful
memories, experiences and leadership
will come from this year’s Junior Fair.”
South Charleston
However, the book drop is open for returning items.
A look back at neighboring town
A Westerville historian recently shared this photo of South Solon, Ohio, (Madison County) with the South
Charleston Heritage Commission. The image, which depicts the intersection of Main and State streets, appeared
on a postcard addressed to Springfield. A Google search revealed that the State of Ohio Department
of Banks & Banking 2nd annual report for the fiscal year ending Nov. 15, 1909, lists The Farmers’ and Traders’
Banking Co. as being in South Solon with C.G. Harrod as president. The Heritage Commission accepts contributions
of old photographs and postcards from South Charleston and the surrounding area. If state safety
guidelines permit it, the commission hopes to open South Charleston’s historic train depot and log cabin
to visitors on Sunday afternoons later this summer. Dates are yet to be determined.
How to pay your
real estate tax bill
Madison County Treasurer Donna L.
Landis is asking that taxpayers pay their
property taxes by mail instead of coming
into the office.
Landis is only allowing three people in
the office at a time. The courthouse is down
to one entrance, which is the basement entrance
that faces High Street. This could
change before June 22, but Landis wanted
taxpayers to know. Additionally, parking is
limited. Another alternative is to drop payments
in the box on the courthouse’s main
door that faces High Street.
How
to Write an
Ad that
Sells
INFORMATION
1. Use a KEYWORD.This immediately tells the reader exactly
what it is you have to sell.
2. Make your description CLEAR and FACTUAL. State the
year, make, model, color, size, and tell what condition the item
is. Also state the special features.
3. State the PRICE. Successful Classified advertisers have
learned that the price in an ad helps increase the chances for
results.
4. If there’s a genuine sense of URGENCY, say so. The words
“We’re Moving” or “Must Sell Fast”suggests that readers
respond immediately.
5. Include your PHONE NUMBER. Classifieds get results fast
and often generate immediate sales. If you cannot be available
to answer the phone at all times, be sure to specify calling times
such as “AFTER 6 PM” or “BEFORE 11 AM.”
If you need assistance, ask one of our friendly
ADVISORS to help you word your ad!
Adoptable Pets
The following are among the pets up for
adoption at the Humane Society of Madison
County.
Ham and Mister
On March 27, the shelter received two
brothers that needed a new home. Mister
and Ham are two tabby-and-white boys that
are about 2 years old. These handsome fellas
can be quite shy at first, but shelter staff
have noticed that when they are together,
they tend to come out of their shells much
easier. When the staff enters the kitty room,
Ham and Mister usually chase them
around. When they hop up on the cat trees,
they rub and push against each other, trying
to be the first to get attention. Half the
time, one of the brothers will even crawl
under the belly of the other to get ahead.
These boys do very well with other kitties
but seem to not like pooches. They are very
silly and loving boys that will make a wonderful
duo in a loving family.
Sassy
Sassy arrived at the shelter on May 12
after she was turned in by her owners. She
has an estimated birthdate of Dec. 10, 2019,
and weighs about 50 pounds. Sassy can be
a bit nervous when introduced to strangers,
but with your soft voice and a few moments
to compose herself, she does well with people.
She will give you kisses all over your
face and be up in your lap for love if you are
her person. Sassy does well with other dogs
but would prefer a home with no kitties. She
is a young and energetic dog that would do
well with a young active family. Sassy will
need someone to work with her as she finishes
growing up. She needs to learn a little
self-control, but other than that, she is a
very loving girl that will make a wonderful
companion.
Humane Society info
The Humane Society of Madison County
is closed to the public due to the coronavirus
(COVID-19) pandemic.
The Humane Society is continuing to accept
applications for adoptions, adopting out
cats and dogs, and scheduling meet-andgreets
for potential adopters. The staff is answering
telephone calls, emails and any
messages that come their way. They ask
that the public call to set an appointment
time before coming out to the shelter.
The Humane Society is taking in strays
via the Madison County dog warden and citizens.
