The plan is essentially the district’s rule book on how land can be used and developed. Said a district council report: “In order to deliver the proposed plan for public notification in mid-late 2020, a projected budget exceedance of approximately $400,000 was expected for the financial year 2019/20. “This could possibly be less and maybe more in the order of $200,000,” it said. The budget for the project for the 2019/20 financial year is $840,000 and $823,269 has been spent as at April 30. In the report, it said the increase in cost is due to additional workstreams being undertaken. “These were not anticipated to be completed as part of the review but were directed to be undertaken by the District Plan committee. This has resulted in additional cost than what was originally planned for, in the order of $80-100k for this 2019/20 financial year alone.” More flood work under way • By Devon Bolger UPGRADES TO a major Hororata drain to help with flood protection are under way. Work on improvements to the Hawkins Rd drain has begun with new culverts being installed to allow for an increase in capacity of the drain. An initial assessment has also been completed regarding the suitability of using old gravel pits as a location to channel excess stormwater. Robby Wilson who lives in Hororata says his property on Downs Rd floods severely. He said the Hawkins Rd drain project is like placing an ambulance at the bottom of a cliff. “THey should be looking at how to stop the water from getting into the township rather than dealing with it once it’s here.” Mr Wilson says he and other residents plan on meeting with district councillors to discuss what can be done. More than $400,000 of flood protection works are planned for Hororata this year. THere have been a number of notable flooding events in the township in recent years, two in 2018 and two last year. THe town’s average annual rainfall is about 790mm/year and flooding generally occurs during prolonged rain events over multiple days. Happy Jacks Creek is to be cleared and floodgates are expected to be installed. A water level monitor will be installed at the roundabout on Bealey Rd and options are being discussed for a permanent onsite pump. THe drain on Bealey Rd will be reinstated to allow for an alternative discharge point for floodwater at the roundabout. THe work will begin after the diversion drain is complete. Extensive willow clearing is planned for Cordy’s Stream and the Hororata River as well as gravel removal to improve flood flows. Resource consent is needed for the project and the district council is continuing to work with Environment Canterbury to scope the work required. Over the last financial year, a number of projects have been completed to improve the stormwater system in Hororata. Drains have been cleaned on a number of channels and are now included in annual routine maintenance. A manhole has been installed at the roundabout in the township to allow for easy access to pump water when the flap gate shuts. The large development, near Stationmasters Way, has also been given its official name which is the Bupa Ashford Retirement Village and Care Home. Head of property development Jamie Gibson said: “We’re currently working with our contractors to assess the impact of Covid-19 but early indications suggest stage one, comprising of 23 villas, will be ready for sale by January next year,” he said. The retirement village will have 101 villas, a 56-bed Jamie Gibson care home and 16 serviced apartments. “It’s been a fantastic feeling to begin construction again on a development that has had a lot of interest around it already. “We’re looking forward to providing quality living and care to residents from the Prebbleton community.” The development is the second retirement village planned for Prebbleton with Summerset also planning one at the old Meadow Mushrooms site. The figures show 6975 residents are in the age group which makes up 11.3 per cent of the population. The total population of the Prebbleton township increased by 62.8 per cent between 2013 and 2018 to 4515 residents. The retirement villages are not the only new developments in Prebbleton. The Fresh Choice supermarket on the corner of Tosswill Rd and Central Ave is expected to open soon. Woolworths New Zealand Ltd and Prebbleton Properties Ltd are behind the project, The supermarket will be 1300m2 and will open 7am-10pm, seven days a week. Resource consent for another complex to be lodged this year • By Devon Bolger RESOURCE CONSENT for the Summerset retirement village planned for Prebbleton is expected to be lodged later this year. Said Summerset general manager development Aaron Smail: “Over the last six months, since settling the purchase of the Springs Rd land in December last year, we have been in discussions with the district council and gathering information to inform the village design,” he said. Mr Smail said for construction they typically employ local sub-contractors under the management of Summerset’s construction site managers, quality assurance advisors and site co-ordinators. A start date for construction won’t be known until closer to the time of all consents being granted. “The construction of a village of this size usually creates around 350 jobs and once the village is operational it would employ between 30 to 50 full-time equivalent staff across a number of roles including management roles, nurses, caregivers, property maintenance, and housekeeping,” he said. Summerset Prebbleton will be home to around 370 people, living in villas, townhouses and an aged care centre incorporating a memory care centre specially for people living with dementia. It will also include amenities such as a bowling green, movie theatre, café and swimming pool.
