OBJECTIVES SET FOR THE WORKING GROUPS GROUP 1: Identify the psychosocial (PSS) needs of OVC Facilitated by Philippi Trust By the end of the session the group will have identified the PSS needs of OVC by: identifying the factors that make OVC vulnerable and why they might require PSS; identifying the key issues in PSS care and support; identifying who is responsible for providing the PSS care and support to OVC; and identifying ways in which PSS can be implemented in the local community. GROUP 2: Identify the most suitable care setting for OVC Facilitated by the Early Childhood Development (C&ECD) Division of the MWACW By the end of the session the group will have identified the most appropriate care setting for OVC by: identifying the developmental needs of children in different age categories; identifying the benefits in providing care through a family-centred approach; identifying the problems associated with institutional care; and identifying strategies to ensure a family-centred approach for OVC. GROUP 3: Review the DRAFT <strong>National</strong> Policy on OVC Facilitated by Southern Consultants By the end of the session the participants will have updated and revised the draft OVC policy by: ensuring that it defines the current legislation giving protection and rights to OVC; ensuring that it outlines the material/physical needs of OVC; ensuring that it gives commitment to and the need for building knowledge and skills for providing PSS care; outlining the eligibility criteria for state assistance, implementation procedures and accountability measures; and ensuring that it outlines effective co-ordination, monitoring and evaluation methods. GROUP 4: Determine how and why Namibia should record its OVC and who should do this Facilitated by the DDSWS of the MoHSS By the end of the session participants will have: heard a presentation on the DDSWS Social Welfare Information System and the potential benefits of using such a system; debated the issue of local communities identifying and responding to their most vulnerable OVC versus an external request of OVC head counting; and devised strategies for mobilising communities in identifying their OVC and what support they may require to offer a sustainable response. GROUP 5: Determine how Namibia can ensure access to quality education for OVC Facilitated by the MBESC By the end of the session participants will have: identified the issues OVC may face when in or when trying to access the education system; identified the effects this exclusion will have on the OVC, the school, the community and the country; and identified what responses should be taken and what strategies should be developed at: the community, school, CBO, NGO and FBO level the national level (government and national NGOs) the international level (development partners) 56 <strong>2nd</strong> <strong>National</strong> <strong>Conference</strong> on Orphans and Other Vulnerable Children – Windhoek, Namibia, 25-27 June 2002: Full Report
Before calling on the first group rapporteur Ms Masabane acknowledged the hard work of several conference organisers and group members who had worked until late the previous night typing up the strategies and recommendations so that all participants could have copies in writing by morning. The groups reported back only on their key strategy and four prioritised recommendations, i.e. not on their discussion and other recommendations. The group discussion summaries have been reproduced verbatim from the flipcharts or notes given to the report compiler. This record conveys the strategies and recommendations as amended by the plenary. There were very few amendments. Each group was assigned 15 minutes in which to report back and respond to questions/comments from the floor. KEY STRATEGY GROUP 1 Identify the psychosocial (PSS) needs of OVC Facilitators: Mariane Olivier, Philippi Trust Caroline Thomas, CAA Amanda Kruger, Lifeline/Childline Rapporteur: Amanda Kruger Ensure that collaboration, co-ordination and dissemination exists among all OVC stakeholders to enhance PSS services to all OVC. RECOMMENDATIONS 1. Develop and train local and regional structures to provide PSS support and care. 2. Strengthen existing and establish new PSS services. 3. Ensure active participation of OVC in structures and services. 4. Increase awareness of and access to services for OVC and organisations or institutions working with OVC. ADDITIONAL POINTS IN THE REPORT-BACK This was a very active group, and as facilitators we felt privileged to lead its discussion. The majority in the group shared the feeling that we have moved. With reference to Ms Lwin’s statement yesterday that we have hardly moved an inch forward, a big part of that inch is about attitudes, and attitudes have changed among those of us working in the field, and we understand that we are responsible, not someone else. The group covered a wide terrain in looking at the needs of OVC and factors that make them vulnerable. Our strategy underscores the major change of attitudes I have mentioned. We know that we cannot work alone, and we each have our own task to perform within the broader spectrum.
